【新唐人2012年10月20日訊】中美特種鋼訴訟 中方敗訴

「世界貿易組織」10月18號駁回了中國關於「中美特種鋼貿易糾紛」的上訴,維持原判,支持美國。

美國出口中國特種鋼的貿易爭端已進行了兩年,有關糾紛涉及美國「AK鋼鐵有限公司」和「阿勒格尼技術公司」生產的取向性矽電鋼,這是一種生產高效能變壓器、電動機和發電機的重要材料。

2010年,中國的「寶山鋼鐵公司」和「武漢鋼鐵公司」提出投訴,認為從美國和俄羅斯進口的取向性矽電鋼,存在以不公平的低價向中國市場傾銷的問題。中共商務部隨後決定,對從美國和俄羅斯進口的取向性矽電鋼徵收反傾銷稅和反補貼稅。

美國「AK鋼鐵有限公司」表示,高達產品價格19.5%的懲罰性關稅,給公司造成嚴重的經濟損失。

美方於是在2010年9月向「世界貿易組織」提出投訴,「世貿組織」今年6月初步裁定支持美國公司。之後,中方提出上訴,但「世貿」星期四宣佈,維持最初的仲裁結果。

日本取消中日軍官交流

日本《共同社》透露,受釣魚島問題的影響,雙方「校級軍官交流」專案,被日本方面決定廢除。

報導說,推動這項計劃的主辦單位原本表示,預計於10月下旬開始的交流,可能會被延期,但現在日本的立場變得強硬起來,直接宣佈廢除雙邊校級軍官的交流活動計劃。

莫言獲諾獎 恐違反利益衝突規定

美國《外交政策》雜誌週四發表博客文章,文章引述瑞典電視臺的報導說,由於瑞典著名漢學家馬悅然,作為「諾貝爾文學獎」評獎委員會委員之一,同時又在瑞典出版社出版他翻譯的莫言作品,馬悅然可能違反了評獎委員會有關利益衝突的規定。

文章認為,2012年「諾貝爾文學獎」因此似乎也失去了光彩。據說,馬悅然本人氣得發狂,發電郵罵電視臺。

文章評論說,再鬧下去,中共政府又要指責是所謂的「西方反華勢力」貶損中國文化成就。

Reuters: CCP Standing Committee Confirmed

Reuters quoted three informants at high levels of the Chinese

Communist Party (CCP), who revealed the top level of the CCP

has reached an agreement on the candidates of the new

Politburo Standing Committee.

The seven standing members will be announced at the 18th

National People’s Congress (NPC) meeting next month.

It is reported that Xi Jinping came in first on the candidates list.

Another person, no doubt, is Li Keqiang.

The informants said the list also includes Wang Qishan

in charge of financial affairs,

Liu Yunshan in charge of CCP propaganda, Li Yuanchao,

the head of the CCP Organization Department,

Zhang Dejiang who took over Chongqing after Bo Xilai’s downfall,

and Zhang Gaoli, the CCP secretary in Tianjin.

It is reported that seven Standing Committee members will

be easier for Xi Jinping to control while he establishes authority.

China’s Appeal Fails

On October 18, WTO rejected the appeal of the suits of China

regarding Sino-US special steel trade disputes,

upheld the original verdict, and supported the United States.

Disputes regarding U.S. companies exporting special steel

of China have been ongoing for two years.

The suit is related to grain-oriented flat-rolled electrical steel

produced by AK Steel and Allegheny Ludlum, which

is an important material of high-performance transformers,

motors, and generators.

In 2010, Baoshan Steel and Wuhan Steel in China filed suit,

claiming that the grain-oriented flat-rolled electrical steel

imported from the United States and Russia had problems

selling at a low price in large quantities to China’s market.

CCP’s Commerce Department subsequently decided

to impose anti-dumping and countervailing tariffs

on imported electrical steel from the United States

and Russia.

AK Steel in the US said punitive tariffs of up to 19.5%

of product prices had caused serious economic losses to the company.

In September 2010, U.S. companies filed suit with the WTO.

WTO’s preliminary verdict in June, 2012 supported

US companies.

But Chinese companies appealed to the WTO again.

WTO announced on Thursday to maintain the initial verdict.

Japan Canceled Colonel Exchanges

Kyodo News in Japan revealed that influenced by the Diaoyu

Islands issue, Japan has decided to repeal field officer exchanges.

It is reported that the company that had initiated this project

originally said that the exchange which was expected to start

in late October might be postponed, but now Japan’s stance

hardened and directly announced to repeal field officers exchanges.

Mo’s Nobel Prize

U.S. Foreign Policy magazine published a blog article

on Thursday.

The article quoted Swedish television reports that said that

since the famous Swede Sinologist Goran Malmqvist,

a member of the committee of the Nobel Prize for Literature,

published his translation of Mo Yan’s works in the Swedish Press,

Malmqvist may have violated the “conflicts of interest” provisions.

The article said the 2012 Nobel Prize for Literature seems

to have lost its luster.

Goran Malmqvist was said to have gotten mad,

and scolded Swedish television via e-mail.

The article also pointed out that if the conflicts continue,

the CCP would again accuse the so-called 『anti-China forces

in the West’ as disparaging the achievements of Chinese culture.
