【禁闻】京城两报遭贬 整肃背后内幕

【新唐人2011年9月24日讯】北京的《新京报》和《京华时报》,9月份开始划归中共北京市委宣传部主管。两份报纸为何要划归北京市委来管理?自由撰稿人西贝在《德国之声》撰文透露,这项计划的操作者是《新华社》前副社长、现任中共北京市委宣传部的部长鲁炜,目地是要终结两报对北京的“监督”。

西贝在文中写道,因为北京多起被当局认为的负面报导,都是出自《新京报》。鲁炜在今年3月调任北京市委宣传部长之后,最感头疼的就是如何让《新京报》听话。他不想让自己的辖区充斥负面新闻。

宪政学者陈永苗认为,如果把这两个报纸下放到北京市,那么它就变成北京的都市报,对北京本地的新闻监督力量,就减弱或者是丧失了。

陈永苗:“(象中宣部它整治这个“京城两报”)它实际上是想把这个市场经济和改革开放中产生的自由力量,跟’维稳’体制的这样一个冲突,它想把它压下去,然后它想把这两种力量,一个媒体市场、一个就是记者、一个就是律师,它想把他压下去。”

去年(2010年)7月,中宣部发出新禁令:“禁止异地负面报导,禁止报导公检法等部门的负面新闻,禁止采用‘报社通联’稿件,突发事件需用《新华社》稿件。”

西贝透露,总部在北京的《新京报》和《京华时报》,对北京市的新闻报导,不在异地监督的范围之列,因为这两份报纸是中央级媒体,北京市委无权管理。这种在北京却不归北京管的现象,一直让北京地方当局大为挠头。

中国传媒界普遍认为《新京报》是中国最有公信力的报纸之一。它在各项重大事件的报导中,以敢言著称,因此,《新京报》从诞生之初就历经风波。但是,西贝表示:“北京市委宣传部忌惮于该报的中央身份,一直未有更为强硬有效的策略。”

《新京报》和《京华时报》的版权页9月3号明确标示,主管方由原来的“中国新闻出版总署”变更为“北京市委宣传部”。西贝认为,这次变更也就是两中央级媒体划归地方级。

陈永苗:“说来说去,就是说你可以看到,中国的这个传媒实际上,它是很难再能够领导中国的改革开放,或者是能够再对中国的进步和进化起支撑作用。它会被慢慢的压死掉。因为它这个报纸,它都是在这个党的领导之下的,从它的左手移到它的右手,就是位置不一样一点。”

“中国打黑记者第一人”王克勤表示,报纸上太干净,社会将会很肮脏!中宣部如此肆无忌惮的打压媒体,结果只能是让越来越多的人看清中共的野蛮,加速中共独裁政权的解体。

《新纪元周刊》评论,两京报遭贬是必然。中共对媒体“真实、公正、客观”的报导呈现着愈来愈紧的锁喉趋势,整个媒体都在萎缩。

Inside Story: How CCP Suppresses Two Major Newspapers

“Beijing News" and “Jinghua Times" were put under the control of
The Beijing Propaganda Bureau from September.

Why were they placed under Beijing Municipal Committee?
Deutsche Welle reporter Sibelius wrote an article stating that

Lu Wei, the general manager of Beijing Municipal Party Committee
Propaganda Bureau and the ex-VP of Xinhua News Agency,

is orchestrating this behind the scenes.
The purpose is to end “oversights” within the two Beijing papers.

Sibelius writes that several so-called negative news reports were
from the “Beijing News.”

After Lu Wei became the Beijing propaganda head in March 2011,
the biggest headache was how to make “Beijing News” servile.

He does not want to see negative news go rampant in his tenure.

The constitutional scholar Chen Yongmiao believes that
if these two papers are put under Beijing City’s control,

they would become local papers and therefore weakened or
lost their monitoring power.

Chen Yongmiao: “It (CCP) is actually trying to suppress
the conflict between ‘maintenance of stability’ and

the force of freedom that has been generated from
the reform and market economy.

It (CCP) wants to repress the two forces, one is the media,
including journalists, and the other is the lawyers.
It wants to suppress them."

Last July, the central Propaganda Department issued a new ban:
No off-site negative reports, no negative news about public security

or other legal departments, no adopting ‘press release’ by media,
and must use the uniform Xinhua reports for any critical incidents.”

Sibelius said, headquartered in Beijing, “Beijing News" and
“Jinghua Times" were not limited by the foregoing ban,

because they were two central-level media and Beijing Municipal
government didn’t have jurisdiction on them.

The phenomenon that a newspaper is located in Beijing but
does not belong to Beijing bothers Beijing local authorities.

The Chinese press circle sees “Beijing News" as one of the most
credible newspapers in China.

It is famous for its outspoken reports on many major events.
“Beijing News" has sparked controversy since the very beginning.

Sibelius said, “Beijing Municipal Propaganda Bureau feared for
its ‘central-level’ status, thus no tougher strategies were taken before."

The copyright pages of “Beijing News" and “Jinghua Times"
on Sep. 3 indicated that their management changed from

China General Administration of Press and Publication to
Beijing Municipal Party Committee Propaganda Bureau.

Sibelius said, the change is meant to put the two central medias
under local control.

Chen Yongmiao: “Anyway, you can see that Chinese media
actually have a very hard time leading China’s reform or

playing a supportive role in China’s development anymore.
They will be pressed to death gradually,
because the newspapers are controlled by the CCP.

They just moved the media from the left hand to the right hand.
The position is not the same.”

China’s pioneer journalist for anti-gangster Wang Keqin said
that once the newspaper is too clean, society will be very dirty.

The Propaganda Bureau presses the media in such an
arrogant manner which can only make more and more people
see the brutality of the CCP, and accelerate it’s disintegration.

New Epoch Weekly comments that depreciation of the two
Beijing newspapers is inevitable.

The CCP is showing a growing trend of undermining media’s
“true, fair and objective" reports. Chinese media is in decline.
