【禁聞】中共首發香港白皮書高自治變管制

【新唐人2014年06月12日訊】日前,中共國務院新聞辦公室發表了第一份關於管制香港的白皮書,宣稱「中共中央擁有對香港特區的全面管治權」,引國際輿論嘩然,各大媒體紛紛報導。有分析人士指出,中共公然的違背了「50年不變」的承諾,「高度自治」已經不存在。也有市民表示,中共將會收緊對香港的管控。

6月10號上午,中共國務院新聞辦發表2萬3千字的《「一國兩制」在香港特別行政區的實踐》白皮書。

據了解,這是中共自1997年用「港人治港,高度自治」和「一國兩制」50年不變的承諾後,首次針對香港發佈的白皮書。

白皮書聲稱,「港人治港」是有標準和界限的。並且強調,中共中央對港擁有「全面管治權」,「港人治港,高度自治」需經中共中央「授權」。

香港《開放》雜誌編輯蔡詠梅:「這個白皮書就是說,現在就是中共97年之前鄧小平的承諾,香港50年不變,現在一半時間都沒到,十多年就港人治港、高度自治已經不存在了,以前共產黨還羞羞答答的,現在是赤裸裸的說出來了,以後我們香港人只是有名義上的政策,實際上高度自治的權利就沒有了,就是這樣的。」

香港「捍衛法輪功大聯盟」創始人熊立表示,香港「一國兩制」已經變質。

香港捍衛法輪功大聯盟創始人熊立「我們只能按照基本法、一國兩制、港人自治,高度自治,我們香港就只能接受這樣的東西。它們現在覺得香港市民已經起來啦,已經開始覺悟了,有點不太聽話了,就收緊這個管治權,一國兩制、50年不變呀,現在都已經開始變質啦。」

香港立法會議員、公民黨主席梁家傑,在接受美國《自由亞洲電臺》的採訪時說,白皮書違背了北京頒布《基本法》時對港人的承諾。

對於「港人治港」的問題,白皮書中說,必須由所謂「以愛國者為主體的港人」來治理香港。而且說,所謂的「愛國」是對治港者主體的基本政治要求。香港所有官員、議員、甚至各級法院的法官,都要維護國家主權、安全及發展利益。

香港特首梁振英當天回應白皮書的公布,表示香港特區政府「歡迎」這項內容。

熊立:「他們是共產黨的走狗,共產黨的打手,黨怎麼說他們就走們說,自己沒有甚麼腦的,反正是一切聽黨的指揮,完全就是把國內共產黨的一套搬到香港來,我們香港人是不會接受的。」

很多人認為,中共之所以在這個時候發表白皮書,與即將到來的6.22佔領中環的「全民公投」以及7.1遊行有著很大的關係。

熊立:「共產黨做事一切是根據它政權的需要,而不是根據法律,它的標準就是一切都是為了它的政權。」

蔡詠梅:「實際上我想這個政策、這個(白皮)書是早就有的,公開出來就是(為了) 6.22這次公民投票,他們實際上是告訴你,香港人不要有這個期望。所以可能是害怕(港人)出來投票,形勢很被動,他們很難堪。我覺得會適得其反,本來可能有些人投票都沒所謂的人,他會出來表達自己的意願。」

11號,香港各大媒體針對白皮書內容發表評論文章,被稱為親共媒體的香港《明報》表示,這次北京發表白皮書看不到有任何積極因素,負面因素則罄竹難書,情況令人擔心。

熊立:「我認為香港人(要)都站出來,如果大家都不出聲,那麼香港的前途就會非常危險, 你站出來,它就會跪下去,你要是不站出來,它就會騎上來,這是共產黨的本性。就是欺善怕惡,就看你站不站出來。關鍵要看香港人自己能不能走出來,香港的前頭就掌握在每一個香港人自己的手裡。」

熊立還表示,共產黨的小動作越多,越能激起民憤。他也相信會有更多的香港人為了自己的權利、民主、自由而走出來。

據了解,香港民主派團體將從6月14號開始,舉行「毅行爭普選「活動,呼籲港人踴躍參加6月22號的公投。

Communist Regime Asserts Authority over Hong Kong

The State Council of the Chinese Communist Party (CCP)

released its first white paper claiming the CCP holds “comprehensive jurisdiction" over Hong Kong.

