【新唐人2012年6月15日訊】德國媒體認為，即將卸任的胡錦濤為了確保親信團派勢力的拓展，以退為進輕饒薄熙來事件的支持者，其中包括中共政治局常委周永康，以及總後勤部政委劉源，和第二炮兵政委張海洋。不過，學者認為，胡錦濤這樣做是因為他的力量不足，但是，如果他不除惡務盡，會給自己將來帶來殺身之禍。
據《德國之聲》報導，即將卸任胡錦濤，為確保團派和自己的聲望，已屈服於保守派的勢力，決定對薄熙來事件「降低調查規模」，只調查薄熙來和他的妻子。儘管薄熙來家族被認為將超過20億美元的財富移往海外，他並未受到任何貪污或其他罪名指控。
最新的中共內部通知也指稱，薄熙來醜聞應被視為「獨立案件」，不涉及反黨分子的陰謀。
時事評論員林保華表示，看來胡錦濤要把薄熙來同黨留給下一屆處理。但是，不處理也不會太平。因為薄熙來同黨周永康一直在反撲，像「李旺陽事件」，從李旺陽「被自殺」到被強制火化，都跟政法委書記周永康有關係。
林保華：「陳光誠的事情、李旺陽的事情，胡錦濤跟溫家寶他們扮演甚麼角色？是被周永康跟下面的人矇蔽；還是你有意縱容他們不去處理；或者是根本就是你主持的。肯定這三個裡面你扮演一個角色，你逃不掉的。」
林保華指出，共產黨體製出了很大問題，政法委在中國民憤非常非常大了，只有立刻解散政法委，才能為18大掃清道路，老百姓也會歡迎。
《德國之聲》認為，壓下對薄熙來案調查的有三股勢力：首先是仍在中共、解放軍和政府內擔任高層職位的毛派幹部；其次是受中共元老薄一波恩惠的前黨魁江澤民；第三股是「皇太子」習近平，習近平不希望對付軍中太子黨，如劉源和張海洋等。
但是，《德國之聲》指出，作為「放過」參與薄熙來陰謀同夥的回報，胡錦濤可以在中共十八大後留任中央軍委主席至少兩年，這將確保胡錦濤的團派親信在中共十九大唱主角。
旅美政治評論家陳破空認為，胡錦濤放過薄熙來的支持者是不得已的，一方面他是弱勢領導人，只想平平安安的退休；另一方面薄熙來事件對中共震動太大，強大的左派力量讓胡錦濤感到了恐慌，不僅使中共高層內部分裂，而且連基礎也發生分裂。
陳破空：「在這種困境下，與其說是以退為進，不如說是無可奈何；與其說是放過薄熙來的同黨和部下，不如說是把他們沒有辦法；與其說是他著眼於18大、19大，不如說它是為了自己全身而退、安然退休。」
陳破空還指出，現在胡溫處理薄熙來僅局限在經濟問題和刑事問題上，連權利鬥爭和路線鬥爭都不提了，說明在心理上還是認同薄熙來他們是一家人。
陳破空：「他要認清楚倒薄這件事情，關係到中國的政治方向問題，他要認識到倒薄熙來的支持力量不在中共黨內，而是在黨外、在民間。民間對毛式的、文革式的、紅色的那一套、極左的那一套深惡痛絕，尤其民間希望中國走上一個民主自由之路、走上一個真正的政治開放之路。」
陳破空指出，如果胡溫跨不出黨內處理薄熙來的思路，就會感到勢單力薄；如果他們不從歷史中吸取教訓，不除惡務盡，就會被內部極左勢力的反撲所壓倒，他們會受到清算，還為將來自己埋下殺身之禍。

Hu Jintao Lets Bo Xilai’s Allies Off the Hook
German media reviews that expected-to-retire Hu Jintao
is letting Bo Xilai’s allies off the hook for the sake of his Youth League’ future.
Bo’s allies include Zhou Yongkang, the Politburo Standing
Committee member of the Chinese Communist Party (CCP),
Liu Yuan, commissar of PLA’s General Logistics Dept.,
and Zhang Haiyang, commissar of PLA’ 2nd Artillery.
Scholars comment that Hu’s act is due to lack of strength.
