【禁聞】中共領導人親民秀 新版皇帝新裝?

【新唐人2013年01月04日訊】最近中共媒體發表一系列介紹中共新領導人的文章,力圖樹立中共高層開放、親民的形象。早前,習近平去廣東視察,「不封路」、「不清場」的報導獲得了不少好評,媒體還在延續這種「兩邊討好」的報導方法。不過有學者指出,這更像是新版的《皇帝的新裝》。

去年底(12月31號),《人民網》刊發了中共總書記習近平前往太行山區訪問基層、看望貧困群眾的文章。在考察過程中,習近平與村民坐在炕上交流,和基層共商脫貧致富對策,並特別交代不上酒水,一切從簡。

報導附上的圖片還介紹了習近平一行4個普通的晚餐菜單。賓館餐廳經理表示,這比以往一些接待簡單多了。

同一天,《人民網》還刊登了即將出任國務院總理的李克強消息。報導說,李克強到江西九江、和湖北恩施考察的車隊,只有兩輛中巴車,車隊一路沒有鳴過一聲警笛,還會像其他車一樣等紅燈。

報導還說,李克強住的「既不是當地最好的酒店,也不是酒店裡最貴的房間」,酒店也沒有為他配備任何額外的設施,哪怕是一條毛巾或一支牙膏。而整個調研考察期間,李克強一行的三餐都是自助餐。

美國《北京之春》雜誌主編胡平:「他當然希望給領導人樹立點形象。本來作為政治的領導人,人們最應知道的是你的政見,你的政治主張。而中共領導人它根本看不出他有任何政治主張,最主要的這一點你反而不能了解,所以他只有渲染他們的生活細節的一些小事情。」

香港《中國傳媒研究計劃》主編班志遠,將這些對中共高層的報導,與童話《皇帝的新裝》相比較,稱之為「皇帝,沒有新裝」。班志遠表示,他們的目地,是要讓人們相信,他們甚麼都沒穿,他們沒有巨額財富,就像你我一樣,而不是像去年《彭博社》或是《紐約時報》報導的那樣。

《多維新聞網》的評論也指出,既然領導人要走親民路線,拋棄官員「奢華作風」的固有印象,那麼和民眾一樣等紅燈,一樣住宿,一樣吃飯,這些有甚麼可報導的?文章認為,這種僅僅通過特稿宣傳領導人的方式,顯得笨拙而生硬。

資深媒體人高瑜:「這種作風的改變是應該的。哪個國家的領導人也沒像那樣,和老百姓根本就是隔絕的。在北京市,不管他們的路程多遠,全部清道。我覺得,如果光作風改變是一個方面,更重要的是,中國這些問題的解決不是光靠作風。」

資深媒體人高瑜還指出,首先必須做的是落實憲法,改變憲法的虛置狀態。她說,目前,公民的人身自由、結社自由、言論自由、出版自由等很多憲法的規定,根本都沒有得到落實。如果中共當局還是像以前那樣高高在上,「抱著炸彈擊鼓傳花」,社會的矛盾會更加激化。

班志遠也認為,強力推動新領導層的形象是不可操作的,而「反腐」卻是一件關乎「黨的生死存亡」的大事,單靠空洞的言辭是不行的。

胡平:「唯一的辦法是開放政治。一開放政治,領導人必須通過選舉產生,另外,有競爭,所以他有甚麼問題,反對他的人都會把它揭出來。反過來,他做的好的事情,人民也會…不是由於官方出來為他包裝,而是從各個不同人的角度這麼說來的情況,也會真實得多。」

胡平還表示,中共想改變政府形象,只有政治改革,實行多黨競爭,這樣的話,腐敗也會得到抑制。

CCP’s Version of “The Emperor New Clothes”

Recently, the CCP (China’s Communist Party) media

published a series of articles introducing the new leaders,

in an attempt to establish their populist image.

Earlier, Xi Jinping went to inspect Guangdong Province,

under the conditions, “no road closures no field clearances.”

This have helped Xi win many praises and the media

still continue with this “favor to both sides” style reports.

However, scholars see in this more of a new version

of “The Emperor’s New Clothes”.

At the end of last year, People’s Daily published an article

about CCP General Secretary Xi Jinping’s grassroots’ visit of the poor in Taihang Mountain area.

During the inspection, Xi sat down with the villagers,

and spoke about poverty measures, especially about drinking less and keeping things simple.

The report attached pictures of the meeting,

including Xi’s four-course dinner menu.

The hotel-restaurant manager said,

this was much more simple than the usual receptions.

On the same day, People’s Daily published news about

Li Keqiang, who is soon to take on his role as the Premier.

The report said, Li Keqiang’s inspection team to Jiangxi

Jiujiang and Hubei Enshi only had two medium-size buses.

Plus, his fleet never used the sirens,

and waited at the red lights like the other cars.

The report also said, Li Keqiang “lived in neither the best

hotel, nor the most expensive room in the hotel”.

The hotel did not provide additional facilities for him,

not even a towel or a toothpaste.

During the inspection, Li Keqiang’s three-course meals

were all buffet-style.

He of course wants to establish an image of the leaders.

As a political leader, what people should know most

about you is your political views and ideas.

However, from the CCP leaders you cannot know their

political ideas, this most important thing you cannot know.

So they can only disclose little things,

and details of their daily lives.’

Hong Kong’s China Media Study Program’ Chief Editor,

Ban Zhiyuan, compares these reports with the fairy tale “The Emperor’s New Clothes”.

Ban said, their purpose is to let people believe they don’t

wear anything, they don’t have huge wealth, they are just like you and me.

However, this is different from the disclosed information

in the Bloomberg’ and New York Times’ reports last year.

The Multidimensional News also pointed out,

that the leaders go for the routine “People First”.

They want to change the impression on officials’ leading

“luxury life style” – they now wait on the red lights,

they live in the same hotels, eat the same food like us,

the ordinary people – is this actually valuable to report on?

The article believes, this way of promoting the leaders

through featured articles appears clumsy and stiff.

Gao Yu (Senior media professional): “This style should be

changed. In no other country leaders are like that, totally isolated from the people.

In Beijing, no matter how far the road they go through is,

all the roads have to be cleared.

I think changing this style is only one aspect of it. It is more

important that the solutions to China’s problems cannot rely on changing the style.”

Gao Yu also pointed out that the first thing to address

is the Constitution, as to change its dummy state.

She said, currently, many provisions of the Constitution

have not been implemented.

Like personal freedom, freedom of association,

freedom of speech, freedom of the press, etc.

If the CCP authorities continue like before,

the social conflicts will only intensify.

Ban Zhiyuan also believes, it will not work to just stress

on the big promotion of the new leaders’image.

“Anti-corruption” is a matter of “party’s life and death”

thus empty rhetoric alone is not enough.

Hu Ping: “The only solution is to open up the politic.

As soon as it is opened up, new leaders must be elected.

In addition, there must be a competition,

so if he has problems, his competitors will expose them.

In turn, if he does something good, the people will also…

instead of official media packaging him in a shiny wrap,

people can talk from their own perspectives,

to see which will be much more real.”

Hu Ping also made a suggestion on how the CCP

can change the image of the government.

Hu recommended a political reform and party pluralism,

which will help suppress the corruption as well.
