【禁闻】“安元鼎”公司改名 暴力截访继续

【新唐人2011年4月14日讯】因为参与暴力截访,去年(2010年)秋天被媒体曝光的北京“安元鼎”保安公司,最近又再次引起各界关注。据大陆媒体的报导,安元鼎公司改名“中京保安”,继续营业。多位访民发现,以前在安元鼎公司负责截访的保安,目前仍在重操旧业。

2010年秋,《财经》等媒体披露,北京“安元鼎”保安公司和19个省级政府有关部门,签订了相关“截访”合作协定,负责截留、抓捕、非法拘禁并遣返北京的各地访民,这一黑幕引发一片舆论哗然。

稍晚,北京市公安局宣布,以涉嫌“非法拘禁和非法经营”两项罪名,立案侦查“安元鼎”,并刑事拘留公司董事长张军以及总经理张杰。

但最近《财经》杂志揭露,对“安元鼎”的相关调查“至今没有下文”,“安元鼎”公司已经改名为“中京保安”,并且继续运营。而被打、被非法拘禁的访民没有获得任何赔偿。

这一消息曝光后,再次引起各界关注。《凯迪社区》的网友指出,“像这类保安公司都与公安系统有关。”

北京匿名维权人士:“这个里面他们的后台是谁,是谁办的?老百姓、扫马路的肯定办不了。但是一旦出了事,就把(由)个人承担,承担了以后,再把人保出来。比如说,安元鼎公司的那个经理,现在都已经不了了之了,他们悄悄的就把他给放掉。”

去年(2010年)12月13号,“安元鼎”公司召开董事会,讨论安元鼎改组问题。在此之前据说被“刑拘”的董事长张军,也出席了那次会议。

今年(2011年)1月4号,安元鼎公司办理了变更登记,改头换面为“中京保安”服务(北京)有限公司,法人代表则由张军变更为刘相国,以前投资人员全部撤出。

北京匿名维权人士:“这个是这样的,他们只要有问题之后,他们司法机关、包括工商部门跟着一起去篡改这些东西。它有政府行为。”

《法国国际广播电台》报导,有多位访民声称,以前在“安元鼎”公司负责截访的保安,仍然在重操旧业,暴力截访事件,并没有因“安元鼎事件”被曝光而减少,相反,访民的处境日益艰难,打压日趋严厉。

上海访民王扣玛:“每次上北京,我们市(上海市)驻京办和他们(保安公司)勾结在一起,我们住在旅馆里,有时候一定要把我们带走,我们不走,他们就强行带我们走。这是强行的,不是有一点可以商量的。”

《财经》杂志指出,很多保安公司承担当局的所谓“维稳”任务,保安业的背后是巨大的利益蛋糕。

河南访民李保全:“他自己说的,押送我们的保安一共7个人,押送我们15个人,他为了缓和气氛,他就说,把我们每个人押回去以后,政府给他拿两万块钱。他亲口说的,他保安亲口说的。”

《自由亚洲电台》报导指出,中国各地由于社会不公,不断引发群体性上访。4月11号,湖北22个县市的民办教师集体上访请愿﹔而就在同一天,湖北广水市、山东济南,也出现了类似群体上访。

Changing Name But Not Business

In 2010, Anyuanding Security Company (ASC)
was exposed for taking part in violence
against appellants in Beijing.
Recently, the company was renamed
Zhongjing Security, but continues to
attack people who appeal to the government.

Caijing magazine exposed last fall that
ASC signed contracts with 19 provinces to attack,
arrest and detain people from their regions
who come to appeal to the government in Beijing.

Beijing authorities announced they will undertake
an investigation against ASC’s CEO Zhang Jun
and its manager Zhang Jie for illegal operations.

Caijing reported recently that no investigation
was conducted. The company is only renamed
to Zhongjing Security. The appellants affected
by the company have not received compensation.

The report caused a stir. A blogger said on KDnet
that the company is connected to public security.

An anonymous rights activist in Beijing wrote:
“Who is behind this company? Not ordinary folks.
But once investigated, a few people were charged,
then released. As for the ASC’s CEO – nothing.
He has been quietly released.”

In December ASC discussed management change.
It supposedly arrested CEO Zhang Jun,
said to have attended the discussion.

In January ASC registered a change of its name,
now being Zhongjing Security.
Its legal representative became Liu Xiangguo,
and all previous investors withdrew from it.

Beijing activist: “When problem occurs,
legal and commerce departments work with them
to alter things. This is related to the government.”

According to radio RFI, appellants confirm that
people from the ex-ASC continue to attack them,
and their violence isn’t reduced since exposure.
To the contrary, the attacks are more severe.

Wang Ama, an appellant from Shanghai:
“Every time we come to appeal in Beijing,
Shanghai security and ASC work together
to take us away from the hotel.
When we refuse, they would take us by force.
There is no negotiation.”

Caijing magazine said many security companies
use “maintaining stability” to make profit.

Li Baoquan, an appellant from Henan:
“Seven security personnel detained 15 of us,
and to soften the tension, one revealed that
they would each get RMB20,000 (USD3,000)
from the government. He personally said this.”

Radio Free Asia said, that with injustice in China,
many groups appeal to the upper government.
On April 11, teachers from 22 counties in Hubei
appealed in Beijing collectively.
Similar appeals occurred elsewhere on this day.
