【禁聞】危機五日一發 中國社會矛盾加深

【新唐人2011年2月22日訊】中國近年來,每年發生十萬宗以上的社會群體性事件。海外媒體統計,中國去年的群體性事件至少有18萬起,比06年增加了一倍。平均五天就發生一宗影響較大的危機事件。

正當2011年賀歲片《讓子彈飛》在各大影院熱映的時候,廣西也上演了真人版的“讓子彈飛”——廣西梧州警察開槍射擊討薪農民工,子彈射穿農民工的腿,血流一地。

這僅僅是年初爆發的官民衝突的其中一件,其餘,例如在元宵節,陝西數百退伍軍人省政府集體請願;北京警察毆打拘留關注山東著名盲人維權人士陳光誠的律師;廣西數千村民抗議徵地遭鎮壓等等。

這類上訪、集會、請願、遊行、示威、罷工等群體性事件日漸增多,在新的一年裡,並沒有任何跡象表明,中國日益加深的社會矛盾會有所緩和或改善。

根據上海交大近期發表的《2010中國危機管理年度報告》,在2010年,影響較大的危機輿情事件有72起,比09年的60起,增加了兩成,等於每五天就爆發一起影響較大的危機輿情事件,而且全國29個省都有發生。

報告顯示,2010年「司法執法類」危機輿情高發,佔總量的18.1%,社會民生、反腐倡廉、官員(家屬)不當言行是事件關注的焦點;其次是「災害事故類」,佔15.3%,升幅明顯。有43%事件不能在本級政府解決,要由兩級及兩級以上組織進行干預,才能平息。

另外,報告指出,在危機發生當天,或遭到曝光後,地方政府就迅速對媒體進行干預,控制引導輿論。在傳統媒體遭到干預的情況下,網絡新型媒體在反應民意上的作用更加凸顯,有33%影響較大的危機都是在事件發生的當天就被曝光、其中67%的事件通過網絡媒體首發,較2009年的53%有所上升。

近期,雖然中共官方加強了網絡和新聞控制,但是翻牆到海外社區網站的中國網民人數反而上升。民眾用手機拍攝衝突現場的視訊或照片,迅速上網傳播,使得官方難以統一對危機事件的報導口徑。

A Major Crisis Occurs Every Five Days – Social Conflicts in China Intensify

In recent years, more than 100,000 social crises

occur in China each year.

According to the statistics by overseas media,

at least 180,000 social crises took place in China

in 2010, twice as much as in 2006.

On average a major crisis occurs every five days.

As the movie, Let the Bullets Fly, becomes a

New Year hit, a true event of “Let the Bullets Fly”

occurred in Guangxi Province.

Police in Wuzhou opened fire at a migrant worker

asking for his salary payment. The bullets

went through his legs, blood stained the ground.

This is only one of the conflicts early this year.

More examples include: hundreds of veterans of

Shaanxi petitioned to the provincial government;

Beijing police detained and beaten lawyers calling

attention to Shandong activist Chen Guangcheng;

suppression of thousands of villagers protesting

for a land acquisition in Guangxi.

Number of petitions, rallies, demonstrations,

and strikes keeps increasing.

There is no sign of improvement

for the deepened social conflicts in China this year.

According to the Shanghai Jiaotong University』s

2010 Report on China』s Crisis Management,

in 2010, 72 social crisis events with relatively

great impact happened in China in 29 provinces.

It is a 20% increase over 2009. Every five days

there is an outbreak of social conflicts.

The report said, 18.1% of the crisis fell under

the “Justice and Law enforcement" category in 2010.

The key issues are related to social livelihood,

anti-corruption, and misconducts of officials

and their families.

“Disasters and Accidents" accounted for 15.3%,

showing a sharp increase.

Over 43% of the incidents cannot be resolved

at the local governments,

and need the intervention of the governments

two or more levels up.

The report also said, local governments intervene

and control media once the incidents occur.

Facing the authorities』 intervention of traditional

media, the internet has played a prominent role

in reporting public opinion.

About 33% of larger crises were reported

on the same day when the incident occurred,

67% of them were reported first on the internet

as opposed to 53% in 2009.

Recently, although the CCP authorities strengthen

internet and information control, more Chinese

netizens break through internet blockage and

visit overseas internet sites.

Pictures and videos taken at the sites of the incident

with mobile phones quickly spread over the Internet,

making it difficult for the officials to control

the media reports.
