【新唐人2014年04月30日訊】澳洲媒體報導，中共在澳洲多所知名大學內建立龐大的秘密間諜網絡，以監控中國留學生和當地華人，以保護北京的「核心利益」，此舉促使澳洲政府強化反情報能力。
澳洲《時代報》（The Age）報導說，中共在澳大利亞多所知名高等學府內，進行大量的監控工作，這些學府有9萬多名中國留學生。澳洲一名官員聲稱，中共在「悉尼大學」的資源，比澳洲政府還多。中共政權如此嚴密的間諜網，促使澳洲安全情報組織（Australian Security Intelligence Organization）建立新的反情報能力，並將工作重點從原先的反恐，移轉到反制中共的情報活動。
旅澳歷史學專家李元華:「民主社會的人很難想像專制極權國家對人民的控制，它這個網撒的很大，對這出國留學的愛國青年懷念祖國一種思念之情，它去搞了一些所謂的政府組織，但是組織裡面其實更多的來講是監視自己的同學，自己的老師，控制自己本國人民去蒐羅其他國家對它所謂一些有利的情報的一個網，這個網實際上就是一個特務網。」
中國留學生是澳洲各大學最重要的國際客戶，而中共在這些大學設置的情報網絡卻限制著中國留學生的一言一行。《時代報》指稱，曾有一名中國留學生在澳洲見到達賴喇嘛，中共安全官員就找上他在中國的父母，要他們約束兒子的行爲。
李元華:「很多學生團體直接聽命於中領館，中領館實際上是給他們佈置任務的，提供經費。譬如說像歡迎中共領導人，或者說他認為是對它政權不利的一些自由人士，進行反對或者繼續灌輸中共的一套所謂的愛國主義。學生也沒有意識到是自己是在充當一個特務，很多人是不自覺的在為它提供訊息。」
報導引述澳洲一所頂尖大學的一名資深教授的話說，他因爲在「新南威爾斯大學」的一場研討會上論及民主議題，在中國被情報部門審訊了4次。
李元華:「這個裡面也有竊取西方情報的、有大量的留學生又是一流的學府。所以不光從科研情報到控制這個海外的訪學的學者監視。用恐佈的手段去對自己的國民，到了國外以後，繼續想箝制他們的思想，讓他們不能自由的去思考，自由的去發言，對那些想表達自己心願的人，去講出一些真話的人去威脅。」
報導說，中共的電子諜報能力廣爲人知，中共政權經常利用網絡滲透澳洲大型公司和政治人物。旅居加拿大的民運人士李一平表示，他認識一個成功的企業家，在海外有大量的人脈關係，中共安全部門曾經要他提供協助在海外建立網路，給他的條件就是政治上的地位，或在國內掙多錢的機會。
旅居加拿大民運人士李一平:「所有這些華人社團，領事管和大使館都是對他們有資助的，甚至還請他們回到中國，免費旅遊、免費招待，都是用中國窮苦老百姓身上榨取的民脂民膏，在海外做這些事情。海外經常有所謂的反對藏獨，疆獨，反對西方國家的一些政策，都是由學生組織出頭來做的。間諜網第二個功能就是竊取經濟上的情報。」
廣東網民傑克:「它歷來都是搞統一戰線的，每年共產黨派大把的特務往出去走，當然留學生出去之後，他們也是希望幫他們幹點事情。留學生跑到歐美國家去看他們民主，肯定有點想法，它就害怕，它們歷來都抓緊思想教育，派的這些所謂使節都是全部圍繞政治幹事情。」
2005年投誠澳大利亞的前中共外交官陳用林，他在接受英國廣播公司《BBC》採訪時指出，中共外交官在澳大利亞每所大學成立中國學生會，任命會長並提供大量金援。這些學生在機場歡迎到訪的中共領導人、阻擋抗議團體和蒐集情報方面很有用，而且中共國安官員指使學生特務滲透異議團體，特別是與西藏和「法輪功」有關的團體。

Chinese Communist Party Spy Networks in Top Australian Universities
Australian media reported that the Chinese Communist
Party (CCP) has established a huge secret spy
network in many famous universities in Australia.
Their purpose is to monitor Chinese students, and local
Chinese communities, to protect Beijing’s “core interests".
This has prompted the Australian government
to strengthen its counter-intelligence capabilities.
Australia’s ‘The Age’ has reported that the
CCP is conducting surveillance activities
in many of the countries famous universities.
There are more than 90,000 overseas Chinese students.
One Australian official stated the CCP has more resources
at the University of Sydney than the Australian Government.
This has prompted the Australian Security Intelligence
Organization to create new counter-intelligence capabilities.
It is shifting its focus from anti-terrorism to
intelligence countering the CCP’s activities.
Li Yuanhua, Historian, Australia: “It is hard
for people in a democratic society to imagine
the control on people from a dictatorship regime.
The CCP set up some so-called governmental organizations
using youth patriotism, and of them missing their homeland.
These organization are in fact to monitor
students, teachers, and control Chinese people.
It is to collect favorable intelligence. The network
is widespread, and is actually a spy network."
Chinese students are the most important international
customers within various universities in Australia.
The CCP set up intelligence networks in the universities
to restrict the words and deeds of Chinese students.
The Age highlighted the case of a Chinese
student in Australia who met the Dalai Lama.
CCP public security officials found his parents in
China, and demanded them to control their son.
Li Yuanhua: “Many student groups directly
take orders from the Chinese consulates.
The consulates assign them tasks and provide
funding, such as welcoming CCP leaders.
They also oppose those they think are detrimental
to the regime, or work to instill so-called patriotism.
Students do not realize they act as spies. Many
provide information to the CCP without thinking."
The news report quoted a senior professor
from one of the top universities in Australia.
He was interrogated four times in China, because
he addressed issues of democracy during a seminar
held by the University of New South Wales.
Li Yuanhua: “It also steals Western intelligence, with
a large number of students in first-class institutions.
It not only steals scientific intelligence,
but also controls visiting scholars.
The CCP threatens its people by means of terror
and suppresses people’s thoughts overseas.
It does this so that they cannot think freely or speak freely.
The CCP also threatens those who express their thoughts."
The report stated that the capabilities of
CCP electronic intelligence are well known.
The regime often uses the Internet to penetrate
into large companies and important politicians.
Li Yiping, a democracy activists living in Canada,
said he knew a successful entrepreneur who
has a large number of overseas connections.
The CCP asked him to help set up a network
overseas, in return for political status and the
opportunity to earn a lot of money in China.
Li Yiping: “Chinese consulates and embassies
fund all these Chinese associations.
They even invite them to China with
free travel and free entertainment.
The CCP uses poor Chinese people’s
flesh and blood to do this grooming.
Overseas activities such as ‘Anti-Tibetan
Separatists’ and ‘Anti-East Turkistan
Separatists’ are all organized by students.
The second function of the spy network
is to steal economic intelligence."
‘Jack’, Guangdong netizen: “Each year, the
CCP sends a large amount of spies overseas.
It hopes that they will help the CCP achieve something.
The CCP is afraid that overseas students will develop their
own ideas once they see democracy in western countries.
It has always worked on ideological education. The CCP
sent out those to help with so-called political ideology."
Former spy Chen Yonglin, who defected in Sydney
in 2005 spoke during an interview with the BBC.
The CCP consulates established student associations
at every university in Australia and provided funding.
The students are used for welcoming visiting
Chinese leaders and collecting useful intelligence.
CCP national security officials ordered students to infiltrate
’dissident‘ groups, particularly Free Tibet and Falun Gong.
