【新唐人2013年02月08日訊】中國知名維權律師浦志強，星期三在新浪、騰訊和搜狐三大微博網站上，實名舉報前中共常委、中央政法委書記周永康。浦志強斥責周永康「禍國殃民，荼毒天下」，並說周永康的維穩路線造成了無數的人間慘劇。評論者表示，中共維穩體制，實際上就是一種法西斯制度。
「北京華一律師事務所」執行合夥人浦志強律師，曾代理多起知名維權案件。他在2月6號上午發佈微博說：「本人實名舉報，公安部前前部長、政法委前書記周永康，禍國殃民！他認為，若想從維穩的陰影下走出，就必須清算周永康的社會治安綜合治理模式。他說，太多的人間慘劇、悲歡離合，都跟周永康有直接或間接的關係。此人秉政十年，竟然荼毒天下！」
浦志強對《美國之音》表示，中國要改變現狀，必須清算胡溫十年的維穩思路，而周永康明顯要承擔責任。他認為，在維穩路線下，法律權威被放在一邊，遭到踐踏。
浦志強表示，在這十年，中國的社會矛盾沒有一項得到真正的解決，比如說六四問題、法輪功問題、和徵地拆遷所引起的與民爭利的問題、以及環境的破壞問題，最重要的就是公平和秩序問題，胡溫沒有能做到。而周永康負責的公檢法系統，使得中國司法的信譽喪失殆盡。
大陸著名活動人士胡佳對《新唐人》表示，周永康是維穩體制的開啟者，他把維穩體制推到最高峰，逮捕和壓制著名律師高智晟，都是在周永康治下發生。胡佳說，維穩體制實際上就是一種法西斯制度。
大陸著名活動人士胡佳：「他所統攝的公安、法院、檢察院、司法警察，包括勞動教養，還有監獄警察、國家安全、信訪，這些機構每天的運轉，實際上就是在犯罪。我實際上在2007年就寫文章，說周永康該上絞架，2007年末12月27日我被捕，後來08年被判煽動顛覆國家政權罪的時候，關於指責周永康應該上絞架，死有餘辜這類的話，成為給我定罪的證據之一。」
胡佳表示，雖然周永康現在已經卸任，但是，他還是很欣賞浦志強律師在這個時候提出清算周永康，和清算整個維穩體制的動議。他說，浦志強律師在去年通過多個勞教訴訟，發起廢除勞教的輿論攻勢。而這一次，他把對體制的抨擊升高到對整個維穩體制、以及政法委體制直接負責人周永康的高度，胡佳認為，這更加抓住了中共侵犯人權這類制度的本源。
胡佳說，顯然，周永康和他所建立的、以及仍然在運轉的這套維穩體制，是必須受到中國受害者和全世界輿論的鞭笞。因為整個政法委系統就是一種國家犯罪，說白了是一種執政黨的黨權犯罪。
近兩天，接連有新聞報導，截訪人員被當局以「非法拘禁罪」判刑，以及雲南不再審批勞動教養。有律師猜測，當局可能將放棄維穩模式，但是胡佳認為「根本不可能」。他說，從去年十月開始，「遼寧女子勞教所」已經改名為「遼寧女子戒毒所」。
胡佳：「現在中共內部維穩壓力是非常之大。你看前階段山東省機密文件，對地下宗教，法輪功殘餘組織，茉莉花行動組織，他完全可以先斬後奏，先抓捕後補手續，本身就是程序違法的東西，他就明目張膽的在推行。維穩的壓力這麼大的時候，他絕對不會放棄手中所有的致命利器。」
胡佳分析，當局因為輿論壓力，被迫放棄勞教制度，但是它的維穩體系一定會製造出替代品。或許會擴建一些精神病院，把訪民和異議人士關押進去。而且現在仍然盛行「黑監獄」，北京至少有兩百所。胡佳還透露，北京的國家機關像民政部、國家信訪局，都和各地截訪機構勾結在一起。

Zhou Yongkang’ Rule: ‘Disastrous and Poisoning the World’
China’s well-known human rights lawyer Pu Zhiqiang,
published on Wednesday information about Zhou Yongkang, using his real name.