If not uprooting all evils, this will lead to fatal disaster for Hu.
Voice of Germany reported, the outgoing CCP’ President
Hu Jintao has succumbed to the Party’s conservative force,
to ensure the Youth League’ and his own future.
Hu has reportedly decided to “downgrade the investigation”
of Bo’s case, with the probe confined to Bo and his wife.
Bo’s family was reported to have transferred
over USD 20 billion outside China.
Yet so far, Bo himself has not been formally accused
of corruption or any other charges.
The latest inside information from CCP is that Bo’s scandal
should be considered a separate case, and that no anti-Party conspiracy should be involved.
Critic Lin Baohua thinks Hu seems intending to leave
the issue of Bo Xilai’s allies to the new CCP’ leadership.
However, Hu will not be safe even if he avoids
dealing with it, Lin Baohua forecasts.
The force led by Bo Xilai and Zhou Yongkang had never
given up their counterattacks, like Li Wangyang’s death.
Li “committed suicide” according to the authorities,
and they forced quick cremation of his body.
All these were linked to Zhou Yongkang, head of the CCP’
Political and Legislative Affairs Committee (PLAC), says Lin.
Lin Baohua: “In the incidents of Cheng Guangcheng and
Li Wangyang, what role did Hu Jintao and Wen Jiabao play?
They were either deceived by Zhou Yongkang
and his minion forces;
or they (Hu & Wen) might willingly condoned
the roles of Zhou and his minions in the incidents;
or they (Hu & Wen) actually are the ones
behind these incidents.
That is, they (Hu& Wen) must have done
one of these three things."
Lin Baohua says that big things went wrong with the CCP’s
ruling system. The PLAC has greatly outraged the Chinese people.
Only PLAC’s immediate disintegration can pave the way
for CCP’s upcoming 18th Congress, which will be welcomed by the people, Lin Baohua remarks.
There are three forces playing roles in smothering the probe
into Bo’s case, according to Voice of Germany’s analysis.
Firstly, the Maoist cadres still holding senior office positions
in the CCP, the People’s Liberation Army and in the regime.
Secondly, the CCP former leader Jiang Zemin
who received favors from the CCP veteran Bo Yibo.
Thirdly, the CCP’s “crown prince" Xi Jinping who does
not want to contend with military princelings, like Liu Yuan and Zhang Haiyang.
However, in return for “letting off” Bo’s allies, Hu Jintao can
remain as military head for further two years after he retires from office at the 18th CCP Congress.
This can help ensure Hu’s Youth League faction cronies
will dominate the 18th Congress, Voice of Germany says.
US-based commentator Chen Pokong thinks Hu Jintao
has no alternative but to let Bo Xilai’s allies go.
On one hand, regarded as a lesser influential leader,
Hu just wants to have a smooth and peaceful retirement.
On the other, Bo’s case has shocked the CCP
so greatly that its powerful left-wing forces made Hu panic.
Bo Xilai’s case did not only split the CCP’s top-level,
it reached all the way to the CCP’s grass roots.
Chen Pokong: “In this difficult situation, Hu’s step is an act
of helplessness rather than a retreat to gain advantage.
He has no way to deal with Bo Xilai and his allies,
but to let them go.
He considers securing a smooth and peaceful retirement,
rather than paving the way for the 18th or 19th Congress."
Chen Pokong points out that in their handling of Bo’s case,
Hu & Wen confined to Bo’s economic and criminal matters,
not mentioning any power struggles.
This is to show that psychologically,
they still treat Bo Xilai as one family.
Chen Pokong: “He should clearly understand,
that purging Bo is linked to China’s political direction.
He should realize that the force supporting Bo’s removal
is not within the CCP, but outside it, from the civil society.
The civilian community extremely detests the stuff
of the Maoists, the Cultural Revolution and the ultra-leftists.
Chinese civilians hope China would take the path
of democracy and freedom, of real political opening up."
Chen Pokong says, if Hu & Wen limit their way of handling
Bo’case within the CCP privately, then they will be alone and effective less.
Chen warns that Hu & Wen should take lessons
from history to uproot all evils completely.
Otherwise they would be overpowered by
the ultra-leftist force within the party.
In which case Hu & Wen would face destruction
not only of their faction, but of themselves too.
