【新唐人2011年9月17日訊】9月15號，《中新社》報導了中國第一份《社會穩定風險評估指標體系研究報告》。報告指出，當前徵地、拆遷、醫患、勞資等9類糾紛最容易引發社會矛盾，並且很可能轉化成社會風險，不過專家們認為，中共的獨裁才是中國社會矛盾的根源。這份報告是中共為了苟延殘喘的策略。
由中共「中央黨校國情國策研究中心」研究員，以及《領導決策信息雜誌社》社長連玉明主持的這份報告，以「北京國際城市發展研究院」名義發表。報告指稱，當前有9類糾紛最容易引發社會矛盾。
這9類問題包括徵地糾紛、拆遷糾紛、物業糾紛、改制糾紛、醫患糾紛、勞資糾紛、污染糾紛、借貸糾紛，以及本地人與外地人的糾紛。
前中共瀋陽宣傳部官員張凱臣指出，這份報告是中共為了維持獨裁統治，迷惑人民的手段。
張凱臣：「這個東西的出籠，是根據當前國際民主潮流，『阿拉伯之聲』革命形勢的急速發展，和國內社會、政治、經濟文化和管理等等一切尖銳的社會矛盾的爆發，它採取的一種迷惑輿論，欺騙人民，玩弄人民的一種手段。」
張凱臣比喻中共的政策是「自己的刀削不了自己的把」。他表示，中共會以反腐敗，建廉價房，政治改革等口號來迷惑人民。他希望中國百姓能從中共建廉價房，實際沒有落入老百姓手中等現實，認清中共的任何花招。
張凱臣：「共產黨從建政開始，從毛澤東講為人民服務，鄧小平講他是中國人民的兒子，江澤民講三個代表，胡錦濤講和諧社會，以人為本，你說這些口號，那不相當於你所講的，現在剛剛出臺的這個評估報告。」
報告還指出，「五全兩信」問題正成為社會公眾關注的焦點：食品安全、藥品安全、醫療安全、生產安全、網路安全成為引發社會矛盾最敏感的「導火索」，而政府失去公信、社會失去誠信又成為隱藏在這些「導火索」背後的「炸藥包」。
中國過渡臨時政府總統伍凡先生認為，共產黨的獨裁統治以及它給人民灌輸的邪惡世界觀，才是問題的根本。
伍凡：「中國這麼多矛盾，就是共產黨本身，共產黨這個制度，以及它統治國家這個思想，這個政策，制度造成的。」
報告還建議：通過健全機制，讓老百姓有「民意」，可以與政府有效對接，最大限度的增加和諧因素，來解決危機。
不過，資深法學家、中國問題研究專家趙遠民則提醒大家小心中共引蛇出洞。
趙遠民：「從中共邪黨的歷史來看，它所講的對話，或者鳴放，無非是一種手段、是一種欺騙，是為了把有這種思想的人，有這種言論的人自己出來，然後對他們進行秋後算帳，對你進行打擊報復。」
這些專家一致表示，中共的統治已全面黑社會化，不會有任何改良，中國問題無藥可治，解體中共才是唯一出路。

The Nine Disputes: Another Deluding Move?
On Sept. 15, China News Service (CNS) published
the Social Stability Risk Assessment Study Report.
The report notes that nine types of disputes, such as
land acquisition, house demolition, medical disputes
and labor disputes, are most likely to provoke social
conflicts, and will probably transform into social risks.
Experts believe that the dictatorship of the CCP
(Chinese Communist Party) is the real root cause
of China’s social conflicts, and that this report is merely
CCP’s maneuver to keep maintaining its ruling position.
Lian Yuming, the report’s author, is a researcher
at the Central Party School Research Center
and a president of the magazine
‘Leadership Decision-Making Information.’
Beijing International City Development Research Institute
is the publisher of the report.
The report concludes that currently there are nine types
of disputes that are most likely to provoke social conflicts.
The referred nine types of problems cover land disputes,
house demolition disputes, property management disputes,
enterprises restructuring disputes, medical disputes,
labor disputes, pollution disputes, loan disputes,
and disputes between locals and strangers.
Zhang Kaichen, a former official of CCP’s
Propaganda Department in Shenyang City,
pointed out that this report is a mean, used by the CCP
to delude civilians, so as to maintain its authoritarian ruling.
Zhang Kaichen: “The background of issuing this report is
the current International trend towards democracy,
the rapid development of the Arab Spring revolutions
and the outbreaks of all sharp social conflicts in China
in the fields of economy, politics, culture and management.
This report is a mean used by the CCP to confuse
public opinion, to fool the domestic civilians.”
Zhang Kaichen makes the analogy of CCP’s politics
being like a knife which cannot cut its knife handle.
He believes that the CCP will use slogans such as
anti-corruption, building affordable houses, political reforms
and the like, as to delude Chinese people. He explains
with an example that the CCP authorities built
affordable houses, but in reality they do not go to civilians.
He hopes the Chinese can see through CCP’s various tricks.
Zhang Kaichen: “Since the CCP came into power,
Mao Zedong talked about serving the people,
Deng Xiaoping called himself son of the Chinese people,
Jiang Zemin came up with the Three Represents and
Hu Jintao talks about harmonious, people-oriented society.
All these slogans have the same purpose as this report.”
The report also points out the problems that are becoming
the focus of public attention, like the safety of food, drugs,
the safety of manufacturing, Internet, etc. These became
the most sensitive fuses in provoking social conflicts.
Meanwhile, CCP’s government lack of public credibility
and current China society’s lack of honesty and gratitude,
played the role of blasting charges behind those fuses.
Wu Fan, President of China Interim Government, believes
that the CCP’s dictatorship and the evil view on the world
that CCP has instilled into the Chinese peoples’ minds
are the root causes of all these problems.
Wu Fan: “Why does China have so many social conflicts?
The reason is the CCP itself. That is, its political system,
its ideology for controlling people and its policies.”
The official’s report also made suggestions to introduce
an improvement mechanism to reflect on civilians’ opinions.
This will facilitate an end-to-end communication with CCP,
maximizing harmonious factors to resolve the crises.
However, senior jurist Zhao Yuanmin, an expert
on Chinese issues, reminds Chinese civilians
to beware of CCP’s old trick to lure the rabbit out of its hole.
Zhao Yuanmin: “Throughout its history CCP has talked
about dialogue or airing of opinions, but this is nothing more
that a trap, a kind of deception to find the persons who have
such a thinking, as to retaliate against them afterwards.”
These experts are unanimous that CCP’ ruling has exhibited
a gangland trends, thus no improvements can be expected.
Therefore there is no cure for the issues that China is facing,
but a complete disintegration of their root cause, the CCP.
