【禁聞】什邡民眾抗污染 當局責人別有用心

【新唐人2012年7月4日訊】近日,鉬銅項目在四川什邡破土動工,引發什邡民眾不滿,2號上午,約有兩萬市民參加了遊行和示威,大批特警用警棍毆打民眾,並施放瓦斯、催淚彈鎮壓,許多民眾受傷。什邡市政府網站通告聲稱,別有用心的人鼓動不明真相的學生集訪什邡市委。評論者指出,這是中共一貫的伎倆,總是把自己製造的與民爭利和傷害民眾的矛盾,說成國際矛盾或外來矛盾,來推卸自己的責任。

四川汶川大地震中的重災區什邡,7月2號發生大批民眾上街,抗議興建鉬銅冶鍊廠的遊行示威活動。據當地人透露,許多學生罷課,工人罷工,許多商店也關門停止營業,約有二萬民眾冒雨參加了抗議。

鉬銅項目是四川省「十二五發展規劃」重點項目,也是什邡歷史上首個百億級投資項目,總投資額達104億元,前期籌備近5年,於6月29號奠基。

當地民眾指出,什邡已經是一個滿目瘡痍的重金屬污染城市,而鉬銅則是一種可怕的化學物質。他們遊行抗議只是希望保護好美麗的家鄉,不願意未來的孩子們變成癌症兒童。

什邡當地許多在校的學生也參與了這次示威抗議。陳永苗指出,中國的群體事件中反抗的主要力量以後肯定是80後和90後。

陳永苗:「這個地方的90後已經打出標語,他說:『我們不怕犧牲,我們是90後』,這個標語反映非常非常之大,就是說出了他重點監控的是學生,其實因為他的就業問題,他的將來社會形勢問題,他的各種感受,已經感到社會不公,已經嚴重的侵襲到校園中來了。」

目擊什邡抗議示威的網友說,持警棍和盾牌的防爆警察,武警約兩千多人,施放瓦斯、催淚彈強行鎮壓群眾,無數人受傷,至少兩名抗議者死亡,20多名學生被捕。

網路上目前傳出大量現場抗議民眾遭鎮壓的血腥視頻和圖片。

「權利運動」組織負責人胡軍指出,網路上流傳一張穿白衣服的女子跪在一群特警面前的照片,她16歲的女兒被打死了,而她的丈夫也在當局鎮壓中被打的血肉模糊,不知道生死。

胡軍:「胖警察追在後面打女孩,幾棒子把女孩打死了,那女孩的父親跑去開個車憤怒了,把大門給衝了,她的母親跪在地下求那些身穿盔甲,手拿棍棒的那些特警。 當地的市民圍著一面牆上開始寫,寫他們自己的留言,整個一面牆多少人圍著,悼念這個孩子。」

3號,什邡市公安局貼出公告警告民眾,禁止集會,遊行。四川什邡政府網站也發出通告,聲稱所謂別有用心的人包藏禍心、捕風捉影的宣傳鉬銅項目,鼓動不明真相的學生集體去什邡市委,引來群眾圍觀。

北京憲政學者陳永苗指出,中共向來都是把自己製造的與民爭利的矛盾,或者是傷害民眾的矛盾,說成國際矛盾或外來矛盾,用來推卸自己的責任。

陳永苗:「那樣的話它有個好處,它就可以任意弄到弒人的政治的高度,它好抓人,好把帶頭的人抓住,好控制住甚至可以開槍鎮壓它好鎮壓,這是地方政府在幹對付地方群體事件的一貫的手法,汕頭啊,烏坎啊都是這樣子的。」

胡軍指出,中共當局動不動就說反抗者是「敵對勢力,境外反華勢力」在支持,讓老百姓厭惡。

胡軍:「打棒子,扣帽子,然後搞一個甚麼敵對勢力,然後採取手段對付自己的百姓……進行屠殺,這就是中共一貫用的伎倆,常用啊,現在中國老百姓見怪不怪了,這個流氓中共,老百姓已經把它看的清清楚楚的了。」

什邡發出的通告中,還特別提到了遭中共當局血腥鎮壓的法輪功和藏傳佛教的精神領袖達賴喇嘛。

陳永苗指出,中共反對的,一定是民眾認為好的,什邡當局發出的這種通告,反倒是對法輪功和達賴喇嘛的一種宏揚。

陳永苗: 「凡是官方說的對的,人民或國際上輿論認為是錯的,凡是官方說的錯的,它也是錯的,那它一旦指定誰是敵人,那對這個人來說,這個群體來說是一種表揚,是一個揚名立萬的機會,效果就是這樣子的。」

3號晚間,中共喉舌《人民網》發佈了四川甚邡市委、市政府決定:今後不再建設鉬銅項目。

不過,去年大連也曾發生過類似事件,約有1萬2千名抗議民眾要求大連政府遷走危害民眾健康的石化工廠,後來政府承諾搬遷工廠,但據一些中國境外媒體報導,這家工廠仍在正常運營。

Shifang City Mass Protest Against Officials’ Polluting Project

Construction recently started on a molybdenum copper plant

in Shifang city, Sichuan Province.

