【禁聞】台擬援救李昌、王治文、高智晟等16良心犯

【新唐人2013年11月14日訊】星期二,台灣最高民意機構——立法院,無異議通過一項人權提案,要求中共政府立即釋放16名中國良心犯。這是繼去年台灣立法院院會臨時提案,通過救援4033名中國良心犯後,台灣立法院對中國人權議題的再一度關注。

12號下午,台灣立法院通過由立委尤美女提出的提案,要求中共政府立即釋放法輪功學員王治文、李昌、維權律師高智晟、民運人士王炳章等16名中國良心犯。並於釋放前保障他們的生命與人身安全。

台灣民進黨立委尤美女:「依據我國已批准簽署之聯合國《公民與政治權利國際公約》,第18條規定,對良心犯權利之保護﹔此公約具國內法效力,政府自應遵守重視,尤其對於受有酷刑之生命危險的中國良心犯,斷無坐視之理。」

台灣立法院副院長洪秀柱:「本院委員尤美女等22人提案,作出以下決議,函請行政院研處,請問院會有無異議?無異議,通過。」

一直推動這個提案的「台灣關懷中國人權聯盟」理事長楊憲宏表示,民主的好處就在於,儘管開始遇到許多困難,最終朝野立委在這個案件上跟他們取得一致的意見。

「台灣關懷中國人權聯盟」理事長楊憲宏:「 沒有人注意到這個事情,經過我們提醒以後,他們就變得非常積極的,也積極的在11月12號這一天表達台灣的立場,我認為這樣,大家就更清楚台灣是台灣、中國是中國,我們兩邊在人權的見解上就是南轅北轍、天差地別。」

今年6月6號,在美國華盛頓DC,30個不同背景的非政府組織發表聯合聲明,呼籲美國總統歐巴馬,在會見中共國家主席習近平時,就人權問題向中共施壓。

他們向歐巴馬提交了一份16名中國良心犯的名單,要求釋放這16位代表著「中國境內遭受壓迫的不同背景群體」的良心犯。

當時,旅居美國、原法輪大法研究會成員王治文的女兒王曉丹,在新聞發佈會上發言說:「王治文和李昌是中共統治下仍然遭受迫害的千萬個法輪功修煉者的代表。」

法輪功學員王治文,前鐵道部工程師。1992年開始修煉法輪功。1992年至1997年,擔任北京法輪功學員中的一名義務協調人。

1999年7月20號凌晨,王治文被警察從家中綁架,帶上警車。同年12月26號,王治文在經過短短一天的審訊後,被北京第一中級人民法院判處16年監禁。

另外一名法輪功學員李昌,公安部退休幹部,1992年開始修煉法輪功。1999年4月25號,參與了中南海和平上訪。李昌當面與中共前總理朱鎔基會談,獲得自由煉功保證,卻在中共下令迫害法輪功7.20當天,遭非法抓捕並被判刑16年。

香港商人朱柯明曾因起訴江澤民迫害法輪功,被冤判5年,被稱為「訴江第一人」。他表示,在監獄裡他和王治文、李昌等人關在一起。

香港「訴江第一人」朱柯明:「王治文和李昌是1999年被抓的,到現在都已經14年了。台灣的立法院從來沒有為中國的良心犯提出人權提案,更沒有說是因為法輪功學員的良心犯而提出聲援。是法輪功在全世界人民心目中澄清了共產黨的陰影,大法弟子通過講真相,全世界人民都已經了解了法輪功到底是甚麼?共產黨到底是甚麼?共產黨為甚麼要迫害法輪功?」

1999年7月,中共前黨魁江澤民發動了對法輪功修煉團體的殘酷鎮壓,14年來,幾百萬法輪功學員遭受迫害,甚至發生了這個星球上從未有過的罪惡──大規模法輪功學員被活體摘取器官。

楊憲宏:「 我們當然在提案中間非常重視法輪功的成員,我們相信活摘器官的事情還在秘密的在進行,並沒有停止,其他政治犯可能會是被他們折磨,還不至於有生命上迅速的危險,可是法輪功的學員是馬上面臨生命的危險。所以我們一定要讓中共知道,我們要跟它抗議。」

朱柯明表示,民主國家應該彰顯人性道德規範,並制止中共對人權的迫害行為。

Taiwan Passes Proposal Demanding Chinese Regime Releases 16 Prisoners

of Conscience

On November 12, Taiwan’s highest legislative body, the

Legislative Yuan, or court, passed a human rights proposal.

The proposal was passed without objection, and

requests the Chinese Communist Party (CCP) to

immediately release 16 prisoners of conscience.

