【禁聞】中紀委罕見高調 欲開查人民日報

【新唐人2014年10月09日訊】繼中共央視被整肅後,日前再次傳出中紀委書記王岐山親自下令,部署對「人民日報社」開展專項檢查。目前,正值《人民日報》連日來對香港佔中重批之際,中紀委如此高調宣佈檢查「人民日報社」,相當罕見,其中有甚麼何聯繫,或者純屬巧合?《人民日報》是否會成為第二個央視?引發外界關注。

中紀委網站5號消息,日前,「人民日報社」召開了「專項檢查工作會議」。中紀委駐人民日報社紀檢組組長蒲增繁,出席了會議並講話,「人民日報社」副總編輯兼機關黨委書記閻曉明主持會議。

報導說,這次會議的目的,是按照王岐山關於巡視工作的講話,對「人民日報社」開展「專項檢查工作」作出部署。

檢查工作分為2個檢查組,分別由蒲增繁和閻曉明負責,成員由紀檢監察、財務審計、組織人事等部門,選派的六級職員以上領導幹部組成。

本次檢查共涉及3個地方分社,和3個社屬報刊、企業等6個單位。檢查內容,主要涉及到編委會的決策部署、廉政建設、防止有償新聞和新聞敲詐、「選人用人」和「領導幹部報告個人有關事項」等方面。

蒲增繁強調,要把這次檢查工作作為一項「政治任務」來完成。有分析認為,中紀委高調宣佈檢查「人民日報社」,相當罕見,顯示人民日報內部存在貪腐問題。

美國南加州大學公共政策博士葉科:「包括人民日報、央視啊,事實上都是非常腐敗的。只要中紀委去查的話,肯定會查出大量的問題。尤其央視屬於周永康、李東生他們政變的後院。中紀委這次去查,肯定要把整個底都揭出來。劉雲山作為宣傳部門的主管,肯定也脫不開關係。所以等於是高層激烈搏擊的一個表現。」

中共十八大後,中共的宣傳系統,事實上已經成為中南海博弈的前沿地帶。如「南周事件」、「習近平打的事件」、抵制「廢除勞教制度」等事件,更是顯示江習雙方在話語權領域的爭奪,日趨白熱化。

此外,香港「佔中」事件9月底爆發後,各國主流媒體都表示深度關切。但包括《人民日報》在內的中共黨媒視而不見,連續多天批判佔中。此次它被調查,和香港佔中事件是否有關聯呢?

葉科:「現在時局確實是非常敏感,因為《人民日報》一直是在砲轟香港佔中事件。江系人馬一直在狙擊習近平,他現在手中牌不多了,所以只能不斷的把整個局面搞亂。《人民日報》是劉雲山這樣一個系統,它一直是對習近平進行狙擊。」

北京時政觀察人士華頗:「我想呢,這都是為四中全會做準備。意識形態和宣傳口,可以說是問題很多。可能他們會在這幾天興風作浪。所以習近平讓王岐山整頓,首先就是希望這幫人在四中全會之前,不敢輕舉妄動,震懾一下。」

中共宣傳口另一個重量級單位——央視,在2013年底央視前副臺長李東生落馬後,各個頻道被反腐風暴席捲。除了多位央視高層被帶走,工作人員被調查外,央視的反腐風暴近來也似乎有向更高層蔓延的勢頭。

據台灣「風傳媒」網報導,當局從央視播出台灣媒體民視製作的《意難忘》,800集的巨額價差款,已經順籐摸瓜查到了兩名高官——前中共政協主席賈慶林和現任常委劉雲山,和此案的關聯。

有評論認為,《人民日報》被查,至少在整個檢查期間,對整個中央級別的宣傳媒體,會產生極大的震懾效應,各級負責人亦會小心謹慎以避禍。中共也可能藉機給香港局勢降溫。

Discipline Committee Investigates Media, People’s Daily

Secretary of Central Discipline Inspection Committee (CDIC)

Wang Qishan is investigating People’s Daily, after inspecting

and removing the communist mouthpiece CCTV.

