【禁聞】中共啟動「國安委」合法嗎?

中共喉舌《央視》高調報導廣東東莞色情業之後,中共的所謂掃黃運動,從廣東省已經擴大到全中國的九個省份,但是,吸引外界注意力的,並不是被網友諷刺為「打虎打到雞」的掃黃成果,而是事件中,大陸官方與民間的輿論大戰。

2月9號《央視》的報導一出,立刻引起網路輿論反彈,不僅以「東莞挺住!」等中共官方輿論常用的煽情語句抗議《央視》,還有不少網民甚至直接指斥《央視》長期「出賣靈魂」,它的罪惡遠勝於東莞性工作者出賣身體。

大陸媒體人賈葭評論說,在這次事件中,中共官方媒體首次失去了多年來對政治議題的主導能力,民間輿論在對官方輿論的抗爭中,第一次取得了絕對的優勢地位。 在2月9號到2月10號晚間,中共禁令出臺前的一天半時間內,輿論的走向完全與《央視》當初期待的相反,在中共新聞管制中罕見的出現了「管制空窗期」,令主管機關因「輿論失控」而憤怒至極。

隨後,中共官方媒體《新華網》、《人民日報》等發表一系列文章,從是非界限、文明底線、媒體責任和治理責任等方面,對網路輿論抗議進行批判。指責「挺東莞、反央視」的有關言論是沒有言行底線,成為了法律和道德雙重失重的沉淪。

中共黨媒的輿論高壓,雖然使民間輿論反彈之聲再度低沉,但是質疑和諷刺仍在繼續。

攝影師王麒追問:「人民日報發文《文明底線不容褻瀆》,我想問:當你說畝產三萬 斤的時候,文明底線哪去了?當官員強姦幼女被解讀為嫖宿幼女的時候,文明底線哪去了?當你們眼裡只看到東莞的裸女和三亞裸男,卻對中國的裸官視而不見,文 明底線又哪去了?你們褻瀆我們六十多年,還有甚麼資格跟我們談文明底線?」

中共啟動「國安委」合法嗎?

據《中國廣播網》報導,中共「人大」和「政協」兩會,分別定於3月3號和5號在北京開幕,中共「國家安全委員會」有望在「兩會」上正式設立。預計「國安委」與「人大」配合,進行相關立法,尤其是在突發情況下進行「緊急立法」。消息引起外界關注。

《德國之聲》引述中國學者、國務院農村發展中心前研究員姚監復的評論說,中共當局可能會模糊「國安委」到底「姓國」還是「姓黨」的性質,在「兩會」上以像徵性的舉手方式通過,然後使其運行。

但是,姚監復認為,「國安委」是一個超憲法的組織,它的成立本身就違反了中共的《憲法》。

姚監復說:「不知道人大會議要不要批准這樣一個組織,要不要列到《憲法》中去,否則中共中央怎麼能夠成立一個機構,可以管安全部、軍隊、外交部的事呢?如果是運行的話,可能會管你《憲法》改不改,我就運行。這就證明中共是不按《憲法》辦事。」

襲警被定暴恐 世維會稱雙重標準

2月16號,中共當局將上週五新疆阿克蘇地區發生的襲警案件,定性為一起「有組織、有預謀的暴力恐怖案件」,但是流亡海外的維吾爾人團體,則指責中共在處理社會矛盾的問題上,實行歧視維族人的雙重標準。

據《美國之音》報導,總部設在德國的「世界維吾爾大會」發言人迪裡夏提表示,這是壟斷性的專橫定性。

他說,「中共針對維吾爾人的抗爭,向來都是採取就地鎮壓,然後說成是『有組織有預謀的恐怖活動』。而且恐怖的定義在中國是典型的雙重標準。中國(漢族)人抗爭,當局說他們是對社會不滿。而維吾爾人抗爭就成了『有組織、有預謀』的。」

迪裡夏提呼籲中共當局解除限制,允許國際媒體在不受任何阻礙的情況下採訪當地的維吾爾人,以獲取事件的真相。

Dongguan Anti-Vice Expands.
Public Opinion War is a Concern

After the Chinese Communist Party (CCP) mouthpiece
CCTV reported Dongguan porn industry, the so-called anti-
vice movement has expanded from Guangdong Province to
the nine provinces.
However, the attention-grabbing is not the anti-vice result
“try to beat the tiger but beat the chicken”, but the public
opinion war between mainland officials and civilians.

