【禁聞】藏人獲中共密件 為鎮壓撒播仇恨

【新唐人2013年05月17日訊】海外藏人組織公布了一份中共武警部隊的內部文件。文件內容是向駐藏武警灌輸仇藏思想,以讓他們執行當局的非人性鎮壓藏人指令。請看報導。

據總部位於挪威的「西藏之聲」5月14號報導,位於印度達蘭薩拉的「西藏人權與民主促進中心」,公布了一份中共武警部隊的內部文件,所謂《藏區部隊心理疏導和防護手冊》。

這份手冊為四川武警總隊政治部於2008年10月印發,共有25個章節,通過問答形式「輔導」駐藏武警、特別是參與過鎮壓藏人行動的武警的心理素質。

文件中題目用詞激烈,如「如何面對藏獨分子的囂張氣焰?如何應付腦海中不時閃現的處置時的殘忍情景?如何應對鬧事分子衝上來而不知所措的現象?」等。

第16條的內容是:「有些同志一想到鬧事分子用藏刀、砍刀、石頭瘋狂襲擊的殘忍場面,就膽戰心驚,一看到穿『紅衣服』的僧侶就高度緊張……」

新疆維權人士張先生:「這些東西讓我聯想到89(年)六四鎮壓的時候,也就是把那些部隊封閉到京郊,進行了一段時間的洗腦。現在鎮壓西藏,它用這些培訓資料給官兵洗腦,讓這些官兵們基本泯滅人性,鎮壓這些藏人。」

新疆維權人士張先生認為,處在封閉狀態的官兵,不知道外界訊息,更不知道真相,他們可能就會用當局宣傳的仇恨,對待藏人。

據「西藏人權與民主促進中心」發佈的《2008年西藏人權年度報告》,其中指出,2008年發生在整個藏區的示威活動中,至少120名藏人被中共軍警槍殺,超過6500名藏人被抓捕,190人被判刑,其中7人被判終身監禁,90人被判十年以上徒刑,另有多人失蹤。

西藏流亡政府駐臺代表達瓦才仁:「從08年以後,中國政府一直把西藏人描寫成是那種揮舞著藏刀、齜牙裂嘴的那樣一種暴徒,把維吾爾人都描繪成不是小偷就是那種暴力傾向的。」

西藏流亡政府駐臺代表達瓦才仁表示,中國軍人沒有宗教信仰,再加上中共當局輔導他們如何克服屠殺時的心理壓力,他們就會表現的毫無人性。

西藏流亡政府駐臺代表達瓦才仁:「中共的軍隊不管在內戰中,或者對待西藏、或者對待新疆或者對待法輪功、或者對待一般老百姓,他們鎮壓的時候,他們面對的都不是軍人,面對的都是一般的老百姓而已,一些婦孺啊、或者那些手無寸鐵的百姓,而那些軍人鎮壓的時候也都是毫不留情。甚至開車碾過那些護衛自己土地的人,都沒有任何的心理負擔。」

達瓦才仁指出,中共的做法不是一個負責任的政府所應該做的,是一種不顧國家或者民族的長遠利益的行為,這不僅打破了它們之前說的:西藏人民如何歡迎解放軍的解放的說法,同時把藏人的處境暴露在全世界面前。

從2009年到今年4月24號,藏人自焚人數升到121人,其中境內藏地的自焚人數為117人,102人死亡,境內100人,境外2人!值得注意的是,這還是中共當局在全藏地頒佈「反自焚專項鬥爭實施方案」、「加強社會全面管控」,「嚴密封鎖自焚消息外泄,嚴厲打擊外傳自焚消息者」後的結果。

學者王力雄指出,中共的根本宗旨,只在保持自身權力。他說,中共行使最大規模的權力,也就是維穩,是維「權力之穩」,不是維「社會之穩」,中共依靠政權行政體系和警察手段,鉅細無遺的管理著十三億人,把全中國人都當成人質——只要中共亡,同時也讓中國同歸於盡。

Chinese Communist Party Internal Document Exposed

Overseas Tibetan organizations exposed an internal document

of the Chinese Communist Party (CCP) People’s Armed Police.

