【禁聞】央視購臺劇貪腐 劉雲山涉案

【新唐人2014年10月06日訊】台灣媒體最近報導,台灣電視製作人柴智屏,以及台灣和展影視公司負責人徐嘉森,都捲入了大陸央視的貪腐案。報導說,他們涉嫌行賄中共前全國政協主席賈慶林,以及前中宣部長、現任政治局常委劉雲山的家人和親屬。

香港《蘋果日報》10月5號引述台灣「風傳媒」的爆料稱,柴智屏、徐嘉森兩人早前被北京有關部門約談,這與他們早年做仲介,向央視出售台灣民視的連續劇《意難忘》有關。

報導說,柴智屏通過賈慶林的親屬,將《意難忘》的前400集賣給央視。之後徐嘉森接手,又透過劉雲山兒子的關係,將後400集賣給央視。

當時柴智屏、徐嘉森以每集3000美元的價格,從民視購買,再以每集6000美元的價格售出,但最後央視卻用每集1萬8千美元的價格購入,一集的差價就高達1萬5千美元。而這些差額款的流向,卻不知所蹤。

另外,《蘋果日報》還指出,大陸央視播出境外電視節目控制非常嚴,一般總集數不能超過60集,但《意難忘》共800集,更何況民視在台灣有綠營背景。據透露,柴智屏、徐嘉森是透過中介,找到主管臺港澳事務的賈慶林的親屬協助,賈慶林就以「統戰需要」為由,遊說高層,從而得到劉雲山把持的中宣部特批。

北京時政觀察人士華頗:「這種制度,這種權力,他們在自己領域裡權力沒有得到制約,所以就用自己的權利尋租,這很普遍,你看在大陸剖析哪個案件不都是這樣嗎?」

文化評論家葉匡政表示,大陸電視臺在意識形態控制上,一直是按照政府機構的管理形式,但在經濟上完全是市場化的,尤其買賣電視劇這塊。所以,過去對這塊經濟上的監管一直比較松。

文化評論家葉匡政:「在中國買賣電視劇中,收受回扣、收受好處費,或者在中間加價,這種行為行業內還是普遍的。只不過,過去可能沒有人去查證。」

既然過去沒有人查證,那麼,現在為甚麼要把《意難忘》的案子重新翻出呢?

資料顯示,央視是2007年、2009年分兩次在電視劇頻道播出《意難忘》劇集,共526集。而身在大陸的徐嘉森和柴智屏突然被限製出境,是在今年7月。當時央視已經陷入「反腐」漩渦,大批人員被拘留調查。

北京時政觀察人士華頗表示,這個案件雖然牽涉到賈慶林,但賈慶林已經完全向習近平投降,現在只是想怎麼讓自己能安度晚年。但劉雲山目前與習近平有點不咬弦。因此現在圍繞央視貪腐的醜聞和人員震盪,與敲打劉雲山有關。

北京時政觀察人士華頗:「四中全會看看劉雲山的命運如何吧,也有可能這點是壓倒駱駝的最後一根稻草。也可能是習藉此敲打敲打劉雲山,告訴他,你屁股不乾淨,老實一點。」

劉雲山一直被外界傳言,壟斷了習近平上臺後的宣傳。例如今年9月5號,習近平在人大成立60週年會議上的講話,就被中宣部過濾了「依憲治國」、「依憲執政」等重要內容。

其實,早在1年多前,中央辦公廳就有人在海外發表了題目為《劉雲山死都不知道是怎麼死的》文章,文章對劉雲山肆意歪曲習近平講話,以及劉雲山家族腐敗,都提出了警告。

而北美新浪網也轉引文章說,王岐山的反腐已經瞄準劉雲山。王岐山從劉雲山發跡的內蒙古官場、再到央視逐步動刀,都是要層層剝掉劉雲山這顆「洋蔥」的外皮,這種「打虎」的路徑和手法,與拿下周永康的手法驚人相似。

Liu Yunshan Involved in CCTV Corruption Case

Taiwan media recently reported Chai Zhiping, TV producer,

and Xu Jiasen, film and television company manager,

were involved in CCTV corruption cases.

