【禁闻】中纪委新动作 刑将上现任常委?

【新唐人2014年12月15日讯】中共中纪委将首次在人大及宣传部等7个中央党政部门机关,设立纪检小组,引发媒体广泛关注。外界认为,中共这一举动,表明中共现任党魁习近平和前任党魁江泽民的恶斗达到了新的高度,习近平的个人权威也上升到了一个新的高度,下一步可能开始清理江派的现任常委。

日前,中共发布《关于加强中央纪委派驻机构建设的意见》,决定让中纪委在中央办公厅、组织部、宣传部、统战部、人大机关、国务院办公厅、政协机关7个中央和国家机构新设派驻机构。官方报导称,中纪委的纪检组将全面进驻中央一级机构,并且强调这是中共历史上的首次举动。据了解,这一做法早在去年十八届三中全会时已经提出。

这份着力为派驻机构树立权威的《意见》,规定派驻的纪检组与所驻部门是监督与被监督的关系,还强调派驻机构负责人可以参加所驻部门领导会议,查阅或复制所驻部门的有关文件、资料、财务账目等材料;而派驻机构提出的意见和建议,所驻部门无正当理由应当采纳。另外,派驻机构负责人还可约谈所驻部门管理的干部。

大陆时政评论员陈明慧:“目前来看也是他(习近平)跟江斗达到了一个新的高度,个人权威的一个新的树立吧,总而言之也是他们权斗的一个部分,江习斗,习最大的能够公开的也就是腐败了,像迫害人权那个他还不好说,因为他自己本身也是这个体制内党政军的一把手。”

经过激烈厮杀,外界认为,目前江泽民集团遭受了严重打击,其核心人物周永康、徐才厚、薄熙来或被抓捕或被判刑;而江系第二号人物、前中共国家副主席曾庆红据称也被部分限制自由。

另外,中共十八大后,不断传出有关中共中央政治局常委刘云山,操纵掌管的中共宣传系统,暗中对抗新掌权的北京当局的消息。

据香港《争鸣》杂志报导,早在去年三中全会前,中央政治局常委会已经提出,对中共央视、新华社及人民日报社,展开专项调查的动议。但主管宣传、新闻、理论的中共常委刘云山,一直竭力反对调查三大喉舌。不过,今年十月中旬,中共正式通过了这一决议。

《争鸣》报导说,当时,中纪委书记王岐山在会上罗列了这三大喉舌媒体,长期积压和存在的十大问题,王岐山指称:中央是有责任的,分工负责宣传、新闻的要负政治责任

该杂志还评论,这次调查,如果真刀真枪触及到刘云山掌控下的文宣系统的诸多问题,刘云山势必无法脱身。周永康被查已经开了“刑上过期常委”的先例,刘云山或许将开创“刑上现任常委”的先例。

北京时政观察人士华颇:“刘云山在四中全会上是饱受打压,你看他的神情,而且人都变瘦了,而且以前他是非常嚣张的,四中全会以来这个人已经是老实了很多。关键就是刘云山是接不接受以前的教训,老是在那里公然地跟习近平唱反调。”

今年八月底,大陆81岁高龄的作家,原战地老记者铁流,在网上发表文章,斥责刘云山是中国新闻出版贪腐集团总后台,而且贪污腐化,涉及权色交易等。铁流还说,刘云山在江泽民死保之下当上常委后,经常听命于江泽民,做出对国家民族不利的事。

铁流的文章还披露,刘云山升任常委之后,刘云山的长子刘乐飞便出任中信证券副董事长。次子刘乐亭则从事药品、保健品、地产生意,是内蒙多家制药企业幕后老板。兄弟俩操控内蒙古著名地产商——雅世春华置业公司,旗下地产项目遍及内蒙多地,包括呼和浩特最大地产项目东岸国际,包头东河区旧城改造工程。

Will The Central Commission For Discipline Inspection
New Action Punish The Current Standing Committee?

The Central Commission for Discipline Inspection (CCDI)
will establish Discipline Inspection groups at 7 departments
including the National People’s Congress (NPC) and the
Propaganda Department for the first time.
It’s believed the Chinese Communist Party (CCP) new action
shows the struggle between current CCP leader Xi Jinping and
the previous leader Jiang Zemin has reached a new level. It
shows Xi Jinping’s personal authority has reached a new level.
He might start to clean the current Standing Committee
belonging to Jiang’s faction as his next action.

Recently, the CCP issued Opinions on the Strengthening
Accredited Agencies From CCDI.
It decided to establish accredited agencies at 7 Central and
State departments, including:
The Central Office, Organization Department, Propaganda
Department, the United Front Work Department, the NPC
agencies, the State Council General Office, the Chinese
People’s Political Consultative Conference (CPPCC).
The official report said the CCDI would sit at the central
level agencies for the first time in CCP history.
It’s said the plan was proposed as early as the Third
Plenary Session of the Twelfth Central Committee.

The Opinions, which was to establish the authority for the
stationed agencies, said the relationship between the stationed
agencies and the departments to be stationed is one of
supervising and being supervised.
It also stressed accredited agency supervisors can participate
in the leadership meetings of the stationed department;
they can also look up or copy department’s related documents,
files, financial accounts and other materials.
Any suggestion made from the accredited agency should be
adopted by the department without question.
In addition, the accredited agency supervisor can interview the
cadres from the stationed department.

Chen Minghui, political commentator, China affairs, “It seems
the struggle between Xi and Jiang has reached a new level.

After fierce battles, now it is widely believed that Jiang’s
group has been hit hard.
The core members Zhou Yongkang, Xu Caihou and Bo Xilai

Liu Yunshan resisted Xi Jinping’s new leader group by

Hong Kong’s Chengming magazine said, back before the
Third Plenary Session in 2013, the Politburo Standing
Committee had planned to make special investigation into
the propaganda media mouthpieces.

However, Liu Yunshan, the committee member in charge of
propaganda, strongly resisted the plan.

Discipline Inspection Wang Qishan listed the 10 long-lasting
problems in the Big Three mouthpieces back in 2013.

Wang said, the CCP Central Committee is responsible
for those problems.
The news and propaganda director is
also responsible in politics.

The report said, Liu Yunshan might not be able to free himself
if the upcoming investigation really touched serious problems
in Liu’s propaganda system.

Zhou Yongkang has broken the rule that former Politburo
Standing Committee members would never be punished in law.
Liu may possibly become the first incumbent Politburo
Standing Committee member that is put on trial.

Hua Po, Beijing political observer, “Liu Yunshan was struck
hard in the Fourth Plenary Session.
You can tell from his looks and he had become thin.
In the past he was a very aggressive person.
Since that meeting he has restrained himself a lot.

The key is whether Liu will learn lessons from this or
continue to publicly speak against Xi Jinping."

In late August, the 81-year-old writer and former war
reporter Tie Liu released an article online.
He criticized that Liu Yunshan was the back-stage boss
of all corruption in China’s press and publication industry.
Liu had been involved in deals between power and sex.

Tie Liu said, Liu became Politburo Standing Committee
member upon Jiang’s desperate recommendation.
He followed Jiang’s commands and did bad things
to the state.

Tie Liu’s article said after Liu was a CCP top leader, his eldest
son Liu Lefei became vice chairman of CITIC Securities Co .
The second son Liu Leting runs businesses in medicine,
health product and real estates.
He is the real boss of many medicine companies
in Inner Mongolia.
Both brothers control Inner Mongolia’s famous developer
named Yashi Chunhua.
The company has projects throughout the prefecture.

These include Hohhot’s biggest real estate project Harbour
East International, and;
The old city reconstruction of Donghe District.
