【禁聞】聞「砍」色變 千人逃命狂奔

【新唐人2014年03月18日訊】自雲南昆明「3.01」血案發生以來,大陸的社會安全問題成為了海內外關注的焦點,民間則出現了大範圍的恐慌及焦慮情緒,甚至達到了聞「砍」色變的程度,近期更是接連在兩個城市,上演了「一人詐喊『有人砍人』,千人驚恐奪路狂奔」的鬧劇。網民指出,層出不窮的抗議及暴力事件,使得民眾對當局早已失去信心,恐慌心理的背後,折射出了中國百姓安全感的缺失。

震驚海內外的雲南昆明「3.01」血案已經過去半個月,卻在大陸民眾心頭籠罩了難以磨滅的陰影,任何關於「砍人」的消息和傳聞,都能引發民眾惶恐情緒。

據《自由亞洲電臺》引述廣州公安的通報說,3月15號上午,廣州沙河大街某服裝批發市場保安抓獲一名小偷,為了能順利逃走,這名小偷突然大喊一句「有人砍人」,引發周圍數千商戶和顧客聞訊四散逃跑。經現場民眾證實,當局出動了大量特警和武警及消防車、防暴車現場戒備,發現虛驚一場,在一個多小時後離去。

無獨有偶,四川成都也發生了類似由「砍人」引發的群體狂奔。據大陸媒體報導,3月14號下午,成都市區人群密集區春熙路,忽然出現了數百人在大道驚恐奔跑的景象,後來經過證實,當地警方承認是有人謠傳「有人砍人」導致。

四川成都維權網站《六四天網》創辦人黃琦:「它引發了很多人……反正現場很混亂,我是知道最新的情況,警方已對有關當事人進行了刑拘。」

據《美國之音》引述「記者劉向南」微博所描寫的現場經過,他說:「一群少數民族同胞在街上走過,看見他們的成都人嚇得跑了起來,那些少數民族同胞看到成都人跑起來,不知道是甚麼事,也嚇得跑了起來,成都人看的少數民族同胞跑了起來,更嚇得尖叫跑起來,於是整條街上的人都邊叫著邊跑起來… …。」

究竟甚麼原因造成了百姓輕易就相信了謠言?為甚麼一句「有人砍人」就能讓數以千計的民眾如驚弓之鳥一般惶恐而逃?評論認為,百姓恐慌心理的背後,折射出的是中國人的生存安全感,正在大幅度下降。

黃琦:「眾所周知,在當今中國一系列的恐怖事件的發生,最終導致民眾對社會安全的不信任。最主要源於中國大陸社會秩序的不穩定,民眾也由於這種不穩定進而對社會秩序、對於當局的治理能力並不信任,所以說,對於社會上發生的一系列關於各種事件的傳聞也會相信。」

面對社會的高度恐慌,中國很多地區都不同程度的加強了警力戒備,但民眾對此表示,當局的草木皆兵並沒有讓百姓的恐慌感有所減輕,反而對社會安全狀況更加擔憂。

黃琦:「包括我們成都也有一些警察持槍、佩槍進行巡邏,特別是在最近一段時間。它們這種情況對於維穩的實質性幫助並不大,反而助長民眾的恐慌情緒,因為官方既然荷槍實彈,民眾必然對這個產生一系列聯想。因此這種大規模的巡邏和高度戒備,只會讓一系列的傳言引起更大的社會騷動。」

也有網民質疑,當局每年投入七、八千億的維穩經費,用到了甚麼地方?為甚麼社會越「維」越不穩?

黃琦:「因為它們沒有解決底層民眾一系列權利受損的問題,必然民眾會持續抗爭,這是當今中國大陸各種矛盾的根本焦點,只有保護民眾的權益,解決它們一系列遭侵權的事件,才能使中國社會進入相對一個太平的狀態。」

廣州維權人士郭建和表示,社會上發生的很多所謂「恐怖事件」,都是弱勢的百姓在無處伸冤、走投無路的情況下,被逼向當局作出的抗議示威行為,這類「暴力事件」只會隨著高壓統治的升溫而不斷增加。

The Aftermath of The Kunming Killings

Since the Kunming massacre occurred on March 1, not only is the security of domestic China now a concern to citizens, but they are also feeling the threat of subsequent panic and anxiety.

Recently, thousands of terrified passersby ran when there was a hoax of “someone’s stabbing"; it occurred in two cities.Chinese netizens criticized how people have lost confidence in authorities among the endless stream of protests and violence. The panic reflects the Chinese lack of a sense of security.

The killings in Kunming, Yunnan not only shocked those at home and abroad but also left an indelible shadow on the people. Anything about “stabbing" can lead to public panic.

Radio Free Asia quoted the Guangzhou Public Security report, that on March 15, a thief in a clothing wholesale market of Guangzhou shouted, “Someone’s stabbing," when making his escape from the police.This had thousands of nearby merchants and customers running in panic, hiding the thief in the crowds. After a large number of police, armed police, fire engines, and riot team arrived at the scene, witnesses confirmed it was a false alarm an hour later.

Coincidentally, Chengdu also just had a similar stampede triggered by a rumor of ‘stabbing’. The Chinese media reported that on March 14 hundreds of people

suddenly appeared running in horror on a busy street in Chengdu. It was later confirmed by local police that it was triggered by a rumor “Someone’s stabbing".

Huang Qi, founder of Chinese human rights website, 64tianwang.com: “It has caused many people to react.Anyway, the scene was very confusing. I know the latest. The police have detained the relevant people."

Voice of America reported according to Liu Xiangnan, a journalist’s Weibo description was: “A group of minority compatriots walked on the street. People in Chengdu saw them and got scared. They started to run. The minorities saw Chengdu people were running, without knowing what happened, they got scared and ran too. When Chengdu people saw those minorities running, they were even more frightened and started to scream and run. Therefore, the entire street went into this chaotic vicious circle of running and screaming ……"

What caused the people to believe the rumors so easily?

Why would “someone’s stabbing" lead to thousands of people fleeing in panic?

It is commented that behind the panic, it reflects the Chinese sense of security is greatly lacking.

Huang Qi: “As we all know, the series of terrifying incidents in today’s China have led to the public distrust of security. The unstable society has led the people not trusing the social order and Chinese Communist Party (CCP) government. Therefore, the rumors are easily believed."

In the height of the panic, the CCP has put out a heightened alert in some areas. However, it is pointed out that the heightened alert by the authorities has had an adverse effect. People are now more concerned about the security than before.

Huang Qi: “Police in our place, Chengdu, are also patrolling with guns these days. But that is not much substantive help, it actually enhances the horror.

People associate the armed officials with much concern. It only induces more rumors, leading to greater social unrest."

Upon learning that the Governor of Calif. was coming to visit, There are netizens questioning where all the money for stability maintenance has gone.

Why after spending 700 to 800 billion yuan to maintain stability, is the society only getting more unstable?

Huang Qi: “It is because they never address the grass roots of peoples’ grievances. People will only continue to fight. That is the fundamental cause

of all the conflicts in China today. The society will only become peaceful when peoples’ rights are protected and infringements are resolved."

Guangzhou activist Guo Jianhe indicates the many “terrorists acts" were actually desperate protesters forced by the CCP neglecting the disadvantaged people.

Violent acts such as these will only escalate because of the higher coercion of the CCP.
