【禁聞】裸官摸底結束 數量保密 更引關注

【新唐人2014年08月11日訊】大陸當局正在排查所有公務員中的「裸官」,包括鄉鎮、街道和企事業單位。但是十多個已完成調查的省、市對結果卻都諱莫如深,這反倒引起了外界更大的關注。一起去看看。

據大陸媒體報導,到7月底,各省的「裸官」摸底調查基本結束,當局已掌握「裸官」數量。除了偏遠的甘肅酒泉市、貴州省貴陽市等個別幾個部門公開宣佈「零裸官」外,福建、遼寧、貴州、江西等十多個省市都回應「問題比較敏感」、「具體數據不便透露」。而在去年和前年,原監察部部長馬馼也堅持說:拿不出「裸官」的數字。

大陸媒體報導說,這是因為當局擔心公布「裸官」的數量「會成為輿論的關注焦點」,所謂「影響地方政府形象」。

南方街頭運動參與者歐彪峰:「可能是數額比較巨大,公布出來的話讓外界震驚,政權又受到震盪。這也是他們加強這個極權控制的一個手段而已,一黨專制嘛。」

「裸官」,一般是指﹕大陸官員或公務員只身留在國內,而配偶、子女移居國外,並且獲得外國國籍、或永久居留權,長期居留在外。

大陸維權律師李向陽:「因為裸官現像在當今中國大陸的官僚體系裡是非常普遍,並且佔了非常大的比例。中共一開始就抱著遮遮掩掩的態度,在遮掩不了的情況下,才出臺這個政策。假如把這個數字真正公布的話,會引起他們官僚階層的不穩定,使全國人民對官僚階層唾罵。」

中共組織部今年發出文件,規定「裸官」不能在5類崗位上任職。包括「黨委、人大、政協、紀委、法院、檢察院」、或「國有獨資和國有控股企業」的正職、以及「軍事、外交、公安、國安、國防科技」、「財政、金融監」等重要職務。

而排查「裸官」是由組織內部調查,比如江西是由省委組織部幹部監督處實施。方法是﹕公務員自己填寫表格申報。其中規定「裸官」必須在「家人自願放棄外國國籍」和「接受調崗」之間作出選擇。選擇讓家人回國的要註銷外國國籍等,而需要被調崗的普遍還未到位。

李向陽:「調查的程序上就決定了對『裸官』的統計是不準確的,是掛一漏萬的。這個數字是絕對不可信的。比如說,有的已經成為裸官了,但是他們會隱蔽老婆、孩子還在國內,並沒有在海外。還有他們會打著經商、上學的名義,在海外居留。」

唯一公布「裸官摸底排查結果」的是廣東省,全省共查出2190名「裸官」,有866人、即四成左右的「裸官」選擇調崗,而不是讓家人放棄外籍回國。

據報導,剛被中共查辦的前政法委書記周永康,他的兒子周斌因婚姻持有美國護照。中共前黨魁江澤民的兒子江綿恆、和中共前國家副主席曾慶紅的兒子曾偉,分別持有美國和澳大利亞的護照。

「北京大學廉政建設研究中心」主任李成言對外公開表示,「裸官」更容易成為貪官,而貪官往往會選擇做「裸官」,所以「裸官」可以稱為「外逃貪官的預備隊」。據報導,過去10年,從中國非法流往境外的資金高達3萬億美元。

李向陽:「中國生成『裸官』的根本原因,就是因為當今的專制、腐敗體制從內部已經知道:專制統治這種腐敗政治不會維持多久了,所以他們乾脆把資產、孩子等等快快轉移出去,以後潛逃到國外。」

大陸民間普遍相信:中共無官不貪。目前已經超過1億7千萬人退出中共組織的「退黨大潮」中,有很多老百姓是因為痛恨中共的腐敗至極,而宣佈退出,他們從中共官員的腐敗中,看清了這個政權的獨裁和貪婪,從而對它徹底失望。

China Concealing Truth About “Naked Officials"

China’s Communist regime is investigating naked officials,

officials with family living abroad, among civil servants

in local governments and enterprises.