On February 9, CCTV reports immediately aroused public
Opinions to rebound on the network.
Some netizens not only protested with the official emotional
sentence “Dongguan, hold on!" but also directly accused
CCTV of long-term selling the soul".

“CCTV’s evil is far than worse than sex workers’ selling
their bodies in Dongguan.”

Mainland media person Jia Jia said that the CCP mouthpiece
lost the long term leading ability of political issue the first time;
Public opinion initially had the advantage position
when struggling with official opinion.
From February 9 to February 10, one and a half days before
the ban from CCP, the public opinion trend was completely
contrary to CCTV’s original expectations.

It is unusual to have a control window period in CCP news.
The CCP were very angry about uncontrolled public opinion.

After that, the CCP mouthpiece Xinhua, and People’s Daily
published a series of articles to criticize the public protection
on right and wrong boundaries, civilization bottom line,
media responsibility and governance responsibilities.
They accused some remarks such as “hang on, Dongguan,
anti-CCTV" and no behavior bottom line becoming a
destruction both legally and morally.

Although the CCP media pressure makes the rebound public
voice low again, the questions and irony still continue.

Photographer Wang Qi asked: “People’s Daily issued an article
named “The bottom line can not be profaned.
I wonder, where is the bottom line when you say fifteen
thousand kg per mu?
Where is the bottom line when you only focus on Dongguan’s
naked lady and Sanya’s naked guy without seeing China’s
naked officials?

How could you talk bottom line with us after you blaspheme
us for sixty years?

Is it Legal For The Chinese Communist Party to Start
National Security Council?

According to Chinese Radio Network, the Chinese Communist
Party (CCP) “NPC" and “CPPCC" two sessions were scheduled
to start on March 3 and 5 in Beijing.

The National Security Council, is expected to be set up in “two
sessions".
It is expected that the national security council and NPC
will conduct the relevant legislation and emergency legislation
in emergency situations.
The news caused a lot of attention.

Deutsche Welle quoted Chinese scholar, former researcher
of State Rural Development Center Yao Jianfu’s comment that
the Chinese authorities may blur the national Security Council’s
surname in State or in Party.
There will be symbolically raising hands
in “two sessions" to pass.

However, Yao Jianfu believes that national security council
is a super-constitutional organization; its establishment is a
violation of the CCP’s constitution.

Yao Jianfu said:"We do not know if the National People’s
Congress need to approve such an organization and list it to
the Constitution.

Otherwise how can CCP set up a mechanism to manage the
Security Department, the military and the Foreign Ministry?
If they set it up without caring the Constitution, it proves the
CCP doesn’t act according to the Constitution."

The World Uyghur Congress Reacts to Double Standards

On February 16, the Chinese authorities characterized last
Friday’s assaulting police case in Aksu Prefecture, Xinjiang
as an organized premeditated violence terror.

But the exiled Uyghur group accused the Chinese Communist
Party (CCP) of double standards when handling social
contradictions with discrimination of Uyghurs.

According to the Voice of America, based in Germany the
World Uyghur Congress spokesman Dilshat said this was
a monopoly arbitrary determination.

He said, “The CCP always took repression to Uyghurs and
characterized it as organized premeditated violence terror.
Plus the terror definition in China is always double standards.

Chinese (Han) people protests are “dissatisfied with the
community”, while Uyghur protests became “organized,
premeditated violence terror".

Dilshat called on the CCPto release restrictions and allow
international media interview local Uyghurs without hindrance
to get the truth.
