【禁聞】三天兩故障 民眾質疑高鐵安全問題

【新唐人2011年7月15日訊】「京滬高鐵」於6月30號全線開通,但剛運行兩週,就發生兩次斷電,導致高鐵停運。週二的斷電事故導致30輛列車停運。此外,高鐵南京南站大廳出現漏水和地基下沉現象。民眾質疑高鐵的品質和安全問題。專家表示,高鐵的工程建築和品質管控環節都有漏洞,有可能存在安全隱患。

據大陸媒體報導,7月12號,「京滬高鐵」安徽宿州附近供電設備故障。故障導致至少11趟抵達北京南站的列車晚點,同時3趟列車從北京南站推遲發車。7月10號,因山東省境內雷雨大風,造成「京滬高鐵」曲阜線19趟下行列車晚點。

媒體引述一位曾經參與「京滬高鐵」電網建設的專家分析說,12號的故障應該是牽引系統的電力出了問題。如果一個牽引站壞了,只需要幾秒鐘至幾分鐘,就可以實現電源切換。而這次供電設備故障卻用了2個小時搶修。最可能的三大原因是:設備本身品質問題;設備安裝施工工藝有問題;或者人為操作出現問題。受天氣影響的幾率特別小。

而對於10號雷雨造成的接觸網故障,這名專家表示,一般的雷擊會造成暫態短路,過幾秒鐘就能恢復,而這次導致接觸網長時間斷電,很可能是雷擊直接導致接觸網斷線,造成永久故障;或者是大風將樹枝、風箏線等異物搭到接觸網上,造成永久接地。

另外,中國《江蘇網》12號報導,由於受到暴雨的影響,高鐵南京南站換乘大廳出現漏水和地基下沉的現象。南站的換乘大廳出現很多的積水,有部分下沉的區域,積水超過了人的腳踝處。

北京交通大學經濟管理學院副教授李紅昌表示,中國工程在建設管理體制,品質監管以及施工隊伍,選材品質,施工工藝等各個環節,都存在諸多問題。今後高鐵可能還會暴露出更多問題。

李紅昌(北京交通大學副教授):「因為我們很多的專案,是『三邊工程』,所謂的邊設計,邊建設,邊規劃,三邊工程比較多,這樣的情況下有沒有嚴格的科學的施工和管理的程序,再加上施工隊伍良莠不齊,又有很多管理不規範的問題。我相信這個現象應該存在在很多方面。以後隨著運營時間的延長,應該有很多問題會暴露出來。」

李紅昌也認為,工程品質問題會對高鐵的安全造成隱患,鐵道部出於安全考慮,已經把最初的速度每小時380公里降到每小時300和250公里。

著名專欄作家楊恆均在7月5號為嚐個新鮮,去坐了一次「京滬高鐵」。事後他朋友開他玩笑說,你怎麼連高鐵都敢坐?自從鐵道部長劉志軍貪污案被揭發出來之後,民眾都懷疑高鐵是不是豆腐渣工程?

楊恆均(專欄作家):「現在還真不敢挖。你這個貪污到底貪污在哪?這個承包的人是不是你的親戚朋友?他們為甚麼要給你賄賂來承包高鐵? 我如果沒有偷工減料,沒有豆腐渣工程,我為甚麼要行賄你?我要來做這個工程啊?我賺甚麼錢啊?這都是可以想像的。」

《新京報》引述中國中鐵的文件說,「京滬高鐵」接觸網採用雷電防護技術,電氣冰融技術,提高了綜合防災性能。既然如此,為何仍然被雷擊?對於媒體的質詢,中鐵電氣化局官員王志堅表示,電話裡一兩句話解釋不清楚,但又表示,事故的原因正在調查中。

High-Speed Rail Safety Failure

Beijing-Shanghai high-speed railway has ceased operation

due to two power outages, after running for just two weeks.

On July 12, 30 trains were halted. At South Nanjing Station,

water leaks were found in the lobby, and its base is sinking.

This caused the public to question the quality and safety

of the high-speed rail. Experts believe there are major flaws

in the construction and quality control, posing security threats.

Chinese media reported on July 12, that the high-speed rail

Beijing-Shanghai suffered power outage near Suzhou, Anhui

due to power supply equipment failure.

The failure caused at least 11 trains to be delayed.

On July 10, due to a heavy storm, 19 trains were delayed.

A power system expert who worked on the railway project

was cited by the media that the failure on July 12 should be

due to traction system electricity issue.

If a traction power station fails, it takes a few minutes to repair.

However, it took 2 hours to fix the recent equipment failure.

The three most likely causes are:

component quality issue, component installation flaws,

and incorrect operation. A weather-related failure is unlikely.

Regarding the failure caused by a storm on July 10,

experts think that temporary short circuit should be cleared

in seconds, but it lasted long enough to cause a power outage.

So, it』s unlikely to be due to lighting strike of the power line,

causing permanent damage, or due to a tree branch, kites or

other objects caught in the line.

In addition, Chinese media Jiangsuwang reported on July 12,

that due to a heavy storm, leaks were found in the lobby of

South Nanjing Station and that its foundation started sinking.

A large amount of water accumulated in the station lobby

submerged people』s feet in some areas.

Beijing Jiaotong University Business Administration

Assistant Professor Li Hongchang said that in China』s

construction projects, there are many flaws in project admin,

quality control, construction crew, and material selection.

In the future, many other problems

may be exposed in the high-speed rail projects.

Li Hongchang: “Many are ‘three parallel projects’,

which means the project design, construction, and planning

are taking place at the same time.

Strict, scientific construction and management procedures

do not exist for these projects, in addition to inexperienced

construction crews and many other procedural issues.

I believe such phenomenon exists in many areas.

As (the high-speed rail) continues to operate,

many such issues will be exposed."

Li also believes that quality issue will cause safety risks

for the high-speed rail, that』s why the Ministry of Railways

has reduced the speed from 380 km/h to 300km/h and 250 km/h.

Renowned columnist Yang Yunjun took the high-speed rail.

Later his friends jokingly asked him, how did you dare do this?

After ex-Rail Minister Liu Zhijun was charged with corruption,

many people wonder whether or not

the high-speed rail is just another jelly-built project?

Yang Yunjun: “They don』t dare to dig deeper right now.

In which areas did the corruption occur?

Is the project contractor a relative or a friend?

Why did they have to bribe to get the contract?

Did they compromise the construction quality?

Is this another jelly-built project?

How much money did they make out of the project?

Beijing Times cited documents from the Ministry of Railways

saying that the Beijing-Shanghai high-speed rail uses

lightening protection and disaster prevention technologies.

So why was it still stricken by lightening then?

said the cause of the accident is under investigation.
