【禁聞】中共三中全會將召開 改革受質疑

【新唐人2013年10月31日訊】中共政治局週二宣佈,將從11月9號起舉行第十八屆三中全會。會議將審議中共所謂的關於全面深化改革若干重大問題的決定,再加上這次會議是中共新一屆領導人上臺後的首次中全會,因此備受海內外關注。

中共媒體報導說,10月29號,中共政治局聽取了《中共中央關於全面深化改革若干重大問題的決定》的情況報告,並將文件稿提請十八屆三中全會審議。

在此之前,中共總書記習近平曾多次表示,十八大三中全會將研究全面深化改革問題並作出總體部署。中共媒體也大肆宣傳,三中全會將啟動新一輪改革。

中共政協主席俞正聲也宣稱,三中全會即將啟動的改革,範圍之廣,力度之大,都將是空前的。

海外輿論普遍認為,中共三中全會聲稱的改革,不會離開經濟範疇,有關政治改革恐怕依然裹足不前。

北京時政觀察人士華頗:「不要說有甚麼政治體制改革,它所謂的改革都是要加強中共的一黨執政地位,鞏固中共一黨執政的基礎。它所謂的改革,就是經濟上進行放權,進一步搞活。」

北京時政觀察人士華頗分析,中共想借經濟上的成功,來印證它執政的合法性。

華頗:「首先它經濟發展模式已經走入死胡同,所以它現在提出簡政放權,改變經濟發展模式,讓民營資本進入以前不能進入的行業,比如能源這些壟斷企業,但是必會遭到一些壟斷企業等的既得利益集團的強烈狙擊。」

香港《經濟日報》也指出,中共要改革,必定會牽動又深又廣的利益,面臨的反彈與阻力也會很大,一個是,既得利益者的阻力。因為中共推動市場化,等於要既得利益者吐出已到口的肥肉。

第二個阻力是﹕民心思變又怕變。報導說,中國社會問題層出不窮,尤其買房難、看病難、上學難等等生活重擔,民心正思變,力求「穩定壓倒一切」的中共,如何安撫民心,難度將極高。

近年來,中共的中全會,一般在召開前的一、兩個月已確定日期,這次的會期直到目前才宣佈,報導認為,反映了習、李新政推動改革的阻力之大。

最近,中國智庫也為三中全會起草了一份「383方案」,方案提出對未來10年中國改革的設想,中共媒體號稱,將打破過去10年「胡溫」主政改革停滯不前的局面。

旅美中國社會問題研究人士張健分析指出,三中全會不可能突破或偏離中共以前的改革思路,也不可能會有甚麼具體的政策內容。他認為,中共能不能再挺10年都是問題。

旅美中國社會問題研究人士 張健:「習近平的存在或者其他人物的存在,只是在維持中共體制的苟延殘喘的一個延續,它不能證明中共是開放的、鮮明的,更不能代表中共的未來政治體制方向很鮮明、很民主的這樣一個道路上來。」

張健指出,中共這30多年的所謂經濟發展,導致中國社會貧富懸殊,物價飆升,社會問題層出不窮,再加上各地政府強徵血拆,導致官民矛盾日益加深。

張健:「在這個情況下,包括現在的維穩也看到了老百姓『民不畏死,奈何以死懼之,』用這種自殺的方式來表達對中國政府的一個最大反抗,那麼三中全會可能面臨都要解決這些問題。」

但是,能不能解決呢?

張健:「我們可以給一個非常肯定的答案,這是不能解決的,因為所有的問題解決,其實就是一個最根本的問題,中共解體,中共一定要向人民謝罪,一定被中國人民清算,只有到那時候,中國的一切問題我相信都是有辦法可以解決的。」

29號,兩百名各地維權者在北京永定門車站附近,打出「維權人向十八屆三中全會諫言」的標語,希望中共當局能儘快依法解決上訪人員的合理訴求。

CCP to Hold the 3rd Plenary Session – But Its Reforms are Questionable

The Chinese Communist Party’s (CCP) Politburo announced

on Tuesday that the 3rd plenary session of the 18th Congress

will be held from November 9th .

This session will focus on the proposals for several so-called

significant issues for the comprehensive deepening

of reform.

