【禁闻】中共阻联合国发表谴责朝鲜报告

【新唐人2011年5月19日讯】海外媒体5月17号透露,中共阻止联合国公布一份专家组报告,报告中,专家谴责朝鲜违反联合国安理会的制裁决议,并通过“比邻的第三国”向伊朗输送弹道导弹技术。

这份报告说,违禁的武器技术,通过朝鲜和伊朗的国家航空公司“高丽航空”和“伊朗航空”的常规航班运输。外交人员说,这些航班途经了第三国,他们确认这个国家是中国。

葡萄牙驻联合国大使、安理会朝鲜制裁委员会主席卡布拉尔(Jose Filipe Moraes Cabral)透露,这份报告中的指控非常严重,按照规定,报告需要安理会成员一致同意才能公布。

但是,中共在周二早晨公布报告的最后期限之前喊停,要求暂缓公布。事实上,联合国专家组向安理会递交报告时,就由于组内的中国专家拒绝在报告上签字,因此推迟递交24小时。据西方外交官透露,这名中国专家受到了来自北京方面的巨大压力。

不过,这份上星期首次提交的报告已被泄露给几大新闻机构。路透社,法新社,美国之音,德新社等17号都报导了这一消息。

不过,中共对此进行了淡化处理,外交部星期二声明,这份文件不具备安理会的权威。外交部发言人姜瑜在一份传真声明中表示,不愿意就来自匿名消息来源的说法置评。

联合国特使表示,如果报告中关于“伊朗和朝鲜经常对有关违禁技术进行信息交换”的指责属实,那麽中共是否履行了制裁朝鲜和伊朗的义务,将遭到质疑。

西方外交官透露,北京政府此前也曾经采用类似手法,阻止有关朝鲜和苏丹的报告公诸于世。

CCP Obstructs UN Resolution

Overseas media reported on May 17, that CCP
(Chinese Communist Party) prevented the UN

from announcing a resolution on North Korea’s

violation of UNSC sanction to provide technology
of ballistic missiles to Iran via “a third country.”

The report said that banned weapons technology
was transported between North Korea and Iran
by routine flights of Air Korea and Iran Air.
Diplomats noted that these flights passed through
a third country, which they confirmed to be China.

Jose Filipe Moraes Cabral, Portuguese ambassador
to the UN and chairman of Sanction Council of NK,
said that the allegation in the report was serious
and according to the rules, it cannot be released
until unanimous agreements is reached
by all members of the Council.

But CCP representatives called for a postponement
in the last moment of announcement on Tuesday.
There has already been a postponement of 24 hours,
when UN experts group submitted the report,
with the refusal of the CCP expert to sign it.
The western diplomats said this CCP expert
is under a huge pressure from Beijing authorities.

This newly released report, however, was disclosed
to major media and Reuters, AFP, VOA and DPA
had reported the news on May 17.

CCP downplayed the issue. The Foreign Ministry
said on Tuesday that this report is less authoritative.
Spokesman Jiang Yu said in a fax that they decline
to comment on anything anonymous.

UN envoy stated that if the accusation of frequent
exchange of information on banned technologies
between Iran and NK was correct, then CCP is
to be questioned on its obligation to sanction them.

Western diplomats said that Beijing authorities had
previously used similar tactics to dismiss reports
of unlawful activities between NK and Sudan.
