【新唐人2012年6月1日訊】一年前，方洪因一首諷刺薄熙來的打油詩而被勞教，一年後，卻有機會起訴重慶政府，網名「方竹筍」的重慶涪陵區林業局幹部方洪的生活，隨著薄熙來戲劇性的倒臺，而從地獄回到了人間。
方洪告訴《新唐人》，他今年四月出獄後，向重慶市法院起訴重慶市政府，法院已經立案。方洪自信能夠勝訴，他說，薄熙來、王立軍在重慶破壞法制是有目共睹的。
方洪：「 不是要申訴，我是要起訴，起訴重慶市人民政府，他對我非法限制人身自由。」
記者：「你向哪個部門提出起訴呢? 」
方洪：「重慶市第三人民法院。被告是重慶市人民政府。 」
記者：「法院已經受理了，是嗎? 」
方洪：「對，已經立案了。 5月14日已經立案了。三個月之內他必須審理。 」
由於對「李莊案」感到不滿，去年4月，方洪以「方竹筍」的筆名，在微博上寫下一首嘲笑薄熙來和王立軍的打油詩，他寫道：「勃起來屙了一坨屎，叫王立軍吃，王立軍把這坨屎端給檢察院吃，檢察院端給法院吃，法院端給李莊吃，李莊的律師說，李莊不餓，誰屙的，誰自己吃。」
方洪回憶說，去年23號晚上幾十名警察開著消防車來抓他。到了派出所，警方宣佈對他進行行政拘留。但是在方洪簽完字之後，警方卻對他宣佈實施「勞教」。勞教所兩度找藉口拒收，但是重慶政法委副書記秦敏，逼迫勞教所收下方洪。
方洪：「整個我的案件整個都是政法委這支黑手在幕後操縱，那邊勞教所不收我，我就回來了。回來後重慶市政法委一個副書記秦敏（給勞教所）打電話，說今後補。今後給你補來。我又去了，勞教所有個醫生，說你的臉怎麼這麼黑啊？我說我長得就這麼黑。他說那不對，你有病，以前肝臟有毛病嗎？我說我7歲患過黃疸性肝炎，他說那對，你這是肝硬化，我們勞教所不能收你。我又回來。從九點到入監晚上三點鐘，這一去一來都是秦敏一直在指揮。」
王立軍把「方洪案」定為政治案件，成立了一個27人的專案組。6月，方洪的兒子方迪把事情公布在網上，北京維權律師許志永等人趕赴涪陵聲援。涪陵警方扛不住民意的壓力，在8月把方洪釋放。但是王立軍一紙命令，再把方洪送進勞教所。
方洪：「 王立軍出了個文件我看還蓋上公章的，副局長劉凱和何清華一篇一篇念我聽的，說要涪陵硬起來。」
一年後，方洪出獄了，等待他的是巨變之後的重慶，薄熙來倒臺了，王立軍也面臨被起訴。方洪對媒體說，他就是要通過訴訟程序撤銷勞教決定，並且在重慶官方媒體上對他道歉。勞教決定撤銷後，再申請國家賠償。
方洪還透露了王立軍不為人知的惡行。他引述朋友的話說，重慶市女子交巡警平臺十三個女警當中有八個被王立軍強姦過。這位朋友的女兒就在女子交巡警平臺工作。
目前方洪的兒子，22歲的方迪還在獄中。方洪被勞教後，方迪試圖幫助父親，結果被中共當局以「教唆他人吸毒」罪名，判刑14個月。方洪說這是捏造的罪名。

After One Year of Unfair Treatment, Fang Zhusun Welcomes a New Life
One year ago, Fang Hong was sent to a labor camp because
he wrote a Limerick to satirize Bo Xilai.
A year later, he has the opportunity to sue the Chongqing
government.
Fang Hong, an official from Forest Department,
Fuling district, Chongqing city,
who uses the online screen name “Fang Zhusun”, went to hell and
back and started a normal life after Bo Xilai’s dramatic downfall.
Fang Hong told NTD that after his release in April this year,
he sued the Chongqing government in the city court.
