【禁聞】中共為何對一個溫和的民間組織大動干戈?

【新唐人2014年01月20日訊】「新公民運動」以試圖對抗社會的不公正以及官員腐敗而聞名,但其中的大約20名組織者已被拘留,發起人許志永還被控以「聚眾擾亂公共場所秩序」罪,在22號受審。中共為甚麼對一個溫和的民間組織大動干戈呢?請看報導。

2012年5月,前「公盟」創始人之一的許志永,與其他大約20名活動人士,聚集在北京郊區一家孤零零的賓館內,他們發起了一項新的活動——「新公民運動」,主張自由、民主、法治、憲政,並呼籲官員公示財產。

當年許志永寫道:「通過這場政治運動,這個古老的國度將與獨裁永別,文明的向立憲政府轉變。」

到了去年初,「新公民運動」的支持者,也在中國幾座城市的街頭,組織街頭公共活動:一些人穿著印有「新公民運動」標誌和「自由、公義、愛」的口號的T恤,佩戴著運動的徽章。他們還把集會照片傳到了網上,照片中還有要求官員公示財產,及呼籲停止歧視農村孩子的標語。

不過,去年7月16號,許志永被當局以「聚眾擾亂公共場所秩序」罪逮捕。當局在去年10月,還逮捕了支持「新公民運動」的企業家王功權。

從「新公民運動」開始之後的14個月,大約20名與組織有關的骨幹人士,被當局以不同罪名拘留。

大陸作家許暉:「新公民運動它是一種溫和的、對中共政治體制改革抱有希望的一種運動。比如,他會上街舉牌、要求官員公開財產,並不是一種很激烈的一種對抗的性質。」

大陸資深媒體人高瑜日前透露,中共己定性「新公民運動」為「反黨」集團,不但要對這個組織發起人許志永判刑處理,徹底摧毀「新公民運動」,還要嚴打支持這個組織的人士,包括從資金上支援的企業家王功權。

據了解,當局將在22號開庭審理許志永案,而「新公民運動」案中的馬新立、侯欣、袁冬和張寶成,將在23號受審,丁家喜、李蔚則是24號。

許暉:「中共對一切這種組織化、或者半組織化或類組織化的這樣一種方式,它是最恐懼的。所以說,中國(中共)的體制改革,很多人可能對他抱有幻想,我覺得到現在為止可以徹底破滅了。甚麼改良,絕對是不可能的了。」

大陸作家許暉認為,把一個類似NGO(非政府組織)的團體,定性為「反黨集團」,太可笑。

而旅美中國問題專家石實表示,即使憲法規定之內的正常活動,中共依然會把你定性為反政府或者反黨。石實指出,從中共對待像「茉莉花運動」、「新公民運動」、微博「大V」的行動中,都體現了「嚴打」組織者這一點。

旅美中國問題專家石實:「中共從建政以來到現在為止,這個政權一直是寧左勿右,一直是這樣。他那一套專政的東西,比如說它的情報系統、它的公安系統都很容易往左偏。」

許志永的代理律師張慶方目前透露,在北京市第一中級法院舉行的庭前會議上,法院拒絕了將「新公民運動」多個案件併案審理的要求。張慶方認為,從庭前會議的情況來看,案件很難公平公正審理,許志永肯定會被判有罪。

警方還一度扣留了前往法院聲援許志永的6位訪民。

石實指出,「新公民」的前景艱難,是因為它的基點還是站在維護自己的權利、希望中共有所改良上,所以受到的支持和效果還是很有限。

石實表示,海外推動的「三退大潮」讓中國民眾迅速覺醒,目前已有1億5千多萬民眾選擇了退出中共組織,跟中共決裂。如果「新公民運動」能和「三退大潮」結合起來,那才是對中共致命的、不可阻擋的力量。

Why Does Chinese Communist Party Fight New Citizens’ Movement?

The “New Citizens’ Movement" has become known

for its resistance against social injustice and corruption.

However, about 20 key organizers of the movement

have been arrested in China by the Chinese regime.

