【禁闻】江泽民劣迹揭底之八:殃祸中华

【新唐人2011年7月20日讯】自江泽民病危及病死的消息传出以来,如何给江泽民盖棺定论,已成为中共当局极具争议和头痛的事情,甚至由此引发政治斗争。江泽民的生平劣迹,也引起海内外各界的关注。本台对江泽民的恶行丑事做出系列报导,今天的话题是江泽民“殃祸中华”。

江泽民统治中国13年期间,以全面腐败和恐怖高压治国,给中华大地在经济、政治、道德、社会、生态、教育等各方面,带来了前所未有的深重危机和灾难。

在经济方面,江泽民以追求高GDP的畸形发展,制造表面繁荣。中国经济定型成为依赖出口贸易和高投资的“外向型经济”,而且以高能耗、高污染、低效益为代价。

江自己喜欢“假大空”,他把政府官员的考核与当地的GDP挂钩,导致各地争相造假GDP字。经审查,全国85个城市的670多家四大商业银行分支行,有高达98%的银行做假账、虚账。

实际上,中国经济的利润有一半是外资创造的,大部分国有企业都处于亏损状态。90年代后期国有企业改制及破产过程中,大量工人下岗,而国有资产却被太子党和利益集团侵占分。

自1994年开始实行“分税制”改革后,向房地产开发商出售土地谋利的“土地财政”,在各地各级地方政府应运而生了,不断制造出越来越多的“暴力强行拆迁事件”。

江泽民在一党专政高压维稳的同时,放纵各级官员掠夺民众的利益,把官僚和精英阶层蜕变成了权贵利益集团,导致贪污腐败猖獗,贫富分化超过警戒线,社会不公加剧。

根据中国《社会蓝皮书》,从1993年到2003年间,群体性事件由1万起增加到6万起,参与人数增加到307万人。

《北京之春》主编、政论家胡平:“因为中国经济改革是在没有政治改革的前提之下进行的,因此中国在江泽民时代这种经济改革的深化,他必然就导致了这个‘权贵私有化’,必然就使得中共官员他们能够借改革之机,化公为私,把属于人民的财产据为己有。”

自1999年江泽民镇压以“真、善、忍”为准则的“法轮功”以来,中国社会的道德急剧滑,假、恶、暴盛行,江引导整个社会一切向钱看、“闷声大发财”,“笑贫不笑娼”。

在江泽民当政下,假货、毒食品充斥市场,假烟、假酒、假药、毒米、毒油、毒茶、毒火腿等等层出不穷。2003年安徽阜阳发生害死婴儿的“毒奶粉”事件,食品安全危机愈演愈烈。

用钱买命、见死不救也频频发生。《中国青年报》报导,2002年7月,哈尔滨上演骇人一幕:歹徒当街杀人,数百居民围观。2001年9月,芜湖市政法委书记周其东为摆脱情妇孙某的纠缠,指使两名歹徒将孙某杀害。

据调查统计,被查处的贪官95%有情妇。中国社会色情行业猖狂泛滥,《人民日报》前副总编辑周瑞金指出,中国的卖淫大军有约400万人,2005年产值达到5000亿元人民币。而真实的数据被认为要多出10倍。

2004年中纪委的调查显示,公检法、建设工程、医疗、教育、组织人事,成为民众最不满的5大腐败领域。民众对教育乱收费、医生收红包等腐败现象强烈不满。

另一方面,江泽民以片面的GDP数字标榜自己的“政绩”,导致中国的生态环境遭到了几乎不可逆转的根本性破坏。

1999年,全国水土流失面积约占国土面积的38%,全国沙化土地总面积占国土面积的近二成,超过90%的天然草场退化。2003年,全国90%流经城市的河段受到严重污染。

中国环保总局副局长潘岳2005年指出,中国五分之二的主要水系已丧失水功能,3亿多农村人口喝不到安全的水,4亿多城市居民呼吸着严重污染的空气。

自江泽民当政起,黄河中下游几乎年年出现断流,长江源头正逐渐干枯,尤其在修建三峡工程后,长江干流60%水体遭遇污染,危及沿江500多座城市的饮用水。

江泽民的暴政造成社会道德沦丧、天怒人怨,以及生态环境破坏,带来巨大的天灾人祸,干旱、洪涝、沙尘暴多是“几十年不遇”。

1998年,长江流域遭遇了一场世纪洪灾,据官方内部统计,受灾人口近4亿,死亡近5000人。而很多专家认为,这场灾难的损失之所以那么惨烈,是因为江泽民执意要死守、拒不分洪。

时事评论家横河:“那么传统上都是泄洪的,但是江他就是为了一个他这个想法就是说,我们把大坝保住了,于是他的荣誉就有了。那么这个决策已经是错的了,那么怎么死守呢?就把军队调上去,用人墙来挡这个洪水的洪峰,结果很多军人就被卷走了。”

同样,江泽民以“稳定压倒一切”为由,隐瞒2003年的萨斯疫情,造成疫情蔓延近30个国家,8000多人感染,800多患者死亡,大陆和香港的萨斯病例占全球总数的80%。而实际数字要比这高得多。

外界评论指出,江泽民带给中华大地的灾难远远没有结束,生态环境的破坏让后代子孙的生存面临严重的危机,尤其是,对信仰“真、善、忍”的法轮功的迫害仍在继续,摧毁中华民族的“道德”是一切灾难的源头。

Truth of Jiang Zemin: Part VIII

Jiang Zemin’s death or illness has led to a dispute in
the Chinese Communist Party (CCP) regarding Jiang’s life.
Jiang’s notorious deeds have attracted wide attention.
NTD is making a series of reports on Jiang’s life.
Today’s topic is Jiang Zemin’s “ruining of China."

