【禁聞】陸媒曝華為上億受賄 劍指何人?

【新唐人2014年09月13日訊】最近國內媒體曝光,大陸電子巨頭「華為」的終端業務,今年發現了上億元的受賄個案,牽出116名員工涉嫌腐敗。儘管有個別媒體在事後所謂的「闢了一下謠」,但是,中共官媒這次不但轉載「華為」腐敗的報導,又發出評論文章,聲稱民營企業的反腐,需要外部來規範。「華為」據稱有著軍隊、國安背景,這次爆出上億元的受賄個案,到底只是公司例行的自查反腐?還是中共高層要打老虎呢?我們一起來看看。

據大陸《第一財經》和《財新網》9月5號報導,9月初「華為」首次召開經銷商的反腐大會,通告最近的反腐情況。截至8月16號,「華為」已查實,內部有116名員工涉嫌腐敗,涉及69家經銷商,其中4名員工已被移交司法處理。

「華為」內部人士以「歷任、多人、多家、團夥」來形容「華為」反腐面臨的嚴峻形式。而「華為」的終端業務今年發現的上億元受賄個案,則是這次反腐的導火線。

報導出來後,各大媒體和網站紛紛轉載。《中國廣播網》出來闢謠說,這些數據屬於公司機密,沒有公布出去,報導不實。

不過,官媒《新華網》不但轉載了《第一財經》的報導,在闢謠文章出來後,《新華網》還發表了評論文章,稱「華為」的反腐,再一次敲響了民營企業反腐的警鐘。文章還引述司法機關的話說,當前的反腐、反商業賄賂機制應進一步完善。現行的行賄犯罪檔案查詢制度,應該向民營企業鋪開。

「華為」是有15萬員工的信息與通信解決方案供應商。董事長孫亞芳,以前在國安部做通信工作,總裁,也是「華為」的創始人任正非,曾經是中共軍隊信息工程學院的副主任,負責電信研究。任正非在創立「華為」前,已經是中共人大代表。不過根據「華為」披露的財務報表,任正非只佔公司股權的1.4%。

網上有文章透露:「華為」的歸屬問題,長期以來是一個神秘的話題。「華為控股工會委員會」所持有的99%法人股,利益上如何分配,其真相記載在「華為控股有限公司工會委員會章程」條款中,即便是「華為」的高級副總裁們,也從沒見過這份神秘的文件。文章作者還說,「華為」沒有大人物控股罩著,不可能發展起來!而在企業遇到危機時,替「華為」充當炮灰的,很有可能就是自己的員工。

深圳當代社會觀察研究所所長劉開明:「是『華為』內部的反腐敗,在中國確實是腐敗已經深入到各個角落,『華為』目前的發展非常好的,它有關係也很正常,在中國目前,沒有關係做不了大的生意。」

不過,時政評論員李善鑒認為,華為反腐背後,還涉及更高層的問題。

時政評論員李善鑒:「企業的受賄案金額能到一億,而且還單提出來這個事情,一定涉及到比較高層的一些問題,當它說要處理它『華為』高層的時候,通常就是要挖作為他後臺的中央高層的人。」

據《真實的江澤民》一書記載,「華為」曾參與江綿恆所主持的「金盾工程」。文章稱,1999年江澤民發起對法輪功的迫害後,江綿恆用來封鎖互聯網的「金盾工程」,前期投資就達8億美元。

日前,美國電信運營商T-Mobile在美國法庭,指控「華為」員工竊取了該公司一款名為Tappy的手機測試機器人的軟體、技術參數及其他機密信息。「華為」發言人表示,已經意識到兩位公司員工的不正當行為,並給予當事人開除的處罰。

澳大利亞、印度、英國,已經禁止「華為」對某些國有合同進行競標。

從2011年開始、美國政府多次指控「華為」、藉助政府支持,國防工業,和竊取其他公司的技術,成為全球第二大電信設備製造商。而且「華為」曾向薩達姆•海珊、伊朗、塔利班提供服務的長期歷史。指控還說,「華為」在其設備或軟體中,留下可以侵入美國電信系統的「後門」,危及到美國的國防與經濟安全。美國眾議院情報委員會因此警告美國電信公司,不要採購「華為」的設備。

Huawei’s Massive Bribery Exposed, Targeting Corrupt Officials?

