【禁聞】王立軍百億工程「遺產」成爛尾

【新唐人2013年03月20日訊】前重慶市副市長,在兼任重慶市公安局局長期間,大手筆花費至少200億元人民幣,打造所謂「平安重慶」工程,但至今,大多數工程還沒有完成,有媒體報導,重慶200億元工程,可能淪為「爛尾工程」。

大陸《財經網》報導,從2008年6月到2012年2月,王立軍大手筆改造了重慶警界的軟硬體,短短44個月,總投資價值數百億元。

在治警工程方面,王立軍對警局人事、機構和待遇大手筆改造。第一期工程叫「生命工程」,從優提高公安待遇;第二期工程體現在市局的豪華食堂、文化沙龍、公安醫院;第三期工程主要是啟動修建一所32層的培訓中心。同時,王立軍先後主導了金盾二期工程、反恐和武警基地、警方雲計算信息安全服務中心等近30個項目。

這些項目,投資數億元甚至數百億元。規模不斷擴大的同時,工期也在延長,其中多數至今還沒有完工。

報導還說,這些建設項目的資金來源包括財政預算、社會捐贈、區縣「上供」,甚至來自「打黑」中截留的財物。

中國商人謝先生:「這些事情我們要綜合來看,不是說對老百姓有一丁點好處的,就可以花如此巨大的經費,然後還打著旗號,順我者昌、逆我者亡的舉動。實際上我們知道,王立軍跟薄熙來在重慶是所謂的唱紅打黑,實際上很大程度是針對民營企業中間的不配合他們搜刮財富的舉動(的人)。」

據了解,在王立軍去職之前,預計投入200多億元的「平安重慶工程」,已從單純的視頻監控系統,擴大為覆蓋煤水電氣油、道路交通、消防安全、治安防控、反恐等各個領域的巨無霸工程。

其中,「重慶市公安局刑事技術中心暨光華醫院工程」佔地150畝、總建築面積6萬平方公尺,曾經是王立軍最重視的建設項目,如今因久建不成而被稱為「伊拉克戰場上的爛尾樓」。

中國政論專欄作家朱建國:「從另一面來說,它也是中國近10年來,經濟高速發展的一個驅動,所以中國的高速經濟發展,它實際上也是一種腐敗驅動的,建立在腐敗基礎之上,像那樣的爛尾工程,它雖然爛尾了,但是它的GDP已經計入了,所以這10年所謂的輝煌,GDP老二,它就是建立在王立軍這種腐敗基礎之上的。」

朱建國認為,中國每年的國內生產總值(GDP)實際上是一種泡沫般的假象。他說,如果把這些爛尾工程全部剔除,那麼,中國經濟肯定成為全球倒數第二。

任職於美國「南卡羅萊納大學艾肯商學院」教授謝田認為,人治社會的最大弊端就是「爛尾工程」,不僅造成社會資源極大的浪費,更培養出一群貪官。

美國南卡羅萊納大學艾肯商學院教授謝田:「這種所謂平安工程也好、監控系統也好,如果其他官員來接替王立軍和薄熙來的話,他們還是可能會進行下去的,有可能還會從新立項目、重新撥款,會造成更大的貪腐,任何有利於共產黨統治,時時維穩的項目應該還會繼續進行下去,只是對老百姓來說,他們的負擔會更重的。」

王立軍曾在前中共重慶市委書記薄熙來的指揮下,力行重慶模式的「打黑」行動。去年9月,王立軍被控叛逃、徇私枉法、濫用職權和受賄。薄熙來被解除中共重慶市委書記、中共中央政治局委員等職務,接受中共中央紀律檢查委員會調查,隨後被開除黨籍及公職。

Wang Lijun’s 20 Billion Yuan Plus Project Left Unfinished

During his tenure as Chongqing’s deputy mayor
and police chief,
Wang Lijun initiated a 20 billion plus yuan
project called “Peaceful Chongqing”.
However, most of the constructions
remain uncompleted to this day.
Media reported that these 20 billion yuan plus buildings
may finally become “unfinished construction projects”.

Magazine.caijing.com.cn reported that
in the period June 2008-Feb. 2012,
Wang Lijun threw tens of billions of yuan into
the coffers of Chongqing police.

Reportedly, Wang spent vast sums of money on
projects that were built for Chongqing police.
The first stage was improving police remuneration.

The second stage was the building of specific
luxury canteens, cultural salons, and police hospitals.
The third stage was to put into use a 32-story training center.
Meanwhile, Wang Lijun led almost 30 projects.
These included the Golden Shield project II (internet
censorship), counter-terrorism and an armed police base,
a police service center for cloud computing
for cloud-computing information security.

These projects cost several billions of yuan.

Continuous injections of investment have prolonged
the construction period.
But most of the constructions
still haven’t been completed.

According to the news report, capital for these projects
came from the fiscal budget, social donations, and bribery.
They were paid for by local exchequers in
counties and urban districts,
There were also properties that were
withheld from Chongqing’s anti-vice campaign.

(Businessman, China) Mr. Xie: “Overall,
public funds cannot be squandered in this way.
Wang Lijun and Bo Xilai together launched
their anti-vice campaign.
It was largely aimed at victimizing private entrepreneurs
who didn’t succumb to the two’s plundering of public funds.”

Media reported that Wang Lijun had dominated
the project “Peaceful Chongqing“, with estimated investments of over 20 billion yuan.
It was initially designed as a simple video surveillance system,
but was later enlarged into a giant project.
It covered coal, water, electricity, gas, oil, road traffic,
fire safety, crime prevention & control, and counter-terrorism.

One of these is the project of Chongqing Police Criminal
Technology Center & Guanghua Hospital.
It occupied 150 mu of lands, with a total
construction area of 60,000 square meters.
Wang Lijun gave it high value, but for now building
works have been suspended.

(Political columnist) Zhu Jianguo: “This was a drive for
rapid economic growth in recent decades in China.
To be exact, it was a corruption-driven development.

Examples include half-finished construction projects,
They remain unfinished, but have contributed to rising GDP.
In the past 10 years, the so-called brilliant achievement,

such as China’s second place by GDP, was actually
based on similar examples of corruption.”

Zhu Jianguo remarks that China’s annual GDP
is actually a bubble-like illusion.
If excluding data related to these unfinished projects, China’s
economy will surely be the second to last in the world, he says.

Xie Tian, professor at University of South Carolina-Aiken,
comments,
He says in a society under dictatorial rule, the biggest
malpractice is creation of incomplete construction projects.
The abuse has greatly wasted social resources,
and also fed throngs of corrupt officials.

Xie Tian: “As for similar projects or monitoring systems,
successors of Wang Lijun and Bo Xilai are very likely to follow suit.
They might start new projects, with new allocations of
funding which will lead to even greater corruption.
Any project that can help sustain CCP rule and maintain
so called stability will continue to be supported.
But it is clear that the general public in China
will have to bear more.”

Under the leadership of Bo Xilai, Wang Lijun dominated
the anti-vice campaign in Chongqing.
In September 2012, Wang was charged with defection,
bending the law for personal gain, abuse of power and graft.
Bo Xilai was removed from his post as Chongqing Party chief
and CCP Central Committee Politburo member.
Bo was put under CCP investigation and expelled from
the Party and public office.
