【禁聞】中共「廢止」勞教 民眾依然難高興

【新唐人2013年11月18日訊】今年以來,大陸各地勞教所陸續解體,紛紛釋放被非法關押的勞教人員。飽受國內外輿論鞭撻、長達半個多世紀的中共勞教制度,也正式在十八屆三中全會上被「廢止」。那麼,中國人隨意被迫害的現象是否真正能得到改善呢?請看報導。

11月15號公布的中共十八屆三中全會《關於全面深化改革若干重大問題的決定》中提到:廢止勞動教養制度。

早在今年年初,中國大陸的一些勞教所,如北京新安勞教所、北京市女子勞教所等都在釋放被關押的人。北京市最著名的「團河勞教所」,於今年7月已改換名牌為「北京市監獄團河二監區」。日前,北京市勞教局也表示,不再接受並轉送勞教人員。

大陸維權人士胡佳對《新唐人》表示,中共的用詞是「廢止」,而不是「廢除」,是想表明他們在積極改革,這一行動是對人民的恩惠,以前的做法並沒有錯,從而防止人們對這個血債纍纍的罪惡進行譴責。

據公開資料顯示,北京市勞教局成立於2000年2月,下轄一個調遣處和7個勞教所,其中,天堂河勞教所成立於2000年,女子勞動教養所成立於2002年,未成年勞教所是在2004年6月成立。

胡佳:「勞動教養制度自從1999年之後,它的一個重要的職能就是鎮壓法輪功,還有上訪維權群體。在馬三家那樣的地方,差不多70%的人都是法輪功或者是上訪維權者。」

胡佳指出,由於勞教不走法律程序,也沒有律師的介入和監督,中共對勞教人員的迫害比判刑者還殘酷。

東南大學法學院教授張讚甯:「作為一個負責任的政府,那是應該給予補償的,應當給予平反的。但是,現在沒有看到這種跡象。」

2000年的聯合國人權監查委員會決議案(Commission on Human Rights resolution)發佈的「全球婦女人權報告」中曾經指出,遼寧省瀋陽市的「馬三家勞教所」,在2000年10月,將18名女法輪功學員衣服剝光後投入男犯牢房。日前,其中的受害者尹麗萍已經站出來揭露了這個事實。

去年,美國俄勒岡州居民茱麗葉•凱斯(Julie Keith)在購買的萬聖節用品當中,發現一封來自中國「馬三家勞教所」的求救信。信中墾求「先生:如果您偶然買到這件產品,請把此信轉交給世界人權組織。我們這裡遭受中共政府迫害的數千人,將感激和銘記您的恩情。」

求救信還道出:「被勞教者一天工作超過15小時,全年無休,也幾乎無薪無酬(一個月10元人民幣),還要承受酷刑折磨,暴力虐待。」而且,「這裡的人都是未經正常司法審判的非法勞教。」尤其「他們許多人是法輪功學員。」

大陸《財訊傳媒》旗下的《LENS》雜誌,今年4月刊登了2萬字的《走出「馬三家」》,其中親身經歷者—-62歲的王桂蘭夾在陰道內帶出勞教所出的《勞教日記》,記錄了勞教人員在勞教所裡受到的各種酷刑與非人對待,包括老虎凳、蹲小號、包夾、大掛、電棍、綁死人床等。

胡佳指出,中國有超過百萬人受到了勞教的迫害。

胡佳認為,雖然中共說現在不再實施勞教制度了,但遍佈全國的黑監獄、黑保安,再加上隨時可以刑拘任何人,迫害只不過換了馬甲。

胡佳:「我給你拋進『口袋罪』裡面去,比如說尋釁滋事罪、擾亂公共場所秩序罪、非法集會罪、甚麼敲詐勒索罪。總之,照樣判你兩、三年的刑期,而且是經過正規法律評審程序的。」

《明慧網》也揭示,今年上半年全中國被判、或送洗腦班的人數,是勞教的45倍。也有媒體人士通過整理資料後發現,僅七、八月份,就有數百人因言獲罪,僅河南省就批捕了131人。

美國的人權組織「人權觀察」指出,只有中共當局不再以其他非法拘押的措施來代替勞教規定,廢止勞教的決定才真正有意義。

People Are Not Excited about the CCP Discontinuing Its Labor Camp Policy

Since this year, labor camps in various parts of China

have been disintegrated one after another.

People jailed have been gradually released.

The Chinese Communist Party’s (CCP) labor camp policy

has lasted more than a half century and has been

severely criticized domestically and internationally.