In addition, this session will be the first one where all the

new CCP leadership show up on-board, which is attracting

attention.

The CCP media reported that the Politburo saw the report :

“CCP Central Committee’s Decisions On Several Significant

Issues about Comprehensive Deepening the Reform” on

October 29, and will discuss it in the 3rd plenary session.

Xi Jinping, the CCP’s general secretary had said many times

that the 3rd plenary session of the 18th Congress will discuss

the comprehensive deepening of reform

and arrange an overall deployment.

The CCP media is hyping that the 3rd plenary session will

launch a new round of reforms.

Yu Zhengsheng, the chairman of the Chinese People’s Political

Consultative Conference (CPPCC) also announced that

the reforms that the 3rd plenary session will launch will be

unprecedentedly broad and unprecedentedly intense.

Overseas media generally believe that the CCP’s reform

that the 3rd plenary session will launch will be on the

economic sector, political reform will be non-existent .

Hua Po, a Beijing political observer, “Don’t say political

reform, all (CCP’s) so-called reform are bolstering the CCP’s

one-party ruling position and consolidating the one-party

ruling’s foundation.

Its so-called reform is only the reform of the economy, to further

invigorate the economy.

Hua Po analyzed that the CCP wants to use its success on the

economy to prove the legitimacy of its ruling power.

Hua Po, “First, the developing mode of (CCP’s) economy has

been in a dead end which is the reason why the CCP proposed

to decentralize the power and change the developing mode.

It allowed private capital to invest in the industries, like

energy and other monopolies which hadn’t been allowed.

But private capital is impended by the monopolies and other

vested interest groups.”

The Hong Kong Economic Daily also pointed out that the CCP

will tackle the vested interests broadly and deeply

if it wants reform.

It will face big reactions and a lot of resistance. The big

resistance is from the vested interests.

The CCP wants to promote the market-oriented economy

which means that the vested interests will have to give up

their privileges and benefits.

The second big resistance is from the people because people

want change but are afraid of change.

It reported that the social issues are emerging continually,

especially the difficulties in buying a house, seeing a doctor,

getting to school, and other living burdens.

People want change but the CCP is pursuing “stability as

its first priority”. How to please the people is extremely

difficult.

In recent years, the dates of the CCP’s plenary sessions were

decided one or two months ahead of schedule, but this time

it’s suddenly announced.

This was reported that it’s a sign to show how urgently

Xi-Li promotes reform.

Recently, China think tank has drafted a “383 Program” for

the 3rd plenary session, which proposed a 10-year reform.

The CCP media reported that this reform will break the deadlock

that Hu-Wen’s reform couldn’t break in the past 10 years.

Zhang Jian, an US-based Chinese social issues researcher

analyzed and pointed out that the 3rd plenary session couldn’t

break or deviate from the CCP’s reforming method and

couldn’t make any detail policies.

He believes that it’s a question of whether the CCP can last for

another 10 years.

Zhang Jian: “Whether it’s Xi Jinping or anyone else

they are maintaining the CCP on its last legs.

They can’t claim that the CCP is open and lively, they can’t

promise that the future system of the CCP will be very

transparent and very democratic.”

Zhang Jian pointed out that the CCP so called economic

development in the last 30 years has created an extreme disparity

between rich and poor, serious inflation, and emerging social crises.

In addition, the bloody forced demolitions done by each local

government has made the conflict between the authorities

and people worse and worse.

Zhang Jian: “In that case, including currently maintaining

stability, Chinese people see that ‘People are not scared

to die, so why be afraid of the government?’, they use suicide

against the Chinese government which is the biggest protest.

The 3rd plenary session needs to solve all these issues.”

How, can these issues be solved?

Zhang Jian: “We can give you an undoubted answer, these

can’t be solved.

Because all of these issues are caused by a fundamental one

which can only be solved by the CCP’s disintegration.

The CCP must apologize to all Chinese, and the CCP must be

liquidated. When this happened, I believe all the Chinese

difficulties will be resolved.”

On October 29th , two hundred protesters gathered around

the Yongdingmen station in Beijing and held the banner

“Protesters’ Admonition to the Third Plenary Session”.

They hope the CCP authority will meet the petitioners’

reasonable demands according to the laws as soon as possible.
