【禁闻】中国碳排放超西欧 独占污染国

【新唐人2011年10月1日讯】欧盟委员会“联合研究中心(JRC)”与荷兰“环境评估局”共同推出一份报告,报告评定中国的人均碳排放量,2010年已经超过法国和西班牙,与意大利持平。报告预计,2017年,中国年人均碳排放量将超过美国,成为世界上最大的污染国。

《全球二氧化碳排放的长期趋势》报告中写道:“中国的人均碳排放量正在迅速接近其他工业化国家的水平。中国2010年人均二氧化碳排放量为6.8吨,与意大利持平,高于法国(5.9吨)和西班牙(6.3吨)。如果目前的趋势继续另一个7年,在全球最大的25个二氧化碳排放国中,到2017年,中国的人均二氧化碳排放量将超越美国成为最高。”

四川环保人士陈云飞表示,中国现在在环保方面做的工作,跟西方发达国家的要求比远远不够。

陈云飞:“就是它(当局)做的跟现在的形式发展远远不够,所以,它造成这种情况的原因,我觉得它还是…地方上,就是追求利润、追求形象工程,追求利润,反正是拿政绩。”

9月15号,环保部副部长张力军在“化学品等重点领域环境隐患排查视频工作会议”上表示,在对石油、医药化工、炼焦这3个行业的43510家企业的排查中发现,存在环境风险的占了81.3%,而地处大江大河沿岸、人口集中区以及饮用水源地,上游等环境敏感区的化工企业占了86.2%。

陈云飞认为,中共当局决策不民主,在好多项目上给老百姓一代代人留下了祸患。

位于浙江海宁市袁花镇红晓村的“晶科能源公司”,排放污水和有害气体,附近运河水面死鱼成群。当地村民体检发现数十人患上癌症、白血病。

9月,连续3天,上万民众抗议“晶科能源公司”污染,一些村民和两名记者遭到暴打。

上海访民陈建芳女士表示,在中国,由于中共独裁统治,本来这些企业不应该得到审批,但有些执政部门,只要申请单位给钱就给开后门批准。而老百姓的自由和权利却被剥夺了。

上海访民陈建芳:“现在这个一党专制的国家啦,他们根本不管老百姓的死活。他们这些政府部门的人哪,他们只要捞到好处,不管它们环境怎么不好,污染怎么严重,他们都给他们批出来了呀。所以说,大陆的老百姓苦的不得了,民不聊生。现在疾病也更多了,不治之症也是越来越多了。”

陈建芳还表示,如果中国是多党制,今天的大陆就不会有这么多的灾难,这么大的环境污染。

最新出炉的《中国低碳经济年度发展报告2011》披露,上海人均二氧化碳排放量全国最高。

中投顾问环保行业研究员盘雨宏表示,中国化学品引发突发性环境事件近年来上升趋势明显,背后原因是多方面的。化工产业整体水平低,低端、高毒、高污染的产品占比过高,并且环保意识淡薄。造成的污染越严重,突发性环境事件就越多。

China’s CO2 Emissions Exceed Western Europe

Present CO2 emissions per capita in China are now equal to
those of Italy but in 2010, they were higher than France and Spain,
according to a new report by the EU’s Joint Research Centre
and PBL Netherlands Environmental Assessment Agency.
The report predicts that by 2017 China will become the highest per capita emitter.

The report, Long-term Trend in Global CO2 Emissions estimated
that in China, per capita emissions are quickly approaching
levels common in industrialized countries.
China’s CO2 emissions per capita have increased to 6.8 tons in 2010,
which are now higher than France and Spain, but equal to Italy.
However, if the current emissions trend continues,
by 2017 China will overtake the U.S. as the highest per capita
emitter, out of 25 of the largest emitting countries.

Suchuan environmentalist, Chen Yunfei, said that
China’s environmental protection laws are very lax
when compared to Western countries.

Chen Yunfei: “Our authorities don’t follow the requirements.
Therefore, I think the leading cause of pollution
is the local authority’s pursuit of profit,
the pursuit of surface achievements in any given project.”

On September 15, Zhang Lijun,
Vice Minister of the Ministry of Environmental Protection,
announced at a meeting that out of 43,510 companies surveyed
in the oil, chemical, and coal industries,
81.3% posed some kind of environmental risk;
with 86.2% of these chemical industries located near
a public water supply, posing even greater risks.

Chen Yunfei believes that since Chinese authorities’ policies
are not grounded in Democracy, environmental problems
wind up being passed on from generation to generation,
eventually causing serious disasters.

The Jinko Solar Company plant is located in Hongxiao village
in Yuanhua town, Haining city.
The plant regularly discharges polluted water and harmful gases
into the environment, causing the massive deaths of river fish.
Local villagers reported that more than10 people developed cancer,
as a result of the pollution.

In September, villagers have held a three-day protest
against Jinko Solar’s pollution.
Villagers and journalists were beaten by company security.

Shanghai petitioner, Chen Jianfang, said that since China is ruled
by the Chinese Communist Party (CCP) dictatorship
corrupt authorities often open the back door for companies
that shouldn’t be given approval to build factories,
as long as the applicant pays them enough money.
Common people’s freedom and rights are routinely denied.

Chen Jianfang: “The officials don’t care about civilian lives;
they only care about making a profit.
They do not care about environmental issues at all
and will grant approval to launch a pollution emitting plant
as long as there is profit in it for them.
Civilians have a hard life, developing numerous diseases
with more and more incurable diseases being reported.”

Chen said that if China was a multi-party system,
There would be less pollution and far less man-made disasters.

In the report, Long-term Trend in Global CO2 Emissions,
Shanghai’s per capita emission is the highest in the country.

Pan Yuhong, a researcher and investment advisor
in the environmental industry, said that pollution from
industrial chemical production has been rising in recent years,
and that there are many reasons behind it.
Due to the out-dated technology the chemical industry is using,
production is generally low while the pollution they generate is,
highly toxic.
Also, these companies have little regard for the environment.
These are the major reasons why this type of pollution
is on the rise, causing more and more environmental incidents.