The content of the document is to instill hatred towards

Armed Police in Tibet.

This would then allow the police to enforce the command for

inhuman repression of Tibetans for the CCP. Let’s look at the reports.

On May 14th Voice of Tibet headquartered in Norway reported

on Tibetan human rights and democracy promotion center in Dharamsala, India.

They announced they had an internal document of the Armed

Police Force of the CCP, the so-called Psychological Counseling

and Protection Handbook for Forces in Tibet.

This manual was issued in October 2008 by the Political

Department of the Sichuan People’s Armed Police Corps.

It had a total of 25 chapters.

Phrased in the form of questions and answers, it 『consults on’

the psychological quality of armed police stationed in Tibet.

In particular those participating in repression of Tibetans.

In the manual, the wording is cruel. For example how to deal

with the Tibetan separatists’ arrogance.

How to deal with the harsh scenes in the mind from

time to time when executing Tibetans?

How to cope when you don’t know what

to do when troublemakers rush forward?

Item 16 said: “Some comrades feared recalling cruel scenes

of troublemakers’ crazy attacks with knives, machetes, stones.

They felt high tension when seeing the monks in red dresses”

Mr. Zhang, a Xinjiang human rights activist said, “These

things make me think of the massacre on June 4th 1989.

Those forces were close to the suburbs of Beijing,

and were brainwashed for a certain period.

Now for suppression in Tibet, they used the same materials

for brainwashing the officials and soldiers.

These officers and soldiers were basically devoid of

humanity in the suppression of these Tibetans."

Mr. Zhang, a Human rights activist in Xinjiang believes,

the officers and soldiers are closed off.

They do not know anything of the outside world messages,

trained not to say the truth.

That way they might treat Tibetans with the hate in

the propaganda of the authorities.

The 2008 Annual Report of Human Rights in Tibet was

released by the human rights and democracy promotion center.

It showed the entire Tibetan demonstrations in 2008.

At least 120 Tibetans were shot by the CCP military and police.

Over 6,500 Tibetans were arrested, 190 were sentenced.

Seven were sentenced to life imprisonment and 90 got over

ten years in prison, while many other people were missing.

Dawa Tsering, a representative of Tibetan government-in-exile

in Taiwan: “Since 2008, the CCP has described Tibetans

as fierce looking mobs waving knives and Uighurs

as thieves or with violent tendencies."

Dawa Tsering, also said that Chinese soldiers have no religion.

Add to that the CCP counseling them to overcome psychological

pressure when killing others, so they will become inhuman.

Dawa Tsering: “Regardless of the civil war, CCP troops, when

repressing, are not facing soldiers, but the general population,

such as Tibetans, or Xinjiang people, Falun Gong practitioners,

or other ordinary citizens like women and children.

The soldiers are relentless in repression.

Even if their car ran over those who guard their own land,

they had no psychological burden at all."

Dawa Tsering pointed out that the practice of the CCP is not

what a responsible government should do;

It is a disregard of the long-term interests of the state or nation.

It shows up the lies they told that the Tibetan people

welcomed the liberation of the People’s Liberation Army,

when actually it exposed the plight of the Tibetans

in front of the whole world.

From 2009 to April 24th 2013, the number of self-immolations

from Tibetans rose to 121 people.

Inland Tibetan self-immolations totaled 117 deaths, and 102

people were killed, 100 domestically and 2 overseas deaths!

It is worth noting that this came about after the CCP had

enforced the Special Project of Anti-self-immolation in Tibet.

They had strengthened the overall social control,

tightened blockade of self-immolation information leakage

and severely punished those releasing self-immolation messages.

Scholar Wang Lixiong pointed out that the fundamental

purpose of the CCP is to maintain their own power.

He said the control, which the CCP exercised on the

largest scale, was the maintenance of stability;

Only to keep their power stable,

not to keep the society stable.

The CCP relies on the regime administrative system

and police to manage 1.3 billion people in details.

It holds all the Chinese people as hostages;

if the CCP died, then the Chinese will all die with it.”
