【禁聞】欺負習近平?傳中辦放風「除劉雲山」

【新唐人2013年07月01日訊】最近海外中文媒體爆出一篇文章,自稱是中共中央辦公廳官員所寫。文章批評中共政治局常委劉雲山壟斷對習近平言論的解釋權,並披露了宣傳系統和劉雲山家族的腐敗醜聞,文章放風說:「除掉劉是不錯的選擇」。外部觀察認為,這篇文章警告意味很濃,劉雲山如果繼續挑戰習近平,很可能會成為被拿下的「大老虎」。

這篇引起關注的文章披露:中共中央辦公廳幾天前接到一份來自中紀委的情況通報,說宣傳口腐敗已經達到無法想像的程度。根據中共最高領導人掌握的調查情況,劉雲山不但有大量的財產說不清,而且他的親信不是在海外住豪宅,就是在國內各地把持新聞口,通過新聞審查機制大收買路錢。

文章寫到,中宣部壟斷宣傳,最後竟然「欺負到習近平頭上」。原本習近平辦公室對「中國夢」的推出、解釋與宣傳都有自己的部署,可中宣部一上來就壟斷了解釋權,根本不把習近平放在眼裡。習辦工作人員通過多種途徑表達不滿,但宣傳部門見到對自己不利的貼子就刪,弄得習辦與中辦都很無奈。

時事評論員 藍述:「他(劉雲山)對中國夢、憲政夢的詮釋,引起了黨內的極大不滿,還有國內知識界、黨內開明一派的極度不滿。」

時事評論員藍述指出,習近平上臺之後,一直在按照中共十八大報告的執政方針,試圖走平衡左派、右派的中間路線。在目前這種各界對劉雲山普遍不滿的情況下,習近平有可能會順勢處理劉雲山。

藍述:「北京高層和習近平下不下決心去查劉雲山的主要因素,它不在習近平自己的手上,主要取決於中國社會外界、中共體制之內和之外對北京官方的壓力。」

6月號的香港《前哨》雜誌報導,習近平、李克強草擬了一份反腐意見書,將取消「政治局常委不立案調查」的內部規定。

6月22號至25號四天,中共政治局召開專門會議,習近平要求政治局成員「自覺維護中央權威」。這被外界普遍解讀為,習近平對一些政治局委員或者常委的警告。

北京時政觀察人士 華頗:「估計經過敲打,劉雲山就會老實一些。因為這屆常委和胡錦濤那一屆常委有很大的不同。」

北京時政觀察人士華頗指出,胡錦濤時期各常委實權較大,而習近平上臺後要建立一個以他為核心的強勢中央,但劉雲山的所作所為觸動了習近平的權威。如果劉雲山看不到這一點,繼續表現張揚的話,肯定不會有好的結果。

華頗:「現在劉雲山是不是成為大老虎,關鍵就是他和習近平的矛盾是不是激化,是不是他接受了這次教訓,在習近平的這次敲打之下,變得老實起來。」

署名中辦官員的這篇文章還批評了中國的新聞審查制度,指出宣傳部門早已淪為利益集團維護自己利益、魚肉老百姓的工具,情況之嚴重甚至已經超過胡作非為的政法系統。根據中紀委掌握的消息,幾乎所有的宣傳部門,尤其是負責監管互聯網的,都是收錢辦事。各大新聞媒體尤其是網站,逢年過節都要向國新辦與北新辦的領導送巨款進貢。

最後,文章建議習近平打「大老虎」,拿中宣部與新聞審查機構開刀,除掉劉雲山和北新辦等腐敗墮落的毒瘤。

Is Xi Jinping planning to get rid of Liu Yunshan?

Oversea Chinese media recently published an article

which claimed to be authored by an official from

the General Office of the Central Committee of

the Chinese Communist Party (CCP).

The article made the criticism that Liu Yunshan,

a politburo standing committee member, had monopolized

the power of interpreting of Xi Jinping’s theoretical route.