It was officially “discontinued” during the Third Plenary

Session of the 18th CCP Committee.

Will this change the casual persecution of Chinese people?

On November 15, the Third Plenary Session of the 18th CCP

Committee ‘discontinued’ its labor camp policy

as documented in the draft of “Decisions on Critical Issues

of a Complete and Deepening Reform".

Early this year, some labor camps in China

released some prisoners.

Among them were Beijing Xinan Labor Camp

and Beijing Female Labor Camp.

The well-known Tuanhe Labor Camp in Beijing was

renamed Tuanhe No.2 Prison District of Beijing in July.

Recently, the Beijing Labor Camp Station also stated that

they stopped accepting and transferring prisoners.

Hu Jia, Human Rights Activist in China, told New Tang

Dynasty TV Station (NTD TV) that the Chinese Communist

Party (CCP) used the word’discontinue’but not ‘abolish’

in the labor camp policy.

The party meant to show that they are actively working

on reform and it’s doing a favor to Chinese people.

It meant to defend itself and escape from punishment

for the notorious sins they’ve committed.

Based on public information, Beijing Labor Camp Station

was founded in February 2000, and was in charge of seven labor camps.

Among them were Tiantanghe Labor Camp

(founded in 2000), Female Labor Camp (founded in 2002) and

Juvenile Labor Camp (founded in June 2004).

Hu Jia:"The function of labor camps has been focusing

on the persecution of Falun Gong practitioners since 1999.

In the labor camps like Masanjia, 70% of people jailed

are Falun Gong practitioners or petitioners."

Hu Jia pointed out that the persecution in labor camps

is a lot more brutal since there are no legal processes or

lawyers’ involvement and supervision involved.

Zhang Zanning, law school professor from Southeastern

University,"As a responsible government,

unjust cases should be redressed.

But, until now, nothing has happened."

In 2000, the United Nations (UN) Commission

on Human Rights Resolution published the

““Global Women’s Human Rights Report".

In the report, it says that in October 2000, 18 female

Falun Gong practitioners were stripped of their clothes

and thrown into rooms of male prisoners in"Masanjia Labor

Camp", Panyan city, Liaoning province.

Recently, Yin Zhiping, one of the victims, stood up

and proved the facts described in the report.

Last year, Julie Keith, resident of Oregon, United States,

found an SOS letter in her Halloween shopping goods.

The letter was from Masanjia Labor Camp in China.

The letter says,"Dear Sir, if you happen to buy this piece

and find my letter, please turn it in to the World Human

Rights Organization.

We, as thousands of people jailed in Masanjia

and persecuted by the Chinese Communist Party,

will appreciate and remember the favor you’ve done

for us forever."

The letter also says that"people jailed in the labor camp

have been forced to work more than 15 hours a day without

even a day off during the year.

We are barely paid.

Meanwhile, we suffer from torture and violence."

In addition,"People are illegally jailed here without following

any normal legal procedure."

Additionally,"A lot of them are Falun Gong practitioners."

LENS magazine of SEEC Media Group Limited published

a 20,000-words article entitled,"Walk out of’Masanjia".

In the article, it tells the story of a 62-year old

woman, Wang Guilan.

Wang recorded her “labor camp days"in her diaries,

which she successfully brought out of the labor camp

by hiding them in her vagina.

The diaries describe all kinds of the tortures and inhuman

treatments committed by the labor camp staff, including

“torture-rack","being jailed in a tiny dirty room",

“being followed closely and attacked by a few people",

“being hung up", “electronic shock", and “being firmly tied to a bed", among others.

Hu Jia pointed out that millions of people in China

are victims of the labor camp policy.

Hu Jia also stated that even if the party discontinued

labor camps there are all kinds of black prisons

and “black security police” all over the country

who can arrest any people any time.

Therefore, what the party did is nothing

but a superficial change.

Hu Jia: “One can be easily jailed in the name

of ‘provoking troubles’, ‘crime of disturbing the public order’,

‘crime of unlawful assembly’or’crime of extortion’.

Any crimes above can cause you to be sentenced

for two or three years, even with normal legal procedure."

The minghui.org website disclosed that the number

of Falun Gong practitioners who are sentenced or sent

to’brainwashing class’has grown to as many as 45 times

of those being jailed in labor camps.

Some media personnel found that hundreds of people

had been convicted of crimes because of their speech

only in July and August.

There were 131 people arrested in Henan province alone.

The U.S. human rights organization Human Rights Watch

stated that only if the CCP stops replacing the labor camp

policy with other illegal detention policies is the abolishment

of labor camps in China meaningful enough.
