【禁聞】高鐵趕工獻禮釀災 慘案調查遭質疑

【新唐人2011年7月29日訊】「溫州動車慘案」引發民怨沸騰,溫家寶聲稱要進行公開和透明的調查,外界對此表示質疑。與此同時,當局正在施壓死難者家屬接受過低的賠償。海內外人士和媒體批評中共當局草菅人命,為了向中共建黨90週年獻禮,高鐵提前2年完工,終於釀成人為的災禍。

「7.23溫州動車追尾相撞事故」吸引了海內外近百家媒體採訪,創下近期國內突發事件吸引媒體關注的新記錄。連日來,在中宣部的指令下,中共黨媒大量為當局救援歌功頌德。

7月27號,香港《蘋果日報》一篇「採訪手記:悲劇當喜劇,溫州上演慈善騷」指出,記者耳聞目睹死難者家人痛不慾生,但這些畫面和聲音,極少出現在當地的電視廣播。

27號,一百多名遇難者家屬在溫州南站抗議,他們手舉「還我真相、為民做主!」的橫幅,高呼口號。一名請願家屬說:「事故不是天災,是人禍,我們認為是人為的,是調度出問題!」

28號,溫家寶來到溫州看望遇難受傷者家屬。他說,要給人民一個真誠負責任的調查交代,如果發現背後隱藏著腐敗問題,將依法處理,毫不手軟。

李大同(中國青年報《冰點》週刊前主編):「這老百姓你蒙不了,你拿老百姓的命當兒戲,我想這現在已經越來越清楚了,民眾越來越知道自己的利益在甚麼地方,越來越要求公開、要求透明。但是現在愚蠢的官僚機構還沒了解這一點,總是用最愚蠢的辦法開始,然後狼狽不堪的收場。」

《新華社》報導,最高檢察院瀆職侵權檢察廳已派出兩名專員,趕赴溫州參與調查。維權律師彭劍認為,這反映當局認為事故背後有刑事犯罪嫌疑。

當局調查堅稱雷擊是事故的原因,遭到許多業內專家的質疑。據網絡統計,98%的民眾認為,當局刻意隱瞞動車事故的原因和傷亡人數真相。

李大同:「沒有任何監督,本來京滬高鐵按照工期它需要5年,提前2年 搶甚麼呀?它搶的就是90週年,甚麼共產黨90週年獻禮,它問題不出來才怪呢?包括質量、包括人員培訓,你搶那2年時間幹甚麼?胡來!這個事沒完。」

而當局正在向死難者家屬施壓,不同部門的官員採取密集遊說的方式,要求家屬一週內接受賠償協議,否則不許將遺體帶走。

溫州市司法局和律師協會26號向律師事務所下達指示,以「維護穩定」為由,禁止代理死難者家屬的案件。上海律師許王軍質疑賠償金額過低,一定會犯眾怒。

《人民日報》28號在頭版發表文章說,中國要發展,但不要帶血的GDP。而人民日報旗下《環球時報》25號的社評卻聲稱:高鐵是中國必須經歷的自我折磨。

英國《金融時報》發表文章指出,「中國高鐵之父」劉志軍為發展高鐵,給鐵道部留下了2萬億元債務,綁架了中國經濟。法國財經報紙則擔憂,高鐵動車出軌可能導致中國經濟增長放緩。

Wenzhou’s high-speed train tragedy is creating resentment

towards the Chinese Communist Party (CCP) authorities.

CCP’s premier Wen Jiabao claims a transparent investigation

will be opened, but the outside world is skeptical.

Authorities are pressuring the victims’ families

to accept very low compensations.

Media criticize the authorities’ disregard for human life.

As a gift for the 90th anniversary of the CCP,

the high-speed rail was completed two years before schedule,

leading to this man-made disaster.

The “7.23” rear-end collision of Wenzhou EMU

attracted much media attention in China and abroad,

setting a new record for domestic incidents recently.

With China’s Central Propaganda Department instructions,

CCP media continues praising the authorities’ rescue work.

On July 27, Apple Daily in Hong Kong published an article

‘Tragedy Became Comedy, Wenzhou Staged Charity Show.’

It said that the reporter heard and saw the grievances

of the victims’ families,

but those rarely appeared in the local TV programs.

On July 27, more than 100 victims’ families protested

in Wenzhou South Station,

with banners reading things like,

“Give me my truth, take responsibility for the people!"

One petitioner said: “The accident was not a natural disaster,

but a man-made one. It was artificial, a scheduling problem!"

On July 28, Wen Jiabao came to Wenzhou

to visit the victims’ families.

He said that the authorities would have an investigation.

If any corruption issues are found as the cause of the tragedy,

he would sentence them according to the law, without a mercy.

Li Datong,

ex-editor of China Youth Daily’s Bingdian magazine:

“You (CCP) can not deceive people anymore.

You take lives as a trifling matter.

This is now becoming clearer.

People are increasingly aware of where CCP’s interests are,

and are demanding disclosure and transparency.

The stupid bureaucracy has not realized it yet.

They always start with this ignorant method

and end up in a sorry plight.”

Xinhua News Agency reports,

the Supreme Procuratorate Malfeasance Prosecutor’s Office

has sent two commissioners to Wenzhou for investigation.

Human Rights attorneyPeng Jian said that

this reflects crimes behind the accident.

The authorities’ investigation reports insist on claiming

that lightning had caused the accident.

However, this has been questioned by many industry experts.

According to online statistics,

98% of those questioned believe that

authorities deliberately concealed the cause

and the actual number of casualties in the tragedy.

Li Datong: “Without any oversight, the Beijing-Shanghai

high-speed rail would take five years according to schedule.

Why was it completed two years earlier?

So it can be ready for the CCP’s 90th anniversary, as a gift.

It would’ve been strange if no problems were to come of it.

This included quality, personnel training.

Why was it shortened to two years?

These things never end.”

Authorities are exerting pressure on families of the victims.

Officials of different departments are intensively lobbying

to ask families to accept compensation agreements in a week.

If families don’t accept the agreements,

they are not allowed to take away the bodies.

Wenzhou Bureau of Justice and the Attorney Association

gave instructions to law firms on July 26,

prohibiting them from taking up cases of victims,

with the excuse of “maintaining stability."

Shanghai lawyer Xu Wangjun believes that the compensation

is too low, and it will cause public uproar.

People’s Daily published headline news on July 28,

reporting that China needs development,

but does not need “bloody GDP.”

Global Times, under People’s Daily, said in a commentary

on July 25, “High-speed rail must go through self-torture.”

British Financial Times published an article pointing out

that Liu Zhijun, “the father of Chinese high-speed rail,”

left a USD 2,000 billion debt to the Ministry of Railways,

kidnapping the Chinese economy.

French financial newspapers were concerned the derailment

could cause a slowdown in China’s economic growth.
