【禁聞】《環球時報》試水?對朝來硬的!

【新唐人2013年05月23日訊】中共黨報《環球時報》星期二發表社評說,中、朝海上問題有多重原因,包括以往發生這類糾紛時,「中方的態度不夠強硬,使得朝方基層軍警和他們的指揮者有恃無恐。」《環時》總編也公開說:中方需要嚴厲對朝交涉,必要時對它來硬的。國際媒體質疑:中共黨報這篇社評是反映誰的聲音?媒體解讀認為,中共當局企圖以非官方的方式發表官方的意見。

《環球時報》報導,這次朝鮮抓扣中國漁船,與菲律賓不久前在南海射殺台灣漁民的「性質不同」。社評說,「南海的衝突背景是中菲領土對抗」,但中朝不是,中朝之間的問題更像是朝方軍警,「敲中國漁民的竹槓」。意思是,與平壤政府無關。

《環時》的社評認為,兩國戰略層面的友好關係需要維護,但對於基層摩擦,決不能含糊。「中國對朝關係應當一是一,二是二。」中方首先要針對每一個具體摩擦據理力爭,如果朝方不講理,甚至耍無賴,中方就要改用行動的語言,迫朝方建立分寸感。

評論強調,「官方需要高度重視朝鮮抓扣中國漁民對中國政治的危害性。在互聯網時代,這些事件往往會被解讀成『政府軟弱』。如果不從根本上為朝鮮立下規矩,整個政府的形象就要為這些海上事件反覆埋單。」

但是,國際媒體質疑,《環時》反映的是誰的聲音?

深圳政論專欄作家朱健國:「因為最近一兩年,很多中國人已經在反思當年對朝鮮——援朝戰爭,已經是上了朝鮮的當——一場悲劇。那麼,在這麼一種社會背景之下,現在又對朝鮮的繼續挑釁再給予寬容,那麼,只會讓當局更加的與百姓的願望離得更遠了。國內的百姓更加仇官、仇政府,會帶來國內更大的動盪。」

《美國之音》認為,種種跡象表明,《環球時報》是作為政府在輿論和政策實行方面的試水和放風。也就是,用和政府不太一致的社評或報導形式,發表政府傾向認同、或已經認同,並即將實行的政策。

《環球時報》總編胡錫進也在最近的微博上面說:朝鮮國窮,對外不夠文明,挺差勁。中方需要嚴厲對朝交涉,必要時對它來硬的,比如扣一次我們的漁船,就減少多少對朝援助。

台灣國立政治大學國際關係研究中心主任嚴震生:「因為現在全世界都在制裁朝鮮(北韓),所以朝鮮現在的經濟幾乎全部都是靠中國了,如果中國可以在這方面施加壓力的話,那當然可以看到一些具體的成效吧!」

朱健國:「他們實際是兄弟,所以他們的血脈是一個血脈,都是專制的共產主義的血脈,如果否定了北韓(朝鮮),就否定了自己。就是基於這點,它(中共)對北韓(朝鮮)既惱火,又沒有辦法。」

深圳政論專欄作家朱健國表示,今天的朝鮮,就是當年的中國;而今天的中國就是當年的蘇聯。

朱健國:「它並不領情,你說你犧牲了五十多萬人,它覺得,你就是為了把戰火放在我們國家,那就像蘇聯當年支援中國,就是想控制中國,想在中國的大連,想建立海軍基地。一樣!今天中共對北韓(朝鮮)的支援也是想控制北韓,左右北韓。把北韓做為對美國的一張牌來打。」

嚴震生:「我認為就是因為它(朝鮮)相信,朝鮮是中國(中共)對抗美國重返亞洲一個還不錯的一個棋,這是北韓政府有恃無恐的地方,就認為,它對中國大陸有很重要的軍事戰略價值。」

但是,朱健國表示,朝鮮也不想徹底的得罪北京,所以最終也給北京留一點面子——免費放人。

Global Times releases China’s warning to North Korea

CCP mouthpiece newspaper, Global Times, published
an editorial on Tuesday (May 21) regarding the disputes with North Korea at sea.
The editorial points out “multiple causes" for the disputes,

including “China’s compromising attitude in earlier disputes
which emboldened DPRK officers and soldiers in such events."
The Chief Editor of Global Times publicly claimed that China
needs to show a strong attitude in negotiations with DPRK, and take proactive measures when necessary.
International media questioned whose voice
this editorials reflects.
The editorial has been interpreted as the opinion of Chinese
authorities via an unofficial way of expression.

