【禁闻】第二大军费国与跛脚军队

【新唐人2011年4月14日讯】瑞典斯德哥尔摩国际和平研究院,最新公布了国际军费报告,中国2010年军费开支近1200亿美元,仍是世界第二大军费国家。时事评论员文昭表示,军事是中共专制工具的一部分,增加军费可以延续他的统治。但是,有评论分析,中国军人素质严重滑落,是个“跛脚”军队。

中共官方表示,2011年中国的国防费预算大约为6011亿元人民币,比2010年还增长了约12.7%。这也使得中国周边的国家倍感压力,担心中共破坏区域平衡。

文昭(时事评论员):“共产党它不是一个民主政权,对内实施对本国人民的专政,对外也经常表现…过去是表现输出革命!独裁政权通常表现的会比较好斗!而且它有很多黑箱作业,不透明。外界就对它感到疑虑重重!它有可能改变像南海周边地区,还有台湾海峡两岸以往军事平衡的关系。”

文昭还表示,共产党现在讲“大国崛起”,它也希望自己成为一个军事大国,因此它还搞国防上的面子工程—航空母舰。而军队是中共专制工具的一部分,共产党本身需要收买地方,这样它枪杆子才能稳得住。

文昭(时事评论员):“一般来讲,外界认为他的实际军费开支,是在他公布的国防预算的两到三倍。为什么军费一直增加,因为军队是共产党体制内的一个‘集团’,而且他在政治上是非常重要,是专政最重要的工具,历代领导人都很难拒绝军方的要求,他军费就会一直不断增长。”

除了增加军费以外,中共同时对外也表现出文化繁荣,大举对外搞文化活动,但是,国内真正的民生问题却放着不管。文昭说,因为那跟延续它的统治,没有太大关联。

文昭:“共产党实际上视许多民生基本需要,迫切需要解决的于不顾,而去大大增加军费,中国它现在是有核武器,有200多万军队,大部分是陆军,他没有被入侵的危险。中国最需要解决的是内部问题。中国需要解决社会公平、农村医疗教育等基本民生的问题。这些是迫切需要公共财政投入的。”

作者刘波在BBC中文网“大家谈中国”栏目中,把中国军队形容成“跛脚”军队。文章说,中国军队在人的素质和人的精神状态方面出现了严重滑坡。

作者观察到,中国社会中的腐败现象,在军队里也表现的淋漓尽致……。如安排好的工作岗位需要请客送礼,调动工作需要花钱走后门,想得到提拔更是需要大笔花钱打通关节,甚至,军人从军不是为了保卫祖国、服务人民,而是为了弄到一张“安置卡”,有了这张“安置卡”,退伍转业后,政府就得给安排一个就业岗位。

刘波认为,一支只有先进的武器装备,而没有高素质和良好精神状态的军队,也绝不会是一支真正有战力的军队。

Poor Quality for USD20 Billion

Stockholm International Peace Research Institute
recently released a report on military spending.
In 2010, China spent nearly USD20 billion,
he country with the 2nd largest military spending.
Commentator Wen Zhao said the military is a tool
for the Chinese Communist Party’s (CCP)
authoritarian rule. More military spending
can lengthen its regime. However,
there are reports on the army’s poor quality.

According to CCP the 2011 national defense budget
is RMB601.1 billion, a 12.7% increase from 2010.
This made China’s neighboring countries worried
about potential regional imbalance caused by China.

Wen: “CCP is not a democratic regime.
It imposes a dictatorship on the Chinese.
Externally, it exported revolutions in the past.
Authoritarian regimes are usually aggressive.
A lot of its secret operations worry the outside world.
It may alter the areas surrounding South China Sea,
and the existing military balance with Taiwan.”

Wen said the CCP claims “rise of a great nation."
It wants to become a great military power.
So, it carries out aircraft carrier defense projects.
As the army is part of CCP’s authoritarian tool,
it needs to bribe local authorities to keep its regime.

Wen: “It is believed that the real military spending
of China is 2 to 3 times higher than its announced
defense budget. Why is its military spending
constantly increasing? The army is “a group”
within the CCP’s system. It is an important tool
in politics and CCP’s dictatorship. Successive
CCP leaders followed military requests,
so military spending continues to grow.”

Besides increasing military spending,
CCP widely engages in overseas cultural activities,
while neglecting domestic people’s livelihood.
Wen said that it’s because people’s livelihood is
irrelevant to the CCP’s continuation of regime.

Wen: “CCP disregards people’s urgent basic needs,
and drastically increases its military spending.
It has nuclear weapons and over 20 billion troops,
so China is in no danger of being invaded.
China needs to solve its internal problems, such as
social equality, rural healthcare and education.
These urgently need public financial investment.“

Writer Liu Bo from BBC described China’s army as
“a lame army,” as there have been serious declines
in terms of the army’s quality and mental conditions.

The author observed that, as in Chinese society,
the corruption is in full swing in China’s military.
To get a good position, one needs to bribe officials.
The soldiers’ mission is not to protect their land
but to get a ‘resettlement card’ from the CCP,
so veteran military personnel can be assigned jobs.

Liu believes an army with only advanced equipment
but no quality or morals will never be combat-worthy.
