【禁闻】“不存在碰不得的人” 军中反腐探秘

【新唐人2014年05月15日讯】大陆媒体最近广泛转载军方少将昆仑岩的一篇文章,题目是《军队反腐必须走在前面 不应存在“碰不得”的人》。海外舆论也高度关注这一动向。在前总后勤部副部长谷俊山3月底被提起诉讼后,下面请看报导。

大陆军方少将昆仑岩日前发表文章说,中共军队中虽然也年年喊反腐,但权钱交易、行贿受赂、拉帮结派、蝇营狗苟等现象,已非常严重。他明确提出军中反腐“不存在碰不得的人”。大陆媒体的大量转载此文,海外舆论也普遍关注这一提法。

舆论评价中共现在高调提出军中反腐,既有对军队腐败不能保党的担心,又藉反腐在进行党内斗争。

大陆时政观察人士华颇:“肯定是剑指江派退下来的军头。军队‘大老虎’绝对不能局限于谷俊山这一级,肯定还有往高级别走。这高级别是谁呢?以前的中央军委里边肯定要有人出来买单了。”

昆仑岩在文章中也强调:军中反腐首先要抓“领头”,先治官,威信是在打“虎”中树立起来的﹔二要抓“重头”,从最大腐败的吏治腐败与军产营运抓起﹔第三要抓“源头”,要解决那些说一套做一套、阳奉阴违的两面派。

华颇:“中共军队的腐败甚于地方上的腐败,只不过中共军队历来是封闭的,所以外界知道甚少。而且军队的腐败是从上到下的,最主要的买卖土地,对外武器采购,而且卖官鬻爵。”

前总后勤部副部长谷俊山3月31号正式被提起诉讼。大陆《财新网》引述中共军科院大校公方彬透露的消息,报导说﹕身为江派军中将领的谷俊山,被查出的贪腐案是中共建政以来,军队中问题最大、性质最恶劣的案件,是当时中共国家主席胡锦涛下决定拿下谷俊山的。

另据美国《纽约时报》报导,谷俊山在调查期间“供出了几乎所有人”,特别是他的后台——江泽民,在军中的“最爱”,也就是﹕前中共军委副主席徐才厚。

香港《南华早报》在相关报导中分析说,徐才厚是由中共前主席江泽民一手提拔起来的,一直被视为是昔日中国政治明星薄熙来的支持者,也是前政法委书记周永康的重要政治盟友。而目前周永康和儿子周斌正因为贪腐问题被调查。徐才厚则一直在解放军301医院治疗膀胱癌。

昆仑岩在文中也提到谷俊山案,他承认“军队腐败现象已达前所未有的危重程度”。

北京“中国民主党”成员查建国认为:这个信号说明北京很可能会有比较大的行动,但是这都不可能是普世意义上的“反腐”。

北京“中国民主党”成员查建国:“真正是无底线的、反贪到底,这是根本不可能的。因为反贪有人治反贪和法治反贪两种。法治反贪它是以法律为标准的,它没有底限。人治反贪是以反贪的这个人的利益为标准的,主持反贪的这个人有个人利益或者集团利益。”

海外媒体日前曝光:中共上将郭伯雄的儿子郭振刚,在一次酒醉后,口无遮拦的漫骂当前当局“反腐”抓贪官的行动。他还得意的说,“有人想鼓捣我们家,白日做梦,全军干部一半以上是我家提拔的”。文中还透露,中共上将徐才厚的巨款,主要是买官卖官,和其他军中高官们的“孝敬钱”,而郭伯雄的巨款,是除此之外,再加上全军采购武器装备弹药中的回扣,他们贪腐的身价都多达上百亿。

“清华大学”教授孙立平曾经指出,中共前党魁江泽民依靠纵容官员贪腐,用金钱、利益收买官员人心。老百姓普遍相信军中贪腐远超过民间。

华颇:“中国这个法律只能对于臣下管用,是制约这些人的。但是对于最高统治者,可以任意的践踏,党永远就是掌握法律,而不会受控于法律。”

中国老百姓对中共“反腐”的动机和意义心知肚明,大陆民众在网路社交平台“推特”上,引用中共前大佬的话写道:中共“反腐不力会损害国家,反腐太过会损害党”。

Military Anti-corruption Exploration: No One is Untouchable

Continental Media recently widely reproduced Major general
Kun Lunyan’s article “The military anti-corruption must lead
the way without any untouchables".
It attracted oversea media attention.

