【禁聞】環境群體事件頻發 寧波停建化工廠

【新唐人2012年10月30日訊】最近幾天,備受關注的浙江寧波鎮海區因化工廠擴建項目,引發萬民抗爭,28號再度升級,為平息民憤,當晚,當局宣佈永久中止項目,但民眾不相信,再與警方爆發了大衝突。近年來,大陸各地因環境污染項目的上馬,引發的群體事件頻發,分析指出,中共官員不顧污染環境,執意上大項目有兩個原因,一方面是陞官就靠GDP的績效,第二,有項目,就有腐敗的機會。

寧波鎮海區上萬民眾經過一週的激烈抗爭,28號早上,當局仍態度強硬,堅持要興建PX污染項目,同時,繼續調集大批武警、特警增援,鎮壓抗議民眾。

早上7點左右,數百名抗議民眾前往寧波市政府,要求寧波市長劉奇面對民眾,他們高喊「劉奇下臺,還我寧波」等口號,要政府撤回擴建化工廠計劃,並要求當局釋放之前被拘捕的抗議者。

同時有數千抗議民眾齊集市中心,一些民眾戴口罩和手持標語抗議。當局派出數百名警察到場戒備,雙方再次發生激烈衝突,有民眾被抓被打傷。

下午,示威規模進一步擴大,愈來愈多民眾到市政府門前抗議,全市多條主要道路都有抗議民眾在遊行,導致交通一度癱瘓,全市公交巴士幾乎停駛。浙江、江蘇、上海等地,也有民眾呼籲,前去鎮海區聲援。

為平息事件,寧波市政府28號晚,通過當地電視臺和微博發佈消息,堅決不上「PX項目」;煉化一體化項目前期工作停止推進,再作科學論證。

但民眾不相信,再與警方爆發衝突。29號,寧波市民林先生在接受《新唐人》採訪時指出,當局聲稱不再上「PX項目」全是騙人,目前民眾抗議已暫停,但特警仍沒撤走。

寧波市民林先生:「昨天晚上到後半夜,真的那些人亂打人的,都是外地調來的人,不是本地警察,他們身上好像有紋身,估計跟黑社會有關係,到後來清場,不論男女老少,反正你不走就打你,有的在醫院,有的關起來,關鍵有一個問題,中國的媒體沒一個報的,說明這個有問題。」

北京憲政學者陳永苗則認為,地方當局上這種化工的大項目,有兩個因素,一是陞官就靠GDP的績效,第二個,有項目的話,就有腐敗的機會。

北京憲政學者 陳永苗:「地方政績的績效,它是根據GDP來創造的,所以官員為了陞官,那麼他就得不斷的上項目,還有一個因素就是,如果不斷上大項目的話,他就有一些回扣,有些腐敗的機會就來了,我覺得它不顧民生的。」

近年來,大陸各地環境群體性事件頻發。去年8月,大連「福佳大化」PX項目也曾引發萬民大衝突,大連政府決定項目停產搬遷,但目前,這個PX項目仍在正常生產,且後期又新投放70萬噸產能。

今年7月間,四川甚邡、江蘇啟東,也相繼發生了因環境污染項目上馬,而爆發的萬民大衝突,最後都在當地政府宣佈項目停產下平息。

《新京報》報導,26號,中共環境科學學會副理事長楊朝飛說:自1996年以來,中國環境群體性事件一直保持年均29%的速度上升,但真正通過司法訴訟渠道解決的環境糾紛不足1%。

美國「漢萊塢籌備委員會」主任何哲指出,之所以出現這種情況,與中共利益集團和法制不健全有關係。

美國「漢萊塢籌備委員會」主任何哲:「如果你有一個健全的法律,他這些問題就可以有申訴的地方,不合理的項目就會及時的被阻止了,不會引起很大的衝突,所以主要是一個國家的體制問題,它司法機關不做為,它為了保護權貴經濟的利益,權貴集團的利益,所以他拒絕受理這樣的案件。」

何哲指出,如果一個政府不做為,民眾受害又沒有出路的時候,最後的結果必定是民間的反抗力量來摧毀它。

Collective Protest Stops Ningbo’s Chemical Plants

Recently, over ten thousand residents in Ningbo, Zhejiang

province, protested against the chemical plant expansion project.