The movement founder Xu Zhiyong will also go on trial

on January 22, on charges of “disrupting public order".

Why has the Chinese Communist Party (CCP)

fought so hard against this moderate group?

Let’s look at the following report.

In May 2012, Xu Zhiyong one of the founders of

the NGO “Open Constitution Initiative" met with around 20 activists in a hotel, in the suburbs of Beijing.

There they initiated a new movement,

called the “New Citizens’ Movement."

This advocates freedom, democracy,

rule of law and constitutionalism.

It also demands declaration of

governmental officials’ assets.

Xu Zhiyong wrote the following at that time:

“Through this political movement, the ancient country

will say farewell to dictatorship forever.

It will be converted, in a peaceful

way, to constitutionalism."

In early 2013, supporters of the movement organized

public events on the streets of several Chinese cities.

Some people had worn badges and T-shirts with the

movement logo or slogans of “Freedom, Justice and Love".

Photos of this were uploaded onto the Internet.

Some of them show slogans that demand

the declaration of officials’ assets or an

end to discrimination against rural children.

However, on July 16, 2013, Xu Zhiyong

was arrested by the Chinese authorities,

on charges of “disrupting public order".

Months later in October, another entrepreneur supporter

of the movement, Wang Gongquan, was also arrested.

14 months after the movement was initiated,

about 20 key organizers have been detained

by the authorities under various apparent charges.

Xu Hui, Chinese writer: “The New Citizens’

Movement only held moderate activities that

are really hopeful of political reform for the CCP.

For example, they hold banners on the streets

calling on officials to declare their assets.

There is no strong antagonism against the government."

Senior Chinese media worker Gao Yu recently

revealed that the CCP had defined the “New

Citizens’ Movement" as an “Anti-Party Group".

They will convict the founder Xu Zhiyong,

to try to completely destroy the movement.

Furthermore, they have been

harshly suppressing its supporters.

This includes those funding the movement,

such as Chinese businessman Wang Gongquan.

It was reported that Xu Zhiyong

will go on trial on January 22.

Several others, including Ma Xinli, Hou Xin, Yuan Dong

and Zhang Baocheng, will be tried on January 23.

Ding Jiaxi and Li Wei will go to court for trial on January 24.

Xu Hui: “The CCP is afraid of all movements

that are organized or semi organized.

Therefore, although many people may still

have illusory hope for political reform of

the party, I would say now any hope end.

Any real reform will never come to fruition."

Xu Hui commented that, it was ridiculous to define

an NGO-like movement as an “Anti-Party Group".

China affairs expert Shi Shi commented that, even legal

activities abiding by the CCP constitution could still

be defined as “Anti-Government" or “Anti-Party".

Shi Shi said that it can be clearly seen that

the party focuses on “punishing organizers".

This was seen in the suppression of the “Jasmine

Revolution", the “New Citizens’ Movement,"

and also online opinion leaders on Weibo.

Shi Shi, China affairs expert: “Since the very

beginning of it’s rule, the CCP has preferred

left-wing politics, as oppose to of right-wing.

Its dictatorship organs, such as the intelligence system

and public security system, also tend to stay left.

Zhang Qingfang, Xu Zhiyong’s defense

attorney, spoke about the upcoming trial.

In it’s pre-trial conference, the Beijing No.1

Intermediate People’s Court refused to combine

cases involving the “New Citizens Movement".

Zhang said that the conference indicated

that the trial of Xu could hardly be fair,

and he would probably be convicted.

Six petitioners who visited the court to

support Xu were also detained by police.

Shi Shi commented that, the “New

Citizens’ Movement" had a tough outlook.

Its standpoint was still to protect their own

rights, and ask for political reform by the party.

This resulted in it only obtaining limited

support and feedback from Chinese society.

Shi Shi said that the campaign to renounce

the CCP is quickly awakening Chinese people.

Over 150 million have broken with the party completely,

by quitting the CCP or its affiliated organizations.

If the “New Citizens’ Movement" can join

this renouncement campaign, then it

will become a critical and unstoppable

power against the Communist regime.