What is the meaning of “no untouchables" in military anti-
corruption.
It comes right after the lawsuit of Gu Junshan, vice minister
of the People’s Liberation Army General Logistics Department
at the end of March.
Let’s see the reports.

Mainland Major General Kun Lunyan recently said there has
been very serious money promotion, bribery, cliques and
sycophants, etc recently although the Chinese military are
against corruption every year.
He clearly said there is no untouchable in military anti-
Corruption, which was reproduced by many mainland Media.
The overseas media are also concerned about it.

It is said the Chinese Communist Party (CCP) high-profile
action on military anti-corruption is because of the insecurity
of protecting the party and the inner-party struggle.

Beijing Politics watcher Hua Po: “It certainly pointed to the
retired military leader from the Jiang faction.
The military tiger must not be limited to the level of
Gu Junshan and is certainly higher up.
Who is the higher-level person? The former Central
Military Commission members need to pay for it."

Kun Lunyan also stressed the military anti-corruption should
focus on the heads first to establish status by beating the tiger.
Then comes the central part, which is from
the biggest military corruption;
Third is to find the source to resolve those who
have double faces from duplicity.

Hua Po: “The Chinese military has always been closed,
making its corruption almost unknown to the outside.
The military corruption is from top to bottom including land
trading, arms procurement, ranks and titles sales."

Former deputy head of the general logistics department, Gu
Junshan was officially sued on March 31.
Mainland Caixin news quoted details from Gong Fangbin,
senior colonel of Academy of Military Sciences that Jiang
faction army general Gu Junshan’s case was the biggest and
worst case since the CCP’s foundation.
The former CCP president Hu Jintao decided
to remove Gu Junshan.

According to the New York Times, Gu Junshan almost
confessed to everything including his background, that
of Jiang Zemin’s henchman in the military.former Central
Military Commission Vice Chairman Xu Caihou.

Hong Kong South China Morning Post analyzed that Xu
Caihou was promoted by former President Jiang Zemin
and regarded as a supporter for former Chinese political
star Bo Xilai.
Xu was also a political ally of former secretary of Politics
and Law Committee, Zhou Yongkang.
Currently, Zhou Yongkang and his son Zhou Bin are
being investigated because of corruption.
Xu Caihou is having treatment for bladder cancer
in Beijing 301 Hospital.

Kun Lunyan also mentioned Gu Junshan’s case and admitted
that the military corruption has reached unprecedented levels.

Beijing China Democracy Party member Zha Jianguo said
this is a signal that Beijing might have a large operation, but
not a universal anti-corruption process.

“It’s impossible for anti-corruption without a bottom line.
There are two kinds of anti-corruption;
by man or by the law.
The anti-corruption under the law has no bottom line.
The anti-corruption by man is based on that person’s self
interest and group interests."

Overseas media recently exposed CCP general Guo Boxiong’s
son Guo Zhengang who abused anti-corruption when drunk.
He said proudly that: “Touching my family is a daydream as
over half of the army cadres were promoted by my family".
The article also revealed that the CCP general Xu Caihou’s
large wealth was mainly through buying and selling titles
and other military officials’ bribery.

Guo Boxiong’s wealth was from this and rebates
from the whole military weapons procurement.
Their corruption is worth tens of billions

Tsinghua University Professor Sun Liping pointed out that
former CCP leader Jiang Zemin relied on condoning corruption
to buy popularity through money and interests.
People generally believe that the military corruption is
far worse than the civil corruption.

Hua Po: “The Chinese law only restricts the subjects.
The supreme ruler can violate because the CCP grasps the
law but is not restricted by it."

Chinese people are very clear on the motivation and meaning
of the CCP anti-corruption.
Mainland people quoted on Twitter the former CCP chief’s
words that too much anti- corruption will harm the party; less
anti-corruption will harm the country.
