【禁聞】陞官之道 貧縣豪奢款待「省欽差」

【新唐人2011年9月15日訊】最近,湖北省國家級貧困縣秭歸縣被爆花費80萬公帑招待省委巡視組,80萬相當於200多名秭歸農民全年收入的總和。而被稱為「欽差大臣」的巡視員,擁有左右官員任免的大權,因此各地官員無不小心的接待。

秭歸縣《第六巡視組進駐秭歸工作經費明細表》在媒體曝光後,地方官員與巡視組之間的微妙關係被攤在陽光下檢視。省委第六巡視組一行9人,巡視秭歸縣20多天,光是餐飲支出就超過九萬元,離開時當地政府還送上10部平板電腦以及煙、酒、服裝等禮品。

《鄭州晚報》報導,從第六巡視組在秭歸巡視期間所產生的費用明細表顯示,接待費370193元,禮品113477元,外出考察費139921元,購置設備109888元,其他費用68491元,共計80.19萬元。

在37萬多的接待費中,餐飲費為90672元。此外,巡視組花銷各類酒30件112056元,香煙55條35550元。

據了解,秭歸縣原來是撥款二十萬元接待巡視組,現在出現了60多萬元缺口。不過地方官員被問及此事時,不是說「不清楚」,就是「沒這回事」。

常務副縣長熊相軍:「這件事我晚點再說,我也不是很清楚。」

縣人大領導梅長青:「誰說的啊?哪有這消息。」

秭歸縣政協主席周功彪表示,接待的花費沒公開,誰也不清楚到底花了多少錢。

周功彪:「他們接待到底花了多少錢我不知道,網上報的是不是真的我也不知道。」

而常委孫曉蓉則表示,事件正在調查中。

孫曉蓉:「省委調查組正在秭歸縣工作,一切以調查組最後的結果為準好吧。」

8月29號,秭歸縣委書記羅平烺獲宜昌市提名為「擬提拔重用人選」,負責接待巡視組的縣委辦主任鄭之彪則被提名為縣人大主任候選人。有民眾認為這是巴結行賄所得來的官位。

自由撰稿人荊楚表示,這件事不足為奇,已經司空見慣了,為了陞官只要討好上級就好,根本不會去管民怨的,在社會也形成了一股拉關係走後門的歪風。

荊楚:「越是貧窮的地方,他是官本位越濃鬱,越是官本思想濃鬱,特權思想濃鬱,越使那個地方貧窮落後,這是官場潛規則。」

秭歸縣位於湖北省西部,農民靠種臍橙、茶葉為生,2010年農民人均年純收入為3497元,長期以來,這裏經濟發展落後,加上受三峽工程移民影響,至今仍屬國家級貧困縣。

“A Hidden Rule Of Officialdom”

Recently, a national-level poverty county Zigui,

Hubei province, was exposed of spending RMB800,000

to entertain a provincial inspection team of 9, for 20 days.

The RMB800,000 is equivalent to the total annual incomes

of 200 farmers in Zigui. So-called “imperial envoy,” the

inspectors possess the power to promote or demote officials,

so the officials at different levels

take seriously the entertainment of the inspectors.

After a detailed list of the expenses for the provincial

inspection team was exposed by media,

the subtle relationship between the local officials

and the inspectors was under public scrutiny.

The inspection team of 9 stayed in Zigui for 20 days,

and spent over RMB90,000 on food.

The local government gave them 10 laptop computers,

cigarettes, wines and clothes, as gifts.

Zhengzhou Evening News reported that the detailed expense

list showed RMB370,193 for hospitality services,

RMB113,477 for gifts, RMB139,921 for inspection costs,

RMB109,888 for purchasing equipment,

and RMB68,491 miscellaneous charges,

totaling RMB801,970.

Of the RMB370,193 hospitality expenses,

food and beverage costs were RMB90,672.

The inspectors also consumed 30 different kinds of wine

(RMB112,056) and 55 cartons of cigarettes (RMB35,550).

It is said that the budget for the inspectors was set as

RMB200,000, but later swelled to over RMB800,000.

When local officials were asked about this incident,

they either said they were unsure about it, or denied it.

Xiong Xiangjun (Standing Vice Mayor): “I have to answer

your question a bit later, since I am unsure about it.”

Mei Changqing (County People』s Congress Leader):

“Who says that? There is nothing like this.”

County Political Consultation Chairman Zhou Gongbiao,

said that since the expenses had not been public,

nobody knew how much money was exactly spent.

Zhou Gongbiao: “I do not know how much money

has been spent on the inspectors.

I do not know whether

the numbers online are true either.”

County Standing Committee Member Sun Xiaorong

says that this incident is being investigated.

Sun Xiaorong: “An investigation is underway by a task force

of the provincial CCP (Chinese Communist Party) committee.

We will go along with the conclusions

reached by the task force.”

On August 29, the CCP Secretary of Zigui county,

Luo Pinglang, was set up by Yichang city

as a candidate for promotion, while County Office Manager

Zheng Zhibiao, responsible for entertaining the inspectors,

was nominated for County People』s Congress Chairman.

It is believed their nominations result from bribery or fawning.

Freelance writer Jing Chu thinks this incident is not

surprising. Instead, he says it is commonly seen in China.

To get promoted, Chinese officials would only fawn

their superiors, not caring for “the ordinary folks.”

The unhealthy trend of doing favors and going through

the back doors has been growing rampant in China.

Jing Chu: “The poorer a place is, the more conscious

its officials are for their ranks.

The higher the rank of the officials,

the more privileges they will have,

which will render that place even poorer.

This is a hidden rule of officialdom.”

Zigui county is situated in Western Hubei province.

Farmers there live on growing oranges and teas.

In 2010, the farmers』 annual income per capita was RMB3497.

For a long time, economic development has been stagnant.

It was also negatively impacted by the relocation of people

due to the Three Gorges Project.

Up to date,

Zigui still remains a nation-level poverty county.
