【新唐人2013年12月17日訊】新疆喀什再爆流血衝突，16人死亡
中國新疆喀什地區15號再度發生警民流血衝突事件，造成14名維族人被擊斃，2名警察喪身。
中共當局聲稱，是當地警察在喀什薩依巴格鄉抓捕犯罪嫌疑人時，突然遭到襲擊，因而開槍擊斃對方。
不過，「世界維吾爾人大會」發言人迪裡夏提對《美國之音》表示，引發事件的原因是警察深夜闖入維吾爾人的家中，進行武裝清查。
迪裡夏提說，現在中共當局針對維吾爾人的鎮壓政策，已經超出了中共現有的司法程序，而且是直接殺人滅口，完了進行單方面的指控。
他特別指出，被槍殺的人當中有兩名未成年人。
喀什警察沒收個體戶百萬美元收入
就在流血衝突發生的同一天，由北京「中央民族大學」教授伊朗哈姆•土赫提牽頭開設的《維吾爾在線》網站，報導一條消息說，喀什警察沒收了當地個體戶百萬美元的收入，事發地點正是發生流血衝突事件的喀什地區疏附縣。
據報導，在一份遞交給新疆維吾爾自治區政法委的訴狀中，14名個體戶表示，2006年4月，當地警察以進行非法外匯交易為名，沒收了他們的總計約217萬美元合法收入。
他們曾多次到新疆維吾爾自治區公安廳和烏魯木齊市天山區檢察院索要錢財，但對方拒不歸還這部分錢。
報導說，時隔多年，這些個體戶被收繳的錢財去向如何？至今沒有任何回答。
《法國國際廣播電臺》在引述這個消息時評論說，這起事件雖然與剛剛發生的流血事件發生在同一地點，但是，兩者之間可能並不存在關聯。不過，他們唯一的共同點就是﹕他們都是沒有得到回答的巨大問號。
《法廣》認為，這也是新疆地區近幾年來接二連三發生的暴力事件的主要原因。
上千訪民聚集中共國家信訪局抗議
因最近接連發生訪民自殺和被打事件，12月15號上午，大批在京訪民前往中共國家信訪局抗議。
據大陸《民生觀察工作室》報導，當天上午九點左右，現場已聚集了上千人，大批警察到場搶奪訪民手中的橫幅，打人抓人。
目擊者證實，來自遼寧和河南的訪民孫建英、孫秀英遭到毆打，另有一名女性訪民被抓。

Xinjiang Kashi Bloodshed Leads to 16 deaths
On Dec. 15, in the Xinjiang Kashi region of China bloody
incidents occurred again between police and the people.
14 Uighurs and two policemen were killed.
The Chinese Communist Party (CCP) claims that, when local
police arrested suspects in Kashi, they were attacked suddenly.
So they fired their guns.
World Uyghur Congress spokesperson Dilshat Reshit told
Voice of America that the real reason for the incident was
that police broke into Uighurs’ homes for an armed inventory.
Dilshat said that, the current CCP repressive policy against
Uighurs have far exceeded the existing judicial process, and
it is directly murdering using unilateral allegations.
He especially pointed out that two minors died among
those who had been shot.
Kashi Police Confiscated Millions of Dollars
From Self-Employed People
On Dec. 15, the same day of the bloodshed, website Uyghur
Online, which is hosted by Beijing Minzu University of China
Professor Ilham Tohti, reported thati Kashi police confiscated
million dollars’ income from local self-employed people.
Kashi region Shufu County is the place of the bloodshed.
Sources said that in a submission of complaints to Xinjiang
Uighurs Autonomous Region Political and Law Committee,
14 self-employed people stated that in 2006 April, local police
confiscated a total of approximately 2.17 million dollars.
This was because they were “illegal foreign
exchange transactions”.
The victims have requested many times to Xinjiang Uighur
Autonomous Region Public Security Bureau and Urumqi
Procuratorate, for return of their money. but they were refused.
The report says, after so many years, where did the money go?
So far no answer is provided.
Radio France Internationale cited this news and commented
that, although this incident happened at the same place as the
bloodshed, these two incidents do not have any association.
However, they have only one thing in common:
Neither of the two questions have been answered.
Radio France Internationale believes, this is also a main reason
why many violent incidents took place in recent years in Xinjiang.
Thousands of Petitioners Protest at the
Chinese Complaints Bureau
Petitioners’suicides and beating incidents occur constantly.
On the morning of Dec. 15, a large number of petitioners went
to the Chinese Communist Party (CCP) ‘s State Complaints
Bureau to protest.
China-based Livelihood Observe Studio reported that at
9 am on that day, almost one thousand police arrived and
grabbed the banners from protesters. Then the police beat
and arrested the petitioners.
Witnesses confirmed that, petitioners Sun Jianying and
Sun Xiuying from Liaoning and Henan were beaten and
a female petitioner was arrested.
