【禁闻】官员财产公示难产 学者:自欺欺人

【新唐人2011年6月27日讯】中纪委副书记吴玉良日前表示,中国当前要实践“官员财产公示制度”条件还不成熟。为何被全世界公认为“阳光法案、终极反腐”的“官员财产公开”,在中国却难产呢?学者认为,不是做不到,而是自欺欺人。

吴玉良在通报倡廉反腐的情况时表示,中国现在对官员的财产公示条件,因为“社会诚信体系”和“资讯统计体系,这两个条件有欠缺,有关部门无法查询和统计,因此很难发挥作用。

中国问题专家程晓农指出,上海市前几年要求公务员申报所拥有的住房,并声称只要申报了就既往不究,显示中共并非掌握不了数据,而是不愿意做。

中国问题专家 程晓农: “实际上现在没有统计的原因是政府不愿意统计,结果他把没有统计说成是不能监督的原因,如果政府真要监督的话, 其实很简单, 政府拿出他维稳的颈头,利用他维稳的系统,这些监控异议人士的手段, 如果用来监控官员 我不相信查不出官员的财产。”

针对吴玉良声称官员财产公示欠缺条件,而回避官员财产公示的说法,香港《东方日报》“神州观察”栏目评论指出:按照中纪委的说法,在中国推行“阳光法案”必须有条件,但事实上这些条件在任何国家任何时候都可能欠缺,为什么世界上大多数国家和地区包括像墨西哥、泰国等欠发达国家,都可以无条件实行反腐制度,唯独中国不可行呢?

程晓农:“只要他把身份证号全国统一的登记,那么很快的银行存款所有人的名字就查清楚了,中国可以用身份证监控异议人士,说明他现在早就可以做到利用身份证监控他想监控的人, 所以从技术上来讲并没有任何困难。”

《东方日报》这篇《财产公示难产 官府自欺欺人》的评论文章认为,不就是因为社会诚信荡然无存,官场贪腐无度吗? 吴玉良声称“社会诚信体系”是官员财产公示的先决条件,完全是本末倒置的逻辑,根本站不住脚。

而“所谓缺乏讯息统计体系,更不值一驳。推行“阳光法案”,只须建立一个数据库,让官员自行申报,这对已经掌握卫星、高铁技术的中国来说,根本是轻而易举的事。”

中国问题专家 程晓农: “他不愿意去监控官员,当然中国永远不具备对官员腐败的统计或者监控。实际上政府各有关部门它们只关心一件事,怎么维护共产党的统治,怎么维护官员的特权, 当然它们就不愿意采取任何监控官员的手段。”

因此,程晓农认为,在中国“倡廉”这两字是假的。因为如果政府真的反腐的话,很容易就可以根据现在的监控系统,把官员的财产、房子、存款查得一清二楚。

事实上,官员财产申报制度在内地已推行多年,但始终形同虚设,《东方日报》说,没有一名贪官因为财产申报而丑行曝光,原因在于只申报不公示。

Property Discloser Refused

Wu Liangyu, deputy secretary of central disciplinary
committee said, the conditions for Chinese officials
to disclose their properties are immature.
Why the combating corruption property disclosure
can not be implemented in China?
Scholars think, it is the Chinese Communist Party
(CCP) that does not want to do it.

Wu Liangyu said, the two conditions, i.e., poor social
creditability and incomplete vital statistics in China,
make it impossible for the officials to disclose
their properties and ineffective for the government
to monitor and check the information.

Cheng Xiaonong (China expert) said that Shanghai’
authorities once required government employees
to disclose houses they owned, with no punishment.
This indicates, it is not that the CCP can not do it,
but rather that CCP does not want to do it.

Cheng: “Lack of statistical data for implementing
the policy is because the government does not want
to take the statistics. If the government really wants
to do it, it is in fact very simple. Using the same
determination for maintaining social stability
and the same resources for monitoring dissidents,
I do not believe it is impossible
to clearly investigate corrupt officials’ properties.”

Hong Kong based Oriental Daily commented,
Wu Liangyu indicates that it is conditional for China
to implement policy of officials’ property disclosure.
However, no country in the world can have
perfect conditions before implementing the policy.
Then why most countries, including developing
ones like Mexico and Thailand can implement
this policy unconditionally, but China cannot?

Cheng: “With China’s ID cards unified registration,
the bank deposits’ owners can easily be checked out.
The authorities are able to monitor the dissidents
through their ID cards, meaning they can monitor
anybody they want using the ID cards.
So, technically it is not difficult for the authorities.”

Oriental Daily commented that it is due to the lack
of social creditability that makes corruption rampant.
Wu Liangyu referred to social creditability
as a condition, which confuses the cause and effect
and is just an excuse for the government’s inaction.

The lack of a statistical system claim is also nonsense.
To implement the policy, only a database is needed,
where officials can report their properties directly.
This should not be difficult for China which has
technologies like the satellite and bullet train ones.

Cheng: “They are not willing to monitor the officials,
of course China does not have the related statistics.
In fact, the regime is concerned with only one thing,
i.e., the stability of its rule and officials’ privileges.
This is why they do not want to monitor officials.”

Cheng thinks countering corruption in China is fake,
because if the CCP was serious, it could have
already used the current monitoring system
to completely investigate the properties of officials.

In fact, CCP has promoted the property disclosure
policy for many years with no success at all.
Oriental Daily said, not even one corrupt official
was exposed yet due to this policy,
as CCP doesn’t publicize it even if a disclose is made.