But the results of investigations are being kept unannounced.

This fact has invoked the suspicion of many.

Let’s take a look.

Mainland Chinese media report that a nation wide survey

of naked officials finished at the end of July.

Remote areas such as Jiuquan City in Gansu Province,

or Guiyang City in Guizhou Province have publicly declared

that their region has “zero naked officials” after the survey.

But the majority of provinces have remained silent on their

survey results, claiming that it’s sensitive and inconvenient.

China’s former minister of supervision Ma Wen

had also previously insisted: No exact data on naked officials.

Mainland Chinese media say authorities are worried that

releasing the numbers on naked officials could draw

public concern and affect the image of local governments.

Ou Biaofeng, Southern Street Movement participant:

“Perhaps the number is too great and shocking to be revealed.

The one-party authoritarian regime is controlling it

to prevent the regime from being shaken."

The term “naked official” refers to mainland Chinese officials

or civil servants who work in China while their spouse

and children stay abroad as foreign citizens

or as permanent residents of a foreign country.

Li Xiangyang, human rights lawyer: “The naked official

phenomenon is widespread in the Chinese Communist regime.

The regime has been hiding it from the start.

This policy was set out because they can’t hide it any more.

But, if the data is released, it will cause instability to its

bureaucracy, which would be condemned."

The Party’s Organization Department issued a regulation

this year banning naked official from five job categories,

including the Party and state organs such as Party committees,

congress, the main political advisory body, disciplinary organs,

courts, and prosecutor; the state-owned enterprises; military,

foreign affairs, public security, national security, national

defense and technology; finance & banking supervision.

The survey of naked officials was conducted

by internal organizations.

Take Jiangxi Province as an example, the investigation was

done by the Cadre Supervision Division

of the local Party Committee’s Organization Department.

The survey was filled out by each individual employee.

The regulations say naked officials must chose to either have

overseas family members voluntarily give up their foreign

citizenship or the officials must transfer to a different post.

Those who decide to have their family return must have

them give up their foreign citizenship, while those who chose

to be transferred to a different post have yet to be relocated.

Li Xiangyang: “The procedure of the survey has determined

the inaccuracy of the number of naked officials.

The number is absolutely not credible.

For instance, those who have become the naked officials could

lie about their spouse and children’s whereabouts,

and they could continue staying overseas in the name

of business or going to school."

Guangdong Province is the only area to publish its data,

releasing that out of a total of nearly 2,200 naked officials,

nearly 870 of them, about 40 percent,

chose to be transferred to a different post.

Former security czar Zhou Yongkang’s son,

Zhou Bin, obtained a US passport due to his marriage;

former CCP leader Jiang Zemin’s son,

Jiang Mianheng, also holds an American passport;

former Vice President Zeng Qinghong’s son,

Zeng Wei, holds an Australian passport.

Li Chengyan, director of Peking University’s Research Centre

for Government Integrity Building, says that naked officials

are more likely to become corrupt officials, meanwhile,

corrupt officials will often choose to become naked officials.

Therefore, Li calls naked officials

“the corrupt official reserves.”

It has been reported that up to $3 trillion

has illegally flown out of China over the past 10 years.

Li Xiangyang: “The fundamental reason that naked officials

have come about in China is the corrupt authoritarian regime.

Everyone within it knows: This corrupt authoritarian regime

will not last long.

So first they quickly relocate assets and their children,

and then they too will flee overseas."

In China, people generally believe

that every Chinese Communist official is corrupt.

Among the 170 million Chinese who’ve renounced the CCP

and its affiliated organizations, many of them have done so

after seeing the corruption of the CCP.

The corruption has clearly shown the regime’s tyranny

and greed, leaving many completely disappointed in it.