During his 13 years in office,
Jiang Zemin ruled China high-handedly with corruption and terror.
He brought unprecedented crises and disasters
to all aspects of the Chinese society.

Jiang’s pursuit of a high GDP growth led to
abnormal development of the Chinese economy,
which was prosperous only superficially.

China’s economy was transformed to be “export-oriented”.
It became dependent on exports and investments,
for a price of high energy consumption,
severe pollution and low efficiency.

Jiang favored empty talks.

He linked local officials’ performance appraisals
to the local GDP.
As a result,
all local authorities fabricated their GDP figures.
A review of over 670 branches of
the four major Chinese commercial banks revealed that
98% of the banks made false accounting records.

Half of China’s economic profit
was created by foreign investments.
Most of the state-owned enterprises
were losing money.
In the late 1990’s, when the state-owned enterprises
reformed or went bankrupt, many workers were laid off.
Meanwhile, these companies’ assets were divided by
the CCP’s princelings and groups with vested interests.

1994 saw the “tax sharing" reform.

“Land finance", where local authorities make a fortune
by selling lands to real estate developers,
came into being all across China.

Land finance has been constantly creating
“violent forced demolitions."

While Jiang’s one-party dictatorship
high-handedly maintained stability,
he allowed all levels of officials to indulge
in plundering people’s wealth.
As a result, the bureaucrats and the elite
transformed into powerful interest groups.
This led to rampant corruption and
wealth polarization beyond the safety level.
There was also increasing social injustice.

According to “Blue Book of China’s Society",
from 1993 to 2003,
the number of group events increased from 10,000 to 60,000,
and 3.07 million people participated in them.

Hu Ping (Beijing Spring magazine
editor-in-chief and political commentator):
“Because China’s economic reforms took place
without the premise of political reforms,
during the time of Jiang, the deepening economic reforms
were bound to lead to an “elite privatization".
The officials used the reforms to privatize public assets
and to appropriate the people’s properties.”

since Jiang started in 1999 the persecution of
Falun Dafa practitioners,
the Chinese society’s morals
have been in a sharp decline.
Fake products and violent acts have become rampant.

Jiang led the entire society to focus on money alone.
“Compared with prostitution, poverty is shameful."

Under Jiang’s rule, fake products and
toxic foods flooded the Chinese market.
Counterfeit cigarettes, fake drugs, tainted rice and
poisonous cooking oil emerge in an endless stream.
In Fuyang, Anhui, babies were killed
by tainted milk powder in 2003.
The food security crisis has always been intensifying.

Paid assassinations and violent acts
also occurred frequently.
China Youth Daily reported in July 2002,

hundreds of onlookers watched indifferently
as thugs murdered someone on the street.
In September 2001, Wuhu Municipal CCP
Committee Secretary Zhou Qidong
hired two assassins to murder his mistress.

According to a survey,
95% convicted corrupt officials have mistresses.
Zhou Ruijin, ex-deputy editor-in-chief of People’s Daily,
said that there were about 4 million prostitutes in China.
In 2005, China’s sex industry output
reached RMB 500 billion.
The real figure is believed to be
more than 10 times of the said figure.

In 2004, a Central Discipline Inspection
Commission survey showed that
the top five corrupt governmental departments
included public security, construction, healthcare,
education and human resources.

People were discontent about corruption,
such as the arbitrary educational charges.

Jiang used GDP figures to boast his “achievements".

However, his one-sided pursuit of GDP growth
has led to the irreversible damage of China’s environment.

In 1999,
38% of China’s land suffered from soil erosion.
Nearly 20% of China’s total land area
was decertified.
Over 90% of
the natural grassland degraded.
In 2003, 90% of the rivers flowing through
urban areas were polluted.

Environmental Protection Administration
deputy director Pan Yue said in 2005 that
more than 300 million rural residents
have no safe drinking water;
and more than 400 million urban residents
breathe heavily polluted air.

After Jiang came to power,

the midstream and downstream of Yellow River
dried up almost every year.
The source of the Yangtze River
was gradually dried up,
especially after the construction of
the Three Gorges Dam.
60% of Yangtze River mainstream’s water bodies
suffered from pollution,
threatening the safety of
over 500 cities’ drinking water.

Jiang’s tyranny caused social and moral turpitude,
widespread indignation, ecological destruction,
tremendous natural disasters, including droughts,
floods and sandstorms “of the decade.”

In 1998, the Yangtze River drainage area
suffered a flood of the century.
According to official internal statistics,
the affected population was nearly 400 million
and approximately 5,000 people perished.

Many experts believe that the great losses
were due to Jiang’s refusal to divert the flood.

Heng He (current issue commentator):
The convention is to discharge the flood water.
However, Jiang wanted to appear to be glorious
for saving the dam.
However, the decision of building the dam
was wrong at the first place,
why save it with all costs?

The troops were dispatched to form a wall
to block the flood peak.
As a result,
many soldiers were swept away.

Similarly, under the name of “stability overrides everything",
Jiang concealed the SARS epidemic in 2003.
As a consequence, the disease spread to nearly 30 countries,
infected over 8,000 people and caused 800 to die.
SARS cases in mainland China and Hong Kong
accounted for 80% of all cases globally.
The actual figure is much higher.

The outside world comments that
the disasters brought by Jiang are far from over.
The ecological damages created
a survival crisis for the future generations.
The persecution of Falun Dafa practitioners,
who believe in
“Truthfulness, Compassion and Tolerance",
still continues to this day.
Jiang’s destruction of the Chinese people’s
morals is the source of all disasters.