Reports state they were suspected of bribing

Jiang Qinlin former chairman of NPCC

and Liu Yunshan, former minister

Central Propaganda Department,

and current Standing Committee member.

Hong Kong “Apple Daily” quoted breaking news from Taiwan

“Storm Media Group” that Beijing authorities talked to

Chai Zhiping and Xu Jiasen earlier.

It’s about how they sold the TV series “Yi Nan Wang” to CCTV.

The report said, Chai Zhiping sold the first 400 episodes to CCTV.

Later Xu Jiasen sold the second 400 through Liu Yunshan’s son.

Chai and Xu bought the TV series for 3,000 dollars per episode

from FTV, and then sold them for 6,000 dollars per episode.

Yet, CCTV paid 18,000 dollars per episode.

Nobody knows where the 15,000 dollar price difference went.

“Apple Daily” reports that CCTV is very strict with overseas

TV shows.

Usually, it only broadcasts TV series with less than 60 episodes.

However, “Yi Nan Wang” has 800 episodes,

and also has the Taiwan “Green Camp” background.

It’s said that, Chai and Xu sold out the TV series

with the help of Jiang Qinglin’s relatives.

Then Jia persuaded top officials in the name of “unification”.

In the end, the Central Propaganda Department,

headed by Liu Yunshan, approved it as a special case.

Hua Po, an observer of Beijing current politics,

“In this system, the power of top officials is not restrained.

Therefore, they can make profit by abusing their power.

It’s pretty common. Most exposed cases are like this in China.”

Ye Kuangzheng, culture commentator, stated that TV stations

have been managed in the same way as governmentstructures

to control ideology. However, financially, it’s market-oriented,

especially for TV series. In the past, the supervision in this area

of the market has been loose.

Ye Kangzheng: “In China, when selling or buying TV series,

it’s very common to pay commission or kickbacks.

It’s just not been investigated before. ”

If nobody ever investigates this area,

why is the case “Yi Nan Wang” exposed again?

CCTV broadcast 526 episodes of “Yi Nan Wang” in 2007 and

2009. Xu Jiasen and Chai Zhiping were both suddenly restrained

from traveling overseas this July,

when CCTV was struggling in the whirlpool of “anti-corruption”.

Quite a lot of CCTV staff were arrested or investigated.

Hua Po said that even if this case involved Jiang Qinglin,

Jia has already surrendered to Xi Jinping.

Jia is only thinking about how to enjoy his remaining years.

However, Liu Yushan doesn’t cooperate with Xi.

Therefore, all the CCTV corruption scandals and

personnel upsets are aiming at Liu Yunshan.

Hua Po: “Let’s see how it ends up at the fourth Plenary Session.

‘Yi Nan Wang’ might be the last straw that crushes the camel.

It also could be Xi’s warning to Liu.

Let him know that his butt’s not clean, so he’d better behave well. ”

It’s said that Liu Yunshan monopolized party propaganda

since Xi took office. For example, on Sep 5, Xi’s speech

at the 60th anniversary of People’s Congress,

was censored by the Central Propaganda Department.

Xi’s key words “Manage the country according to the Constitution”

and “Manage the government according to the Constitution”

were removed.

A year ago, someone from the party’s General Office

published an article entitled

“Liu Yunshan Won’t Know How He Will Die”.

The article warned Liu about his recklessly distorting

of Xi’s speeches and his family’s corruption.

“Sina.com US” also quoted articles saying that Wang Wishan’s

anti-corruption movement already aims at Liu Yunshan now.

Wang started the investigation on the official circles in Neimenggu,

where Liu initially rose up, and then moved to CCTV.

Wang aims to “peel” Liu layer by layer.

This methodology applied to Liu Yunshan is very similar to

that applied to Zhou Yongkang.