Global Times reported that DPRK’s recent hijack of a
Chinese fishing boat differs in nature from the Philippines’ recent shooting of Taiwanese fishermen.
The editorial says, “the conflict in South China Sea reflects
territorial disputes between China and the Philippines,"
whereas North Korean military police simply blackmailed
Chinese fishermen.
It indicates that the North Korean hijack has nothing
to do with Pyongyang government.

The Global Times editorial holds that China should maintain
its friendly relations with North Korea on a strategic level,
but it must show its strong position regarding
regional conflicts.

“China should deal with things case by case regarding
its relation with North Korea,"it states.
China should argue against North Korea on specific disputes.

If North Korea is unreasonable, China should resort
to action instead of language to discipline North Korea.

The comment emphasizes that “Chinese authorities need
to realize the negative impacts of the Chinese fishermen being detained in Korea."
“In the Internet era, people tend to interpret
governmental silence as sign of weakness.
If China does not set rules for DPRK, it will have to pay
for these incidents repeatedly."

However, international media questioned
the source of such voices.

Zhu Jianguo, political columnist in Shenzhen, China:
“In recent years, many Chinese people have been reflecting
on the Korean war, when China was tricked by North Korea.
If China continues to tolerate North Korea’s provocations,
Chinese authorities will only move further away from the public will.
Increasing anti-government sentiments will bring
greater domestic unrest to China."

Voice of America says that Global Times serves as a test
of public opinion and policy for Chinese government.
That is, it reports events in agreement with the Chinese
government, although in different ways than China’s mouthpiece media.

Hu Xijin, editor of Global Times, recently said on Weibo that
Korea is a poor country with uncivilized foreign affairs behavior.
He said China needs to be tough in dealing with
North Korea’s provocations.
He suggested that Chinese government can reduce the
amount of assistance to North Korea whenever it hijacks Chinese fishing boats.

Yan Zhensheng, Director of International Relations Research
Center, Taiwan National Chengchi University:
“When the whole world is in sanctions against North Korea,
the North Korean economy depends almost entirely on China.
If China can exert pressure in this regard, it must be effective
in solving China-Korea disputes."

Zhu Jianguo: “They [CCP and DPRK] are actually brothers,
sharing one blood of authoritarian communism.
If China denounces North Korea, it at the same time
denies itself.
Because of this, CCP is both annoyed by North Korea
and helpless to do anything about it."

Shenzhen political columnist Zhu Jianguo said that
today’s North Korea is just like China in the past;
whereas today’s China is the Soviet Union of the past.

Zhu Jianguo:"North Korea does not appreciate
China’s help in the Korean War.
China sacrificed over 500,000 soldiers, but Korea feels
that China only wanted to keep the war within Korea,
just as the Soviet Union supported China
only to control China.
For example, the Soviet Union tried
to build a naval base in Dalian.
The CCP’s support of North Korea also serves
the purpose of controlling North Korea, using it as a card against the United States."

Yan Zhensheng:"North Korea believes that it is
China’s ticket to thwart America’s attempt to return to Asia.
That is why the North Korean government has no fear
with all its provocations against China.
It simply believes itself to be of great importance to China’s
military strategies."

Zhu Jianguo also said that North Korea
does not want to offend Beijing completely,
so it ultimately displayed a small amount of respect to
Beijing by releasing the hijacked fishermen without charge.
