【禁聞】湘官自曬財產 官場「冰桶」掀不動

【新唐人2014年09月30日訊】湖南湘潭市的市委黨校工會主席胡勁松,最近在微博上公布了個人財產收入,還點名日前被網民曝光是「富婆」的江西吉安市委書記王萍,要她「一起公示個人收入和財產」。胡勁松的這一舉動引起很多人的熱議。29號,新唐人記者釆訪到了胡勁松本人。請看報導。

45歲的胡勁松目前是正處級。他24號在微博公開家庭收入情況說:「年收入15萬左右,年支出3.5萬左右,目前房子一套2002年購買,時價16.1萬,老婆2011年購廣本鋒範一輛時價11.9萬,現有存款40萬、股票20萬!無奢侈品!」

胡勁松特意在微博的頭尾,兩次點名,請江西吉安市委書記王萍,一起公示個人收入和財產。

湘潭市市委黨校工會主席胡勁松:「我喊那個王萍一起公示,我也不是說她一定是個貪官。但是我是兩個理由。第一個:別人爆料,她把人抓起來了,我對這種作法不是很滿意。第二個:她說她是自己的合法收入能夠購買的,我說既然要買這麼多奢侈品,你還有其他的配套消費呢?」

被胡勁松微博點名的吉安市委書記王萍,近期在網上被曝光是「富婆」。網友發出組圖證明,王萍在不同場合穿戴的手錶、手鐲、手鍊、項鍊、戒指和胸花等,數量和種類眾多。隨後,王萍出面否認,說富婆傳聞,是因貪腐正被查處的峽江縣原縣長塗建忠的家人,對她造謠。

胡勁松在微博上公布個人財產收入後,民間關注度雖然高,但反應不一。有的讚賞他良知未泯,勇氣可嘉﹔有的指責他出風頭、搏出位﹔還有的質疑聲指向他所公布的收入無法監督核實。

胡勁松:「壓力肯定有,很多親戚、朋友,包括一些老領導都說,低調做事,不要去出風頭。反腐敗被不是靠某一個人能反的。」

之前,一個關愛「漸凍人」的「冰桶挑戰」曾風靡全國,被點名邀約的人士,不論是官員,還是明星,都接受挑戰,要不淋冰水,要不就捐款。因此,有大陸民間人士,希望借胡勁松點名官員公示財產,來形成大陸官場上的「冰桶挑戰」。被點名的官員,如果不公示財產,就捐款給社會。

不過,要在大陸官場掀起「冰桶挑戰」似乎很不現實,就連第一個被點名的王萍,至今還沒「應戰」。胡勁松本人也在《新京報》的採訪中回應,真在官場弄一個,拋出的不是冰桶,怕是開水和硫酸。

南方街頭運動參與者歐彪峰:「我覺得這個接力的可能性不大了,人家可能不會接受他的挑戰了。」

胡勁松還說,他注意到大陸官員中公示財產的官員,基本上屬於要被中共官場淘汰的「小魚小蝦」級的官員。

胡勁松:「個人的財產公示首先是個人行為,但是實際上牽扯麵非常廣,比較敏感。公務員的工資的體制、補助等等。你像我公示了,我不會影響我們的校長和其他的副校長,但是假如一個縣委副書記、縣委常委他公示了,你說其他的常委也可以公示嗎?市委常委是不是該去公示?」

近年來,有很多位大陸民眾,不斷公開呼籲中共「官員財產公示」。但參與者普遍被逮捕或判刑。例如江西新余的劉萍和魏忠平被判刑6年半,李思華被判3年半。

歐彪峰:「這都是很赤裸裸的政治迫害,就是做一個覺醒的公民爭取合法權益的一個行為了,怎麼會是擾亂社會秩序呢?公示財產也好,反腐也好,首先要從制度上、這個根源上去反思。最核心的就是一黨專制的問題。」

前中共總書記前趙紫陽智囊、美國普林斯頓大學社會學博士程曉農認為,如果中共當局真反腐,很容易在現有的監控系統裡,把官員的財產、房子、存款查得一清二楚。程曉農強調,這麼做在技術上沒有任何困難。

Ice Bucket Challenge Freezes with Communist Officials

A party school union chair of Xiangtan City, Hunan Province,

Hu Jinsong, recently declared his personal property on the

Internet and nominated another official, Wang Ping, from Jiangxi

Province, to disclose her personal property.

