【新唐人2013年12月06日訊】美國副總統拜登週三剛抵達北京，就來到了美國駐華使館前，他鼓勵前來申請赴美簽證的中國民眾挑戰中共「權威」。當天，拜登還針對中共新設定的「東海防空識別區」，私下要求中共不要認真執行相關規定。
12月4號起，拜登在中國展開了為期兩天的訪問，他剛到達北京，就來到美國駐華大使館前，對前來辦理簽證的中國公民說，美國總是期待青年才俊的到來。他告訴在場的中國學生，不要只是到美國看看，還要留下來。
「只有在你能自由的呼吸，挑戰政府，挑戰老師，挑戰宗教領袖的情況下，才會有發明創新。」
他還開玩笑說：「如果你去華盛頓，告訴他們你曾在這兒和我交談，我保證你能見到我。」
旅美中國社會問題研究人士張健說，拜登是一位受人尊敬的政界人物，他的話中暗含對中共嚴控社會的批評，他履行了一個民主國家副總統的職責。
旅美中國社會問題研究人士張健：「他給中國人民帶來普世價值的一個延伸，他告訴中國人民，做為一個真正的人，應該怎麼樣活著，應該怎麼樣做，怎麼樣思考，這是做為一個中國人首先要解決的問題。」
大陸《權利運動》組織發起人胡軍認為，拜登是在告訴中國人，政府是為人民服務的，挑戰政府是天賦人權。
大陸《權利運動》組織發起人胡軍：「一個社會要發展、要更新的話，就是要有一個挑戰的精神，質疑的精神，只有質疑你才可能往前發展，才可能有社會的進步，如果我們老是有個權威在那的話，那麼我們只能停滯不前。」
今年5月，在美國「賓夕法尼亞大學」的一次畢業典禮上，拜登就曾告訴中國學生說：「在一個你不能自由呼吸的國家裏，你就不能有另類思考，在一個你沒有能力挑戰『正統』觀念的國家，你就不能有不同的想法，因為變化只能來自挑戰『正統』。」
當天他的講話曾引起在場的一些中國學生不滿，並要求他道歉。
胡軍分析，中、美之間，天差地別的「自由呼吸」社會環境，這些留學生不可能看不到，他們的不滿是受中共背後操縱。
胡軍：「我們的小學教育多少年都是受奴民教育，給我們豎立一個權威，豎立一個領袖，豎立一個神，說一句話頂一萬句，所以這種愚民教育培育奴民，讓人只能是聽話的工具，長期的教育產生現在的結果。」
此外，11月23號，中共宣佈設立「東海防空識別區」，引起多國的不滿。三天後，美、日、南韓三國的飛機在沒有通知中共的情況下，紛紛飛越這一區域。而拜登訪華正處於這一背景下，輿論聚焦拜登對這一事件的態度。
3號，拜登訪問日本時說：中共單方面設立的防空識別區，導致地區局勢緊張，增加了各方誤判風險；美國政府的一位高級行政助理對媒體說：4號，拜登私下裡要求中共不要認真執行新防空識別區的相關規定。
張健：「日、韓、美三個國家他們是用行動來否定了『防空識別區』的存在，他們派了偵查機頻繁飛入所謂的『防空識別區』，就是用行動告訴你，『防空識別區』根本就不應該存在，他根本不會在這個問題上過於和中共糾纏。」
北京時政觀察人士華頗分析，中共也不願把「東海防空識別區」作為主要議題，因為威脅中共政權的危機在國內。
北京時政觀察人士華頗：「官民矛盾，還有統治集團之間內部的矛盾，已經是非常非常激化了，所以它在外部就要保持一個平穩的環境，中國雖然說宣佈識別區，但是不會把局勢搞得失控，其實它這一切一切就是保政權。」
拜登結束中國的訪問後將轉往南韓，繼續東亞三國的行程。

During his visit to China, Biden encourages the young Chinese
people to challenge CCP authorities
U.S. Vice President Joe Biden, arrived in Beijing on
Wednesday, visiting the U.S. Embassy along the way,
reportedly encouraging Chinese youngsters, who were waiting
to get US visitor visas, to challenge CCP authority.
The same day, Biden also privately asked not to earnestly
implement the relevant provisions regarding the new set
“East China Sea air defence identification zone”.
December 4, Joe Biden opened a two-day visit to China.
Arriving midday in Beijing, Biden paid a visit to the U.S.
Embassy and told Chinese citizens,
who were waiting to get visas processed, that they are constantly
on the look out for bright young people.
He also said that he hoped some students, when you came to
visit, that they “decide to stay.”
He also said, “Innovation can only occur when you breathe free,
challenge the government, challenge your teachers
& challenge religious leaders.”
Biden also joked: “If you come to Washington, tell them you
spoke to me here and I promise you now,
you”ll be able to get to see me.
US-based Chinese social issues researcher Zhang Jian: “Biden
is a respected political figure. His words implied criticism
towards CCP’s strict control over society.
He fulfilled his duties as the vice president from a
democratic country.”

extended to the Chinese people.”
He also told the Chinese citizens how to live properly,
how to think and how to conduct themselves
as real people.
This is the first thing which needs to be resolved as far
as the Chinese people are concerned.

believes, Biden is telling the Chinese government,
that it is right to serve the people and it is natural & right for
the people to challenge the government.

“To develop and improve a society, we must
have a fighting and questioning spirit.
Only questions & democracy can move social progress forward.
We will forever stagnate if there is always an authority.
In May of this year, at a graduation ceremony in University of
Pennsylvania, Biden told Chinese students,
that if you cannot breathe freely in your own country, you will
never experience free thought.
You cannot think different in a nation where you aren’t able to
challenge orthodoxy, because change only comes from
challenging orthodoxy.
That day, his speech caused for discontent amongst some of
the Chinese students and they requested an apology
Hu Jun analysed, these students should not ignore the differences
on breathing freely within the separate social environments
of the United States and China.
The discontent of the young of today in China, is massively
utilised & controlled by Chinese authorities,
all from behind the scenes
Hu Jun: “Our elementary education has been subject to slavery
education for many years.
The authority erected a leader or a god whose one word is in
the top ten thousand.
So people can only be an obedient tool under such long-term
obscurant education.”
In addition, the established “East China air defence
identification zone,” caused a lot of dissatisfaction amongst
many countries.
Three days later, the three aircraft from the United States,
Japan and South Korea, flew over the
area without notice.
Hence all media focused their attentions upon Biden”s
attitude under such conditions.
December 3, when Biden visited Japan, made comment that,
CCP”s unilaterally established air defence identification zone,
had led to a tense situation in this region and increased
the risk of injustice.
A senior administrative assistant for the U.S. government told
the media: Biden also privately asked not to earnestly
implement the relevant provisions of the said identification zone.
Zhang Jian: “Japan, Korea and the United States, three countries,
took action to deny the existence of any air
defence identification zone ”.
They sent a reconnaissance aircraft frequently to the so-called”
air defence identification zone,
which simply tells us it should not exist and that they are unwilling
to become too entangled with China on such issues. ”
Beijing political commenter Hua Po analyzed that the CCP
does not want to place “East Air Defence Identification Zone”
as a major issue,
because the crisis which threatens the regime the most,
is in China.
Beijing political commenter Hua Po: “The contradictory
between the officials and public, as well as internal
ruling group, have all intensified. ”
So it is necessary to maintain a stable external environment.
China will not blowthe situation out of control, although
they announced the identification zone,
they did however try to exert extra security for the regime.
Biden finished his trip in China and continued to visit South
Korea and three other countries of East Asia.
