【新唐人2011年9月14日讯】大陆外交部发言人周一在记者会上宣布，中方已经向利比亚“全国过渡委员会”通报，承认它是利比亚执政当局。并希望中利双方此前签署的各项条约及协议，继续有效并得到执行。评论者指出，中共出于石油利益和政治环境的考虑，不得已做出这一表态。
据报导，外交部发言人马朝旭表示：中方尊重利比亚人民的选择，高度重视“过渡委”的重要地位和作用，并一直同其保持密切接触和联系。中方承认“过渡委”为利比亚执政当局和利比亚人民的代表，愿与其共同努力，推动中利关系平稳过渡和发展，希望中利双方此前签署的各项条约及协议继续有效并得到认真执行。
中国是联合国安全理事会(United Nations Security Council)所有常任理事国中，最后一个承认利比亚过渡政府的国家。
现居温哥华的前宁波工程学院教授张新宇认为，中共骨子里不情愿看到卡扎菲的倒台，但是卡扎菲已经回天无力。
张新宇：“他如果不承认的话，他就会被全世界（孤立），对他来讲名声很不利的。他是被迫的行为而不是主动的行为。现在来讲卡扎菲大势已去的情况下做的一个不得已而为之的事情。”
现居洛杉矶的历史学者吴仁华认为，中共出于经济利益的考虑不得不接受现实。
吴仁华：“主要是考虑到今后在利比亚的利益。当然这个利益比较具体就是石油。大家知道利比亚是石油出产国。在卡扎菲执政年代中国（共）政府在那里投入了很多资金，在利比亚的石油产业上。”
浙江自由撰稿人陈树庆认为，除了保全经济利益之外，中共的表态也是在与台湾争夺外交资源。
陈树庆：“另外国际上的承认是相互承认的问题。中共当局如果承认利比亚新政权的话，那么利比亚新政权也会承认中共当局。因为中华人民共和国政府跟中华民国政府一直在争中国唯一合法政府。”
几天前，加拿大“环球邮报”曝出中共向卡扎菲提供两亿美元军火。利比亚“全国过渡委员会”军事发言人布辛（Abdulrahman Busin）措辞严厉的表示，任何违反制裁决议的国家，今后都没有什么希望同利比亚继续做生意。他并说，有确凿的证据证明中共和卡扎菲之间有交易。中共并阻止解冻中国境内的利比亚资产，造成过渡委员会财源紧张。
目前，利比亚过渡政府还没有对中共的“承认”做出公开表态。双方是否达成某种妥协也不清楚。
吴仁华认为，尽管中共在局势明朗的情况下对过渡政府做出拉拢示好的姿态，但是利比亚新政府跟中共的关系在未来一个时期会比较紧张。
吴仁华：“在利比亚反对派已经开始对卡扎菲政权进行反抗，而且双方武装冲突非常激烈的时候，你还给卡扎菲提供武器弹药，我想这种伤害应该是比较深的。所以我想在短期内利比亚新政府跟中国（共）政府的关系我想不会有太良好的改善。”
《法新社》指出，中国在利比亚共有至少188亿美元的投资。中国企业主要参与当地建筑和油气方面的行业，以及铁路和通讯领域的合作专案。据了解，今年二月至三月间，从利比亚大规模撤走的中资企业员工以及当地华人，共有36000人。

CCP Acknowledges NTC to Secure Oil?

Mainland China Foreign Ministry spokesman announced
at a press conference on Monday that China has notified
Libya’s National Transitional Council (NTC) saying that
it acknowledges the NTC as Libya’s ruling authority
and hopes previous treaties and agreements between
the two countries will remain effective.
Commentators point out that the Chinese Communist Party
(CCP) was compelled to make this statement
due to their oil interests and for political considerations.

Foreign Ministry spokesman Ma Zhaoxu said:
“China respects the choice of the Libyan people and
attaches importance to the significant role played
by the NTC in the resolution of the Libyan issue.
China acknowledges the NTC as the ruling authority of Libya
and the representative of the Libyan people.
China is willing to work together with the NTC to promote a
smooth transition and development of a bi-lateral relationship.
China hopes previous treaties and agreements
will remain effective and will be carefully carried out.
China is the last standing committee member
of the UN Security Council to acknowledge the NTC.
Zhang Xinyu, former professor at the Ningbo Institute
of Engineering, who now lives in Vancouver, Canada,
thinks the CCP does not want to see Gadhafi fail,
yet it is not possible for Gadhafi to regain his power.
Zhang Xinyu: “If the CCP does not acknowledge the NTC,
it will be isolated in the world
and its reputation will be damaged.
The CCP is forced to do this.
With the hopeless situation of Gadhafi, it has no other choice.”
Wu Renhua, who now lives in Los Angeles, thinks the CCP
has to accept this harsh reality for its own economic interests.
Wu Renhua: “The CCP’s main interest lies in Libya’s oil.
We all know that Libya exports oil.
During Gadhafi’s regime,
the CCP invested heavily in Libya’s oil industry.
Zhejiang Province free-lance writer, Chen Shuqing, thinks
that in addition to protecting its economic interests,
the CCP’s also wants to compete with Taiwan
for diplomatic resources.
Chen Shuqing: “Another point is that recognition is mutual.
If the CCP recognizes the new government of Libya,
the Libyan government would recognize the CCP.
The CCP regime and the Republic of China have always
been in dispute as China’s sole legitimate ruling body."
Several days ago, Canada’s The Global and Mail exposed
the fact that the CCP provided $200 million worth of
weapons and ammunition to Gadhafi.
Libyan NTC military spokesman, Abdulrahman Busin, said
in a harshly worded statement, that any county in violation of
its weapon embargo
should not expect to do business with Libya.
He indicated that there is solid evidence on the weapons trade
between the CCP and Gadhafi.
The CCP also failed to freeze Gadhafi’s assets,
causing financial difficulty for the NTC.
The NTC has yet to respond publically
to the CCP’s acknowledgement and it is not clear
if the two sides have reached any agreement.
Wu Renhua thinks that although the CCP showed it desire for
friendship now, the new government of Libya will have
a relatively tense relationship with the CCP in the near future.
Wu Renhua: “When the Libyan opposition started to rebel
against the Gadhafi regime and were engaged in intense battles,
China provided weapons and ammunition to Gadhafi.
I think this deeply damages the relationship.
So in the short term, the CCP’s relationship with the
new government in Libya will not improve much.”
L’Agence France-Presse pointed out that China has at least
$18.8 billion invested in Libya,
mainly in the areas of construction,
oil, gas, railways, and telecommunication.
Accordingly, between February and March 2011,
36,000 Chinese business employees and local Chinese left Libya.
