【禁聞】李克強禁屁股指揮腦袋 能捍食安?

【新唐人2013年01月26日訊】中國食品安全問題已經到達沒有底線的程度。即將在三月接掌中共國務院總理的李克強日前表示,要築牢食品安全防線,確保民眾「舌尖上的安全」,轉變政府職能,不搞「屁股指揮腦袋」。外界對於這一說法是怎麼看呢?一起來看看。

大陸通訊社《中國新聞社》報導,身兼國務院食品安全委員會主任的李克強,24號主持食安委第五次全體會議時強調,食品安全是關係到每個人的重大基本民生問題,強化市場監管,食品應該放在重中之重的位置。

李克強指出,轉變政府職能是行政體制改革的關鍵,是觸動利益的事,一定要從大局出發,不搞「屁股指揮腦袋」的本位主義。

時事評論員藍述分析,李克強的話表明,他和中共總書記習近平目前在中共體制內的有限度改革,遭到了強大阻力,舉步維艱。

時事評論員 藍述:「所謂不搞『本位主義』,就是不搞利益集團。所謂不搞『屁股指揮腦袋』,這個所謂的『屁股』就是說你坐在哪個利益集團的位置上,你就為那個利益集團說話。所以這裡直接點到了習李目前想在中共政府內推動一定程度的改革,這個改革受到了阻力。」

對於今年的工作重點,李克強說要抓「牛鼻子」,抓重點、難點、熱點的食品安全問題﹔還要敢碰「硬骨頭」,重拳出擊、重點治亂。

不過,藍述認為,目前他們遇到的阻力,光靠習,李兩人是無法解決的,因為它來自於中共體制本身。

藍述:「因為所有的利益集團都是『屁股指揮腦袋』,他並不是真正的用自己的腦袋決定是否應該改革,而是坐在哪一邊,就替哪一邊說話。絕大部分的官員有這個問題。」

報導說,會議聽取了食安委成員、單位的匯報和發言,審議了《2013年食品安全重點工作安排》,並認為食品安全形勢總體穩定向好。

深圳獨立作家朱健國指出,這些說法明顯違背事實。

深圳獨立作家 朱健國:「在今天中國,空氣污染了,水污染了,這種狀況下,可以說百分之百的食品都是不安全的。除了中南海特供的食品之外,老百姓沒有安全的食品。這種情況下,他依然說主流是好的,這種話非常讓人憤怒!謊言!」

朱健國認為,「總體形勢穩定向好」這句話,已經給所有對食品安全負有責任的官員開脫了責任,所以這種會議實際上是無效的。

會議還表示,今年要堅決取締食品「黑工廠」、「黑作坊」、「黑窩點」,斬斷非法利益鏈,讓「潛規則」失效。

大陸網友 顧先生:「我個人覺得很難很難。人浮於事,每個利益集團都是想著錢。他說這個『屁股』是對的,但是有一點,要實現他講的那種目標,很難很難。因為你權力本身是上層賦予下層的,而不是民眾賦予給你這個權力的。」

隨著大陸民眾對食品安全問題的不滿日益強烈,中共當局頒布了《食品安全法》,2009年6月起生效,但政策的執行卻受到效率低下和腐敗問題困擾。食品安全黑名單不斷增添「新成員」,食品安全醜聞和爆出的驚人黑幕更是層出不窮,令人咂舌。

中共總理溫家寶曾經說過,食品安全事件是中國社會「誠信缺失、道德滑坡」的表現。但是,中共好像對他提高商業道德準則的呼籲充耳不聞。去年四月,中共喉舌《求是》雜誌發表了一篇文章,否認存在系統性的道德倒退。

這也許並不令人吃驚,因為很多官員和執法人員本身就是道德滑坡的製造者。

Food safety in China hasn’t any bottom line now.

Li Keqiang will take over as Prime Minister in March.

Li said few days ago that he will build a safety guard

for food to ensure people are “Safe on the tongue”.

He asked that the government transform the function and

that it doesn’t engage in “buttock leads head”.

The China News Agency reported that Li Keqiang holds

a concurrent post as the director of Food Safety Commission on the State Council.

On January 24, when presiding over the 5th plenary

meeting of the Food Safety Commission,

Li said that the food safety is an important basic livelihood

issue that relates to everybody.

Supervision of the food market should be strengthened

and food should be the most important government issue.

Li pointed out that the key to administrative reform

is transforming the government’s function, this will affect various interests.

But officials should nevertheless think about the overall

situation and not engage in parochialism, which is “buttock leads head”.

Lan Shu, a political commentator analyzed that

Li Keqiang’s words show clearly that

the limited reform that he and the General Secretary

Xi Jinping have promoted is meeting strong resistance, and that moving forward will be hard.

Lan Shu: “The so-called don’t engage in ‘parochialism’ means

don’t engage in the vested interest’s group.

For ‘buttock leads head’, the ‘buttock’ means your position

inside the interests group, meaning that you speak for that group.

This point directly to the reform that Xi-Li want to

promote inside the Chinese Communist Party’s regime. It clearly faces resistance.”

For the key tasks of this year, Li Keqiang said the

“nose of the bull” should be grabbed.

What need to be grabbed are the major,

difficult, hot issues of food safety;

be brave enough to challenge the “hard bone”;

strike with a strong fist and focus on disorder.

Lan Shu thought the current resistance that Xi-Li faced

can’t be solved by Xi-Li themselves , since the resistance itself is coming is from within the CCP system.

Lan Shu: ”Because all the interest groups are

『buttock leads head’.

They don’t use their head to decide whether

to take reform or not,

They speak for the group which they belong to,

this is the case with most officials.”

It’s reported that the members and organizations of

the Food Safety Commission reported to the meeting.

The meeting reviewed the “Key tasks of food safety

in 2003”, and considered that in general,

the food safety situation is stable and

is developing in the right direction.

Zhu Jianguo, a Shenzhen independent writer, pointed out

that those claims are obviously contrary to the facts.

Zhu Jianguo: “Now in China, air is polluted, water is polluted.

In this kind of circumstance, it’s 100% certain that food isn’t safe.

Apart from the special food supplied for Zhongnanhai,

there’s no safe food for people.

Despite the situation, it said the main stream is good.

These words have angered people very much! It’s a lie!”

Zhu Jianguo thought the words “the general situation is stable

and is headed in the right direction” have already taken away the responsibility of officials charged with food safety.

It is a fact that this kind of meeting has no positive

effect on the situation.

At the meeting it was said that all the “black factories”,

“black workshops” and “black dens” will be removed

to cut off the illegal benefit chains which can break the “hidden rules“ this year.

A Chinese netizen Mr. Gu: ”I personally feel it’s very difficult.

People don’t engage in the actions and each interest group only takes care of money.

So the “buttock” is correct, but there is one thing on which

people should be clear and that is the target is very hard to reach.

This is because the power is granted from higher level to

lower level, it’s not the people who grant power to officials.”

The dissatisfaction of Chinese on food safety got bigger and

bigger, then the CCP authority issued the “Food Safety Law” which had effect from June 2009.

But the execution is plagued by inefficiency and corruption.

The food safety blacklist is continually increasing.

The food safety scandal and shocking news are endless.

Wen Jiabao, the Prime Minister said the food safety incident

is a sign that Chinese society “lacks integrity and that the moral standard is declining”.

But the CCP, it seems, hadn’t heard Wen’s vow to

increase business ethics.

In April last year, the CCP’s mouthpiece Qiushi Magazine

published an article which denied there is any such systematic moral retrogression in China.

Maybe it’s not a surprise because many officials and

law enforcement officers are leading the nation’s moral decline.