This white paper triggered an international outcry.

Analysts comment that the CCP violates its promise of

preserving local economic and social systems for 50 years from the date of the handover of Hong Kong to China.

People believe CCP is tightening control over Hong Kong.

The CCP State Council released a 23,000 word white paper,

“The practice of one country, two systems policy in Hong Kong” on June 10.

This is the first white paper since handover of Hong Kong

to China under the principle of “one country, two systems",

under which China has agreed to give the region a high degree

of autonomy for 50 years from the date of the handover.

The white paper claims, there are lines and criteria to be

observed in implementing “Hong Kong people governing Hong Kong”.

The CCP Central has “comprehensive jurisdiction”

over Hong Kong.

The high degree of Hong Kong autonomy comes solely

from the “authorization” by the central leadership.

Cai Yongmei, Hong Kong’s Open Magazine Editor:

“The white paper indicates the CCP has kept Deng Xiaoping’s

1997 promise of autonomy, but only for just over a decade,

the autonomy no longer exists.

The CCP’s reserved attitude has changed.

It is blatantly saying the autonomy is only nominal

to Hong Kong."

Xiong Li says the “one country two systems" has changed.

Xiong Li: “We can only follow the Basic Law,

the ‘one country, two systems’, and the autonomy.

That is what Hong Kong can accept.

But they feel Hong Kong people have risen and awakened.

They need to tighten control to ensure obedience.

The so-called ‘one country, two systems for 50 years’

has started to deteriorate."

Hong Kong Legislative Council, Alan Leong, told Radio Free

Asia that the white paper broke the promise the CCP has agreed in the Basic Law.

Hong Kong must be governed by the Hong Kong people

with patriots as the mainstay, says the white paper, as loyalty

to one’s country is the minimum political ethic for political

figures.

It adds, including the officials, members of the Executive

Council and Legislative Council, judges of the courts

at different levels, have the responsibility of safeguarding

the country’s sovereignty, security and development interests.

Hong Kong Chief Executive Leung Chun-ying expressed

the Hong Kong SAR government “welcomes" the statement.

Xiong Li: “They are the Communist lackeys,

the Communist thugs. They do whatever the CCP says.

They don’t think, but only follow the instruction of the CCP.

Hong Kong people will not accept the rule of the CCP

like how the CCP has ruled the mainland."

It is supposed the white paper is related to the upcoming

unofficial referendum on options for the Chief Executive

election in 2017 and the annual July 1 holiday rally

on the anniversary of the handover of Hong Kong to China.

Xiong Li: “Everything the CCP does is based on the regime’s

need to maintain its authority, rather than based on law."

Cai Yongmei: “Actually, I think this white paper has existed

for a while.

The publication now is aimed at the referendum and to tell

the Hong Kong people to cut it off.

They dont want to embarrass themselves over the votes.

I believe this publication might have the opposite effect.

Many of those who feel the vote would be insignificant

might just come out to express their wishes."

Commentaries were seen on many Hong Kong media.

The pro-CCP Ming Pao, for instance, expressed its concern

over the negative impacts of the white paper.

Xiong Li: “Every Hong Kong person should stand up.

Silence is dangerous for Hong Kong.

If you stand up, the CCP will yield.

If not, the CCP will ride on you.

That is the nature of Communism, bully the weak-kneed

and fear the firm.

It is up to all the people of Hong Kong.

The future of Hong Kong is in our own hands."

Xiong Li says much more of such petty behavior by the CCP

will only cause more anger.

He believes many Hong Kong people will rise for their own

rights, democracy and freedom.

Hong Kong’s pro-democracy groups will begin the Universal

Suffrage campaign on June 14 to call on Hong Kong people

to take part in the June 22 referendum.