A temporary proposal passed by the Legislative Yuan

last year raised awareness of China’s human rights,

by it rescuing 16 Chinese prisoners of conscience.

On Novermber 12, the Taiwan Legislative Yuan

passed a proposal raised by legislator Yu Mei-nu.

It requested that the CCP immediately release

Falun Gong practitioners Wang Zhiwen and Li Chang.

It also called for the release of human rights lawyer

Gao Zhisheng, democracy activist Wang Bingzhang

and 16 other Chinese prisoners of conscience

The proposal also requested that the regime ensures the

lives and personal safety of these individuals before release.

Yu Mei-nu, Taiwan DPP legislator, Legislative Yuan:

“I’ll refer to Article 18 of our signed International

Covenant on Civil and Political Rights.

For the protection of the rights of these prisoners

of conscience, this Convention is domestic law

effective, and the regime should comply with it.

Especially for those prisoners of conscience in China whose

lives are threatened, we should not remain indifferent.

Hung Shiu-chu, Legislative Yuan Vice President:

“We made the following decision according to a

proposal of 22 legislators, including Yu Mei-nu,

Letter to the Executive Yuan’s Research Department,

do you have any objection? Without objections, pass.”

Yang Xianhong is the director of the

Taiwan Association for China Human Rights.

Yang has been promoting the proposal, and said

that opposition legislators are in agreement in this

case, despite the many difficulties at the beginning.

Yang Xianhong, Taiwan Association for China Human

Rights: “Nobody has noticed these cases before.

But after we were made aware, it became very active,

and Taiwan was asked to make a stand on November 12.

I think it’s very clear that Taiwan and China are completely

different; our views on human rights have nothing in common.”

On June 6 this year, 30 NGO’s issued a joint statement,

calling on U.S. President Barack Obama to apply

pressure to the CCP, with regard to human rights issues.

This was in relation to President Obama

meeting Chinese President Xi Jinping.

They submitted a list 16 Chinese prisoners of

conscience for Obama to request their release.

These 16 people represented groups with different

backgrounds, but all of them were oppressed in China.

Wang Xiaodan is the daughter of Wang Zhiwen,

who is one of the prisoners of conscience.

“Wang Zhiwen and Li Chang represent the tens of millions

of Falun Gong practitioners under the CCP’s persecution.”

Wang Zhiwen is a former engineer

for the CCP Ministry of Railways.

Wang began practicing Falun Gong in 1992,

and from that year until 1997, he voluntarily

worked as the Beijing Falun Gong coordinator.

On July 20, 1999, Wang Zhiwen was forced into a police

car, and abducted from his home in the early morning.

On December 26, 1999, Wang was sentenced

to 16 years in prison by Beijing First Intermediate

People’s Court, after only one day of hearings.

Li Chang started practicing Falun Gong in 1992. On April 25,

1999, he participated in a peaceful petition in Zhongnanhai.

Li spoke face to face with Chinese former Prime

Minister Zhu Rongji, and was given guarantee

that Falun Gong would not be suppressed.

Li was illegally arrested, and sentenced

to 16 years in prison on July 20, 1999.

This date is also when the CCP ordered the beginning

of the persecution of Falun Gong practitioners.

Zhu Keming is a Hong Kong businessman who practiced

Falun Gong. He was sentenced to five years’ prison.

Zhu was the first person to bring a lawsuit against

Jiang Zemin, the former CCP leader who initiated

the persecution on Falun Gong practitioners.

Zhu was kept in prison, together with Wang and Li.

Zhu Keming: “Wang Zhiwen and Li Chang were

arrested in 1999 and 14 years have now passed.

Taiwan’s Legislative Yuan has never made a human

rights proposal for Chinese prisoner of conscience,

let alone support Falun Gong prisoners of conscience.

It is Falun Gong practitioners who have cleared away

the shadow of the Chinese Communist Party in the world.

People around the world have

learned about what Falun Gong is.

They understand what the CCP is and

why the CCP persecutes Falun Gong

In July 1999, former Communist Party leader Jiang Zemin

launched the brutal repression on Falun Gong practitioners.

For 14 years, millions of Falun Gong

practitioners have been persecuted.

The persecution saw an unprecedented decent

for crimes against humanity, with mass organ

harvesting from living prisoners of conscience.

Yang Xianhong: “In the Legislative Yuan proposal, we

focused attention on Falun Gong practitioners, as we

believe that organ harvesting is still taking place in secret.

In these circumstances, Falun Gong practitioners

are facing an immediate threat to their lives.

So we must let the CCP know that we will protest.

Zhu Keming adds that democratic countries

should emphasize morality and human nature,

and end the CCP’s disregard for human rights.