It also revealed corruption scandals involving the whole

propaganda system and Liu’s family,

suggesting that “It may be a good move to get rid of Liu”.

Outside observers say that this article has a strong

implication of warning Liu Yunshan.

If Liu continues to challenge Xi Jinping’s authority,

he may end up “a big tiger” caged by Xi.

The article revealed that the General Office of the CCP’s

Central Committee recently received a report from the

Central Commission of Discipline Inspection,

drawing much attention.

The report described corruption inside the propaganda

system as unimaginably bad.

According to Party leaders and their findings, Liu has a

huge amount of property, the details of which are unknown.

Furthermore, his family members and followers

either live in luxury homes overseas,

or recklessly collect bribes in China by controlling the

framework of news censorship.

The article says the China’s central propaganda department

has been exploiting it’s power, and has even dared to kick around Xi Jinping.

Xi’s office had originally planned a course of announcing,

interpreting and propagating his “China dream”;

but from the start, the propaganda department

has had it’s own plans, completely ignoring Xi’s scheme.

Xi’s office has thus expressed their discontent

in many ways.

However, the propaganda department has simply deleted

any terms that are unfavorable to them.

Both Xi’s office and the General Office of the Central

Committee could do little about it.

Lan Shu, political commentator: “Liu Yunshan’s interpretation

of Xi’s ‘China dream’ and ‘constitution dream’ has resulted in strong grudges inside the CCP.

Chinese intellectuals and Party members of the liberal faction

are also extremely unhappy with what Liu has done.”

Lan Shu says that since taking power, Xi’s been consistently

following the policy presented in the 18th National Congress.

That is, Xi tries to stay in a centrist route which balances

between leftists and rightists.

As there is now widespread discontent against Liu Yunshan,

it’s possible Xi will use the opportunity to take away Liu』s power.

Lan Shu: “It’s not because of any personal reason that

prevented Xi Jinping and other CCP leaders from investigating Liu Yunshan previously.

The key factor is how great the pressure is that comes from

voices of insiders, outsiders and the whole Chinese society.”

Hong Kong’s Outpost magazine reported in its June issue that

Xi Jinping and Li Keqiang had drafted an anti-corruption plan,

which suggested abolishing an internal rule that

“politburo standing committee members should not

be investigated for prosecution”.

Between June 22nd and 25th, the CCP’s politburo held

a special meeting.

Xi required politburo members to “actively defend

the authority of the Party’s central committee”.

Xi’s words are widely interpreted as a warning message

to some politburo or standing committee members.

Hua Po, Beijing political affair observer: “After being warned,

it’s likely Liu will, more or less, restrain himself,

because the composition of the current politburo standing

committee is quite different from the previous one.”

Hua Po says that during Hu Jintao’s rule, politburo

standing committee members had more power at hand.

After Xi took power, he planned to establish a mighty central

group around himself, but this was impeded by what Liu Yunshan did.

If Liu fails to realize this and continues to act recklessly,

he may not have a good ending.

Hua Po: “Will Liu become ‘a caged big tiger’?

This depends on whether the conflicts between him and Xi

become further intensified, and on whether Liu will learn

a lesson and restrain himself after Xi’s warning.”

The article authored by a Central Committee General Office

official also criticized China’s news censorship system.

It revealed that the propaganda system has become a tool

of protecting interest groups and exploiting Chinese people,

and the situation is even worse than that of a lawless

political and legal system.

According to investigation by the Central Commission of

Discipline Inspection, almost every propaganda agency,

especially those in charge of internet information,

abuse their power to grab money.

During holidays, all the major media and websites have to

pay huge “tributes” to the leaders of China’s State Council

Information Office or the Beijing Information Office.

The article ended by suggesting that Xi “catch the big tiger”.

That is, targeting the propaganda department and news

censorship agencies to get rid of Liu Yunshan,

the Beijing Information Office and other corrupt

individuals and agencies.