Zhou Yongkang is a former member of Chinese Communist
Party’s (CCP) top Standing Committee, and a former head of the Political and Legislative Affairs Committee (PLAC).
Pu Zhiqiang now posted his information on Sina, Tencent
and Sohu, China’s most popular microblogs’ sites.
Pu accuses Zhou Yongkang’s rule of being ‘disastrous,
and poisoning the world,’ and that Zhou’s stability maintenance system had caused numerous tragedies.
Analysts commented that CCP’ stability maintenance system
is actually one of a fascist regime.
Pu Zhiqiang is a Beijing Huayi Law Firm’ managing partner,
and has represented many cases of well-known activists.
On Feb. 6, he microblogged: ‘I report by my real name,
that the former head of the Public Security Ministry, and the PLAC, Zhou Yongkang, is disastrous!’
Pu believes, to get out of the shadowy Zhou’s stability
maintenance rule, this system must be abolished.
He wrote, so much tragedies and sorrows are related to Zhou,
‘his 10 years of rule had poisoned the world.’
In a n interview with VOA, Pu Zhiqiang suggested
that if China wants to change its current situation,
it must end the ideas of Hu Jintao’ and Wen Jiaobao’
10 years of stability maintenance, for the implementation of which is responsible Zhou.
He believes that under the policy of stability maintenance,
the legal authority was shifted aside and trampled on.
Pu Zhiqiang believes, during this 10 years,
none of China’s social conflicts are genuinely solved.
For example, the June 4th, and Falun Gong’ issues, the land
acquisition and environmental pollution problems, and most importantly the problems of law and order.
Hu Jintao and Wen Jiabao have not been able to
solve any of them genuinely.
Zhou’s public security system made the credibility
of Chinese judicial system disappear completely, Pu wrote.
Renowned China’s activist Hu Jia said during our interview,
that Zhou is the initiator of the stability maintenance system.
He pushed this system to the limit, arresting and suppressing
famous lawyers like Gao Zhisheng, etc.
Hu Jia stated that the stability maintenance system
is actually a fascist regime’ system.
Hu Jia: ‘Under his ruling, the public security, the court,
procuratorate, judicial police,
including the re-education labor camps, prison police,
national security, petitioning, all these institutions’ daily operations are criminal.
I actually wrote an article in 2007, that Zhou should be
hanged, then I was arrested on December 27, 2007.
Later, in 2008, when I was sentenced for inciting subversion
of state power, words like Zhou should be hanged were used as an evidence to convict me.’
Hu Jia said, though Zhou is out of power now, he highly
appreciates lawyer Pu Zhiqiang’s bringing up the abolition of Zhou’s rule and his stability maintenance system.
Hu added, Pu Zhiqiang tried to raise public awareness
on abolition of the re-education labor through many lawsuits.
This time he brings the criticism to the level of condemning
the whole stability maintenance system, and the responsible for that PLAC person Zhou Yongkang.
Hu Jia believes, this aims at the root of CCP’s
human rights violating system.

Recently, many news reports said that personnel, obstructing
petitioners, will be sentenced for ‘illegal detention,’
and that Yunnan province no longer approves
re-education through labor cases.
Lawyers speculate, the authorities might give up the stability
maintenance system, but Hu Jia thinks, ‘this is impossible.’
He said, last October, Liaoning’s Women Labor Camp was
renamed, ‘Liaoning Women Additional Treatment Center.’
Hu Jia: ‘Now the CCP is under a big
internal stability maintenance pressure.
For example, the Shandong Province’ confidential document,
the underground religious groups, Falun Gong, the Jasmine organization, they can directly arrest the people.
This in and of itself is illegal. When the stability maintenance
pressure is so big, they will not put down the deadly weapons.’
Hu Jia analyses, the authorities are forced to give up
the labor camp system because of the public pressure,
But it will for sure create an alternative
of the stability maintenance system, Hu thinks.
Perhaps they will expand some mental hospitals,
and put the petitioners and dissidents there.
Besides, now the ‘underground prisons’ still exist,
there are at least 200 such prisons in Beijing.
Hu Jia also said that Beijing’s national institutions, like
the Ministry of Civil Affairs, and the State Petitions Bureau, are all linked to the local agencies that halt petitioners.