Oct. 28, the collective protest escalated once again.

To appease public indignation, authorities announced

a permanent suspension of the project.

Not believing the authorities, local people again broke out in

large conflict against the police.

In recent years, Mainland China launched a series of

projects with consequences of severe environmental pollution, causing many & frequent protests.

Analysis pointed out how CCP officials insist on launching

large projects despite their pollution for two main reasons:

Firstly, they rely upon GDP growth for personal promotion;

Secondly, large projects bring about opportunities for corruption.

In spite of the week-long protest by over ten thousand

people in Zhenhai District, Ningbo,

the authorities still announced they will continue the highly

polluting PX project on the morning of 28th Oct.

Meanwhile they continued to dispatch large numbers of

armed police and special police to repress the protesters.

Around 7:00am, hundreds of protesters went to Ningbo

Municipal Government, and asked Ningbo Mayor Liu Qi to respond.

Shouting such slogans as “Liu Qi step down; love Ningbo,"

they called for the government to abandon the plan of expanding

the chemical plants, and to release the protesters arrested earlier.

At the same time, thousands of protesters gathered in the city

center, some wearing masks and carrying slogan banners.

The authorities sent hundreds of police who again clashed

with the protesters.

Some people were arrested and injured during the clashes.

In the afternoon, the protest escalated. More and more

people came to the municipal government to protest.

Protesters marched on a number of major roads in the city,

causing the traffic to be paralyzed and all city buses suspended.

In support of the Ningbo protest, some people arrived

from other districts of Zhejiang, Jiangsu, and Shanghai.

To pacify the protesters, Ningbo Municipal Government

announced on the night of 28th upon local TV and official microblog,

that it will not launch the PX project, and that the integrated

refinery project be halted for further scientific investigation.

However, people did not believe the authorities’ promise.

On Oct. 29th, Ningbo resident Mr. Lin told NTD that

he believed the authorities were deceiving people by saying they will not be continuing the PX project,

and that the protest had stopped, but special police

had not withdrawn.

Ningbo resident Mr. Lin: “By late last night,

the policemen really beat up on people in a random fashion.

They are all from other districts, not local police.

Some of them seem to have tattoos on the body.

They might be related with the gangs.

When they arrived, they started to clear the field.

Whoever tried to stay would receive a beating.

Some people were bleeding from the beating of the batons.

Some are in hospital, others arrested.

The problem is that no Chinese media reported on this issue.

This shows that there is a real problem.”

Beijing constitutional scholar Chen Yongmiao said,

local authorities launched such large projects for two reasons:

First, they rely upon GDP growth for personal promotion;

Second, large projects bring about opportunities for corruption.

growth counts for the performance of local officials.

For personal promotion, they have to

keep launching new projects.

There is another factor. With large projects

they are able to obtain personal benefits through corruption.

They have no regards for people’s life.”

In recent years, collective protests have broken out

all over China.

In August of last year, Dalian’s PX project also triggered

a major dispute between the government and over ten thousand people.

The Dalian government finally decided

to discontinue the project.

Now, however, the Dalian PX project is back on track, and is

even increasing its schedule by 700,000 tons of production.

In July of this year, Shifang and Qidong in Jiangsu Province

also saw successive protests due to pollution creating projects.

All protests quieted down after local governments

announced to discontinue such projects.

“Beijing News" reported on 26th that Yang Chaofei,

vice-director of China’s Environmental Science Society, said,

since 1996, collective protests due to environmental problems

had been on the increase, by 29% every year.

Less than 1% of them were resolved through judicial channels.

He Zhe, director of Han Hollywood Preparatory Committee,

pointed out that CCP’s group interests and insufficient legal system gave rise to such conflicts.

“With a well-founded legal system, these problems can be resolved.

Unreasonable projects would be prevented, without causing

any of these fierce conflicts.

So the main problem lies in the country’s political system.

Its judiciary system is not functioning normally.

In order to protect the rich and powerful,

the legal system rejects to accept such cases.”

He Zhe pointed out that if a government does not carry out

its responsible duties, leaving the victims with no way out,

then finally people’s force must overthrow

this corrupt system.