Recently, People’s Daily has been giving out harsh criticism

against Hong Kong’s Occupy Central movement;

CDIC’s sudden announcement of investigation at this time

is highly unexpected.

So is there a connection or is it pure coincidence,

and will People’s Daily follow the fate of CCTV?

—these questions are attracting international attention.

On Oct. 5, the CDIC released news on its website, saying

that People’s Daily has called for a conference, regarding

a special inspection assignment against them.

Pu Zengfan, team leader of the CDIC inspection team

stationed at People’s Daily, spoke at the conference.

Yan Xiaoming, the deputy chief editor and the secretary

of the Party Committee of People’s Daily was the host.

The purpose of the conference was to execute the instructions

of Wang Qishan and inspect People’s Daily, say reports.

The inspection is ran by two inspection teams,

headed by Pu Zengfan and Yan Xiaoming.

It is made up of leaders and cadres of grade six and above,

from departments such as discipline inspection, finance audit,

and organization & personnel.

The inspection covers three local branches of People’s Daily

and three affiliate publications and entrepreneurships.

It’s mainly about editorial decision making and deployment,

advice for good governance, bribery and extortion prevention,

selection and appointment, and matters for leading cadres.

Pu Zengfan has stated that the inspection must be treated

as a “political mission”.

Analysts believe it is very rare for the CDIC to pursue

an inspection against People’s Daily, and this proves that

corruption exists in the press.

Dr. Ye Ke from public policy: “Media such as People’s Daily

and CCTV are actually very corrupt; the CDIC will definitely

discover a lot of problems.”

“CCTV especially, is like a coup base of Zhou Yongkang

and Li Dongsheng’s political factions, and the investigation

will definitely uproot these connections; Liu Yunshan,

the propaganda department head, will also be implicated.”

“Therefore, this is actually a reflection of political struggles

within the Chinese Communist Party’s (CCP) high ranks.”

After the CCP 18th National Congress, its propaganda organs

have become the focus point of struggle within Zhongnanhai

(CCP’s political headquarters).

The intensifying rivalry between Xi Jinping and Jiang Zemin

and their battle for a voice were shown through incidents

like the Southern Weekly case, Xi Jinping’s political strikes,

and the boycotting against the abolition of labour camps, etc.

After the emergence of Occupy Central in Hong Kong

during the end of September, mainstream media worldwide

have directed their attention to the movement, but CCP media

including People’s Daily, have consistently criticized it.

So could the inspection be connected to

the ongoing events in Hong Kong?

Ye Ke: “The situation in Hong Kong is actually very delicate;

People’s Daily’s been bombarding Occupy Central nonstop.”

“Jiang’s faction has been attacking Xi Jinping continuously,

but he doesn’t have many cards left; all he can do right now

is to bring chaos to the situation.”

“People’s Daily is a system within Liu Yunshan’s control

and its mission is to create trouble for Xi Jinping.”

Hua Po, Beijing’s political observer: “I think this is to prepare

for the Fourth Plenary Session; there are many problems with

the CCP’s ideology and manner of propaganda, so perhaps,

they will create trouble during this period of time.”

“The foremost objective of Xi Jinping’s deployment of CDIC

against People’s Daily is to intimidate and pacify them,

while the Fourth Plenary Session is being held.”

CCTV, another heavyweight in the CCP’s propaganda system,

has also been caught in this political rivalry.

After the fall of CCTV’s deputy director, Li Dongsheng

at the end of 2013, every CCTV channel was caught up

in the anti-corruption storm and many high-level executives

were arrested, while employees underwent investigations.

Recently, the trend shows that the anti-corruption campaign

is moving to even higher levels within CCTV.

According to Taiwan’s Storm Media Group report,

high officials, Jia Qinglin and Liu Yunshan, are implicated

in a scandal involving a 10-million USD collusion

in purchasing TV series from Taiwan.

Commentators believe that, at least during the investigation,

the move against People’s Daily will create a tremendous

intimidating effect on state media at the central level,

causing leaders of various levels to become more cautious.

The CCP may also be using this opportunity

to bring down the heating situation in Hong Kong.