The project provoked a mass protest staged by over 20,000

local citizens on July 2nd .

A large number of SWAT police beat the people, firing tear

gas on the crowds and many people were injured.

The Shifang local authorities of the Chinese Communist Party

(CCP) openly attributed this to people with ulterior motives.

Commentators believe that this is the CCP’s usual trick

in order to offload all the blames it should take.

Shifang city which suffered in the Great Sichuan earthquake

witnessed a massive demonstration on July 2nd.

The local residents protested at the construction of a

molybdenum copper plant.

Informed sources said that a lot of students and workers took

to the streets, while businesses closed.

About 20,000 people braved the rain to join the protest.

The molybdenum copper project is on the list of key projects

of “Twelfth Five-Year Development Plan" of Sichuan Province.

It is known as the first project with investment of more than

tens of billions of RMB in Shifang city.

The foundation laying ceremony of the project was held

on June 29th after five years of preparation.

Local residents said that nowadays Shifang has become

a highly metal-polluted city.

Molybdenum copper is a terrible chemical causing cancers.

The people protested to protect their homeland and children

from the cancer risk.

A large number of local students joined the demonstration.

Chen Yongmiao, Beijing-based constitutional scholar predicts

that the main force of China’s mass protests will undoubtedly

be the generation born in 1980s and 1990s.

Chen Yongmiao: “The post-90s in Shifang city held banners

saying “We are not afraid of sacrifice. We’re the post-90s."

This slogan has deep meaning, which actually means that

being a student, he has realized that

social injustice not only exists in the workplace,

the social future but also invades into the university campus.”

A local witness revealed online that over 2,000 riot police and

armed police, holding batons and shields, fired tear gas at the protesters.

Many people were injured, at least two dead and

over 20 students were arrested.

A large amount of on-site videos and photos have flooded

China’s websites, showing brutal suppression of protesters.

Human Rights Campaign in China sponsor, Hu Jun,

spoke of a photo circulated on the internet.

In the picture, a woman in white dress knelt down

in front of a group of SWAT police.

Her 16-year-old daughter was killed and her husband,

horribly battered, may be dead or alive.

Hu Jun: “A fat policeman was chasing after the girl and

battered her to death.

His father, in fury, drove his car crashing into the gate.

The girl’s mother knelt down begging those armored

SWAT police who were holding batons.

The citizens began to write on walls, leaving messages.

So many people there were grieving over the girl."

On July 3rd, Shifang Municipal Public Security Bureau issued

a warning notice, prohibiting assembly and demonstration.

Shifang’s CCP authority posted on its official website, that on

instigation of people with ulterior motives on the molybdenum copper project,

the students “in ignorance of the truth " went to the Shifang

Municipal Party Committee, attracting the crowds.

Chen Yongmiao says all the frictions created by the CCP

in grabbing interests from or harming the Chinese people

have always been framed by it as international conflicts or

external conflicts, which is used to shirk its own liability.

Chen Yongmiao: “In this way, it can arbitrarily politicalize

any event to justify its capturing and killing of the civilians.

This is the usual means for the local authorities to deal with

the mass protests, like in Shantou, Wukan.

All these mass events were touted as activities under

incitation and separation by international forces.”

Hu Jun notes that the CCP regime always alleged that

the protesters are backed by “hostile forces or overseas anti-

China forces", which incurs civilians’ anger.

Hu Jun: “Bludgeoning or labeling, then blaming some hostile

forces, taking measures against the populace, and killing.

That’s a trick that the CCP has usually used, which civilians

have now understood fully."

The Shifang official announcement particularly mentioned

Falun Gong and the Dalai Lama.

Chen Yongmiao says that what the CCP opposes is definitely

welcomed by the people.

Instead, the Shifang’s official notification is a promotion of

Falun Gong and the Dalai Lama, he said.

Chen Yongmiao: “All the regime has positively touted cannot

get recognition by Chinese people or international community.

But when it targets the specific individual or group of people,

it is able to help perpetuate the latter, it’s the actual effect.”

On July 3, the people.com a mouthpiece of the CCP,

issued a statement for the Shifang authorities:

no construction of molybdenum copper project in the future.

However, Dalian city experienced a similar incident in 2011.

About 12,000 local citizens protested Dalian authorities to

remove a polluting petrochemical plant.

Afterwards, the authorities promised to relocate the factory,

but is still in operation according to overseas media reports.