Wang Ping, a municipal party secretary, was recently exposed

by Chinese netizens as a “rich woman”.

Hu Jinsong’s post has drawn much attention in China.

NTD conducted a personal interview with Hu Jinsong

on the 29th. The following is our report.

The 45-year-old Hu Jinsong is a division level official.

He disclosed his personal property as the following:

Annual income of about 150,000, annual expenditure of about

35,000, owning a house purchased in 2002 at market price

of 161,000, wife purchased a Honda City in 2011 at market

price of 119,000, bank savings of 400,000,

stock value of 200,000! No luxury items!

Hu Jinsong specially invited Wang Ping, Ji’an municipal

party secretary, twice in his blog to disclose her personal

income and assets.

Hu Jinsong:“I called on Wang Ping to publicize her property.

I’m not saying that she must be a corrupt official.

But there are two reasons. One, people who broke the news

were arrested, and I am not very pleased with her gesture.

Two, she claimed she bought the many luxuries with her legal

income. I’d say what about other ancillary spending?"

Wang Ping was recently exposed on the Internet as a rich woman.

Various photos showed Wang Ping wearing many and

different types of luxury accessories such as watches, bracelets, necklaces, and so forth.

Wang Ping denied the claim of being rich and said those were

rumors from the sacked official, Tu Jianzhong.

Hu Jinsong’s property declaration has received mixed reactions

from a highly concerned public.

Some praised his courage, some accused him of seeking fame,

and others questioned that his declaration could not be verified.

Hu Jinsong:“The pressure certainly exists. Many relatives,

friends and even the old leaders told me to keep it low,

as anti-corruption can not be done by one individual.”

The amyotrophic lateral sclerosis (ALS) ice bucket challenge

has been popular recently for participants to either accept the

challenge of a bucket of ice water or donate to charity.

Likewise, mainlanders were hoping Hu Jinsong’s property

declaration would create a new movement of ice bucket

challenge in officialdom.

The nominated officials would either publicize their property

or donate to the community.

This challenge to mainland officialdom seems very realistic.

The first nominated official, Wang Ping, has yet to “respond”.

In the interview with Beijing News, Hu Jinsong indicated,

the challenge to Communist officialdom is likely to end up

with a bucket of boiling water and sulfuric acid.

Southern Street Movement activist Ou Biaofeng:“I think the

likelihood of this relay is low. No one will accept his challenge.”

Hu Jinsong indicates that he has noticed those officials whose

properties were made available were mostly the ones to be

eliminated from the officialdom.

Hu Jinsong:“First of all, the personal property claim is a

personal act, but in fact it has a very wide impact and thus

is quite sensitive, in terms of the system and subsidies involved

in the civil servant’s wages.

Take me as an example, my personal act will not affect our

school principal or other staff.

But, if a county party secretary made the claim, what about

other standing committee members of the county?

What about the municipal standing committee?”

In recent years, there have been many Chinese activists

demanding that officials declare their official property.

Activists were mostly arrested or sentenced, such as Liu Ping

and Wei Zhongping who were sentenced to six and a half years,

and Li Sihua sentenced to three and a half years.

Ou Feng Biao:“This is a very blatant political persecution

against those who demand their civil rights.

But, they were labeled as social order disturbances.

We need to reflect on the root of the system about property

declaration and the anti-corruption.

The root of the problem is the one-party dictatorship.”

Dr. Cheng Xiaonong is former advisor to CCP General Secretary

Zhao Ziyang.

He indicates, to conduct genuine anti-graft, the CCP can easily

identify officials’ property through its current monitoring system.

He stressed, there is no technical difficulty.