Mainland Chinese media recently exposed millions of bribesin the business of Huawei Technologies Co. Ltd.116 employees’ involvement in the corruption was found at the leading telecommunications equipment company. Although some media said it’s a rumor, the party mouthpiece not only reproduced the report of the corruption, but also published an opinion article saying corruptions of private enterprises need management from the outside. Huawei’s CEO has a military and state security background. Is the explosion of the bribery case just a self-examination? Or is it the Chinese Communist Party (CCP) high level that wants to crackdown on “big tigers?" Let’s take a look.

Huawei hosted its first dealer’s anti-corruption conference at the start of September. They reported the recent anti-corruption results on Sept. 9said mainland media China Business news and Caixin. In August, Huawei found that 116 employees in 69 dealers are involved in corruption cases.4 employees have been put under judicial process.

Inside sources at Huawei described the corruption situation as “many people, many dealers, and in groups. “More than 100 million Yuan of bribery in Huawei’s terminal business this year triggered the anti-corruption action.

The report was widely reproduced by mainland media. China National Radio responded that the report is not truthful, as the data is the company’s confidential information, whichhas not been released to the public.

But party mouthpiece Xinhua not only reproduced the report from Chinese Business News, it also published an opinion report saying Huawei’s anti-corruption action sends out an alarm signal to the corruptions in private enterprises. The article says the system of anti-corruption and anti-bribes in business industry should be improved. It also said the current Inquiries about the Archives on the Crime of Offering Bribes should apply to private enterprises.

Huawei is an Information and Communication company with 150,000 employees. Its chairman Xun Yafang used to have a communication job at the Ministry of State Security. Ren Zhengfei, founder of Huawei, also used to be the deputy director of the Information Engineering department. He was in the CCP military, in charge of telecommunications research. Ren was a deputy of National People’s Congress before he established Huawei. However a financial statement of Huawei shows that Ren only holds 1.4% of the company’s share.

A report on the internet reveals that it’s been a mystery about who owns Huawei. How is the 99% corporate share under Huawei’s holding trade union committee distributed? The detail is listed in its Articles of Association, but even top executives at Huawei have never seen that document. The report also says Huawei couldn’t have developed without someone powerful to control the shares. But when Huawei is in crisis, it’s the employees who become the cannon fodder.

Liu Kaiming, president, Shenzhen Institute of Contemporary Observation, “it’s Huawei’s internal anti-corruption campaign. Corruption has extended to every corner in China.

Huawei has made very good development, and it has good networks. Without a network, one can’t do big business in China nowadays."

But, political commentator, Li Shanjian, believes Huawei’s anti-corruption campaign involves high-level officials.

Li Shanjian, political commentator, “if a company’s bribes involve 100 million yuan, and was picked on individually, it must involve issues of higher levels. It normally means to dig out the central high level officials behind Huawei."

According to a book “The Real Story of China’s Jiang Zemin,"Huawei once participated in the Golden Shield project. Jiang Jinheng, son of Jiang Zemin, directed this.

The book says after Jiang Zemin started the persecution of Falun Gong in 1999, Jiang Jinheng started to use the Golden Shield project to block China’s internet, with upfront investment of $800 million.

US telecom operator T-Mobile sued Huawei for hacking cell phone software, Tappy. Its technical parameters and other confidential information were compromised. Huawei’s spokesperson indicated that they had realized the improper action of the two employees, and fired them.

Australia, India, and England have banned Huawei from bidding for some state-owned contracts.

Since 2011, the US government has several times accused Huawei of stealing technology from other companies. It also believes Huawei of being involved in the defense industry under CCP help, to become the second largest telecom equipment manufacturer in the world.

Huawei also has records of serving Saddam Hussein, Iran and the Taliban for long periods.The accusation says Huawei designed a backdoor in its equipment and software that can hack the US telecommunications system and harm America’s national defense and economic security.

The US House Intelligence Committee warned US telecom companies not to purchase equipment from Huawei.