Now the court has filed his case.
Fang Hong is very confident that he will win the case.
He said that all people saw how Bo Xilai and Wang Lijun
broke the law.
Fang Hong: ”It’s not a complaint, it’s a lawsuit. I sued
Chongqing government who illegally restricted my freedom.”
Reporter: “Where did you file the lawsuit?”
Fang Hong: ”The third people’s court of Chongqing city.
The defendant is Chongqing government.”
Reporter: “The court has accepted your lawsuit, hasn’t it?"
Fang Hong: “Yes. It has been filed. It was filed on May 14.
They have to deal with the case within three months.”
Fang Hong is very dissatisfied about the Li Zhuang case.
In April 2011, he used “Fang Zhusun” as his online
screen name, and wrote a Limerick satirizing Bo Xilai and Wang Lijun in his blog.
He wrote, ”Bo Xilai (expletive) excrement,
and asked Wang Lijun to eat.
Wang sent the excrement to the Procuratorate.
Then the Procuratorate gave it to the Court.
The court brought it to Li Zhuang and asked him to eat.
Li Zhuang’s lawyer said, Li isn’t hungry, and
the excrement should be eaten by the people who (expletive) it.”
Fang Hong recalled the memory of the day he was arrested
by dozens of police who drove fire-engines on April 23, 2011.
After they arrived at the police station, the police announced
that he was being detained.
But just after he signed the document, the police
re-announced that he will be sent to the labor camp.
The labor camp refused to receive him twice with different
excuses,
but Qin Min, the deputy chairman of Chongqing Political and
Judiciary Committee, forced the labor camp received him.
Fang Hong: ”The entire process of my case was controlled
by an unseen black hand, the Political and Judiciary Committee.
At first, the labor camp didn’t receive me, so I was sent back.
Then Qin Min, a deputy chairman of Chongqing Political
and Judiciary Committee called (the camp) and told them (he) will give them the related files later.
Then I was sent there again.
There was a doctor in the camp.
He asked me, 『Why your face is so dark?’
I answered, 『it’s my natural color.’
But he said,’No, you must have diseases. Is your liver good?’
I answered that I suffered hepatitis with jaundice when
I was 7 years old. Then he said, ‘that’s it. You have cirrhosis,
and our camp can’t receive you.’ Then I was sent back again.
From 9pm until 3am when I was finally received by the camp,
the whole process was controlled by Qin Min.”
Wang Lijun declared Fang Hong’s case as a political case a
nd set up a dedicated team with 27 members.
In June, Fang Hong’s son, Fang Di revealed the case online.
Including Beijing lawyer Xu Zhiyong, several human rights
lawyers went to Fuling to support Fang Hong.
Fuling police couldn’t violate the people’s opinion,
and released Fang Hong in August.
But with an order from Wang Lijun,
Fang Hong was sent to the labor camp once again.
Fang Hong: ”I saw a document that was issued by Wang Lijun
and sealed with the official seal.
Liu Kai and He Qinghua, the deputy directors of the police
station read it to me multiple times and said it asked Fuling to be tougher.”
A year later, Fang Hong was released from the camp
and witnessed the huge change in Chongqin.
Bo Xilai fell from grace and Wang Lijun is facing lawsuits.
Fang Hong said through the prosecution, he wants police
to withdraw decisions that sent him to the camp.
And he wants Chongqing officials to apologize to him
in the official media.
After the decisions are withdrawn,
he will apply for state compensation.
Fang Hong also exposed some of Wang Lijun’s evil
that hadn’t been exposed before.
He quoted the words from one of his friends who revealed
that 8 out of the 13 policewomen on Chongqing’s Female Patrol platform were raped by Wang Lijun.
The daughter of his friend is working on this platform.
Now, Fang Hong’s son, 22 year old Fang Di, is still in prison.
After Fang Hong was sent to the labor camp, Fang Di tried to help his father,
but was sentenced to 14 months in jail with an “abetting drug”
charge by the authority. Fang Hong said it’s a trumped-up charge.
