【禁闻】美参议院通过人民币法案 中共恼怒

【新唐人2011年10月13日讯】美国国会参议院周二,通过了惩罚中国汇率政策的《2011年货币汇率监督改革法案》,这个法案将允许美国政府对汇率被低估国家的商品征收反补贴税。对此,北京显得十分恼怒,中共外交部则马上措辞激烈,批评法案严重违反世贸组织规则。

美国国会参议院10月11号以63票支持,35票反对的投票结果,通过了人民币汇率法案。依据这项法案,美国商务部可以把汇率遭低估的货币视为补贴﹔美国的企业和劳工可以向商务部要求向汇率低估的国家输美商品课征“反补贴税”;美国政府可以对这种刻意低估汇率的行为课征“反倾销关税”,实施制裁。

12号,中共外交部发言人马朝旭发表声明声称,“议案严重违反世界贸易组织规则”。10号,中共外交部副部长崔天凯在北京记者会上则宣称,法案将引发中美贸易战,两败俱伤。

此外,中国商务部新闻发言人沈丹阳、中共党报《人民日报》的海外版,官方新华社统一表态,批评美国频打“汇率牌”,旨在转嫁国内危机,并阻碍全球经济复苏的步伐。

大陆企业观察员何军櫵先生认为,如果这个法案通过了,对中国经济在短时间内确实会带来影响。

何军櫵:“我们知道,中国GDP的三架马车,出口、投资以及消费,消费这一块总是拉动不起来。前几年,发行了这么多人民币,这些人民币目前还没办法消化,所以造成了目前国内的通货膨胀,所以国内正在收紧银根,在消化这些人民币,那么一旦,出口这一块,如果在美国市场遭到了阻碍,那么中国的出口形势会非常非常的严峻,那么肯定会对中国目前的经济形势是一次严厉的打击。”

何军櫵表示,中国经济仅仅靠出口和投资来拉动,已经呈现出恶果,长期下去,后果将会更加严峻。

何军櫵:“如果这个法案在美国通过了,欧巴马先生签署了这个法案,那么就将迫使国内的经济界和产业界进行产业结构调整,虽然可能有暂时的阵痛,但是对中国经济的调整,从长远来看,是非常有积极作用的。”

何军櫵表示,他个人非常欢迎欧巴马总统能够签署这个方案,因为这样将迫使中共政府结束靠出口和投资增长GDP的发展模式,加大内需,长期来讲对百姓是一个福音。

近年来,美国国内要求人民币升值的呼声一直不断,有很多美国人认为,中国的货币政策导致美国本土就业机会的流失。

美国南卡罗莱纳大学艾肯商学院谢田教授表示,从美国经济的现状,越来越多的人意识到,美中贸易中,美国受害比较多。中共指责美国是在转嫁国内的经济危机,谢田表示不认同。

谢田:“美国对华贸易是得不偿失,虽然美国从中国买来廉价的产品,老百姓受益了,但是这些廉价产品确是挤垮了美国这个很多中下游的,后者是中低层的一些制造业、企业,而这些失业的工人要领救济金和福利金,政府要养活他们,实际上,这些方面的政府支出、税收,又转嫁到美国人民的头上,所以,人民币(法案)成法律的话,对美国经济额恢复和增加就业是有好处的,并不是像中国官方说的那样。”

谢田指出,美国的就业率增加,美国经济成长将会带动世界经济的成长。

目前,法案在得到参议院批准后,还需要在众议院获得通过并由奥巴马总统签署后才能成为法律。共和党籍众议院议长博纳曾抨击此案“很危险”。不过,奥巴马在最近曾抨击北京“通过操纵汇率来玩弄国际贸易”。

US Bill On RMB, CCP Annoyed

The 2011 Currency Exchange Rate Surveillance Reform bill
was passed in the US Senate on Tuesday.

The bill allows the US to collect punitive tariffs on goods
from countries where currency exchange rate is undervalued.

Beijing harshly criticized the bill
as being in violation of world trade rules.

The US senate passed the bill (63 – 35) involving RMB
exchange rate policy on October 11.

It allows the US Department of Commerce to specify
countries where the currency is undervalued

and to collect antidumping duties. US businesses may
request the government to collect them from such countries.

CCP’s Foreign Minister Spokesman Ma Chaoxu, stated
on October 12:

“The bill seriously violates international trade rules.”

On October 10, China’s Deputy Foreign Minister Cui Tiankai
warned that the bill will trigger a trade war hurting both sides.

Besides China’s Chamber of Commerce, People’s Daily
and Xinhua news agency unified their positions,

accusing the US of transferring its domestic crisis,
and hindering global economy recovery.

Mainland business observer, He Junjiao, believes that the bill
may affect China’s economy in the near future.

He Junjiao: “Among China’s GDP troika, export, investment
and consumption, consumption can’t be dragged up.

So many RMB were printed these last few years, the market
has no way to digest them, and so it results in inflation.

In order to digest the money, obtaining a bank loan is harder.
If export slows down in the US market,

the total export situation will be very bad.
That would be a severe blow to China’s current economy."

He Junjiao explained that China’s economy relies solely
on export and investment.

In the long term, the unbalance
would bring bad consequences.

He Junjiao: “If the bill is passed in the US,
if President Barack Obama endorsed that,

the Chinese economy and industry
will have to adjust their structures.

The modifications, in the long run, are positive, although
there may be temporary pains in the transitional period.”

He said, personally he welcomed the bill because it will
force China to end the economic module

of relying on export and investment, and increase
consumption, which might eventually benefit Chinese people.

In recent years, some US senators have been calling on
appreciation of RMB.

Some Americans strongly believe that China’s currency
policy lead to US job losses.

Professor Xie Tian from University of South Carolina
Aiken School of Business,

stated that more and more Americans now realize
that US-Sino trade does more harm to the US economy.

Regarding CCP’s accusation of US transferring
the internal crisis, Professor Xie doesn’t agree with that.

Professor Xie Tian: “US trade with China does more harm
than benefit. Cheap, ‘Made-in-China’ products

may be convenient. However, it defeated many US middle
and small businesses, especially manufacturing industries.

The unemployed workers reply on government assistance
and the expenditure will be transferred to US taxpayers.

If the Bill passes, it will help the US recover its economy
and create more jobs, not like what CCP said."

Professor Xie also said, more jobs created in the US
will help the economy growth of the world.

Now that the Bill has been approved in the Senate, it will
need the approval from the White House,

before it can be endorsed by President Obama
and become an official legislation.

Republican House Speaker John Boehner criticized the bill
as ‘very dangerous."

However, Obama said that Beijing is “manipulating the
currency rate to play with international trade."
