【新唐人2013年09月19日訊】日前，中共軍委主席習近平簽署命令，發佈新的《中國人民解放軍警備條令》。《條令》規定：軍地發生糾紛時，軍方應採取措施迅速平息。外界指出，一方面體現了軍隊和地方衝突的加劇，但中共把處理權交給軍隊，同時也表明瞭它對軍隊的依賴。請看報導。

新修訂的中共軍隊警備《條令》增加的內容是：「軍人與地方人員發生影響社會治安的糾紛時，警備司令部應當迅速採取措施，平息事態，配合有關部門依法處理。」

《條令》還規定：警備司令部發現軍隊人員參與假冒軍人、假冒軍車、假冒軍隊單位違法犯罪活動的，應當立即制止，扣留相關人員，移交其所在單位保衛部門處理。《條令》還規定了警備司令部有權處理，涉及用軍隊標識做商業廣告來謀利和其他影響形象的行為。

獨立評論員張健指出，中共軍隊和地方政府就像兩個黑幫一樣，佔據各自的地盤，當兩個地盤重疊的時候，一定會產生矛盾和糾紛。張健觀察分析，從條令上看，中共中央旗幟鮮明的站在了軍隊這邊。

中國社會問題研究人士張健：「地方政府是中央的所有財政收入非常重要的一部分，它（中央）為甚麼要拋棄它（地方政府）？因為沒有軍隊，就沒有它（中共）所謂的合法性。如果沒有軍隊，這些黨魁們就會受到正義的審判。」

張健表示，其他國家的軍隊和地方能都相安無事的和平相處，但在中國，軍隊成了中共利益集團的一環，變成了中共的「錦衣衛」。所以，中共一定會維護握有武器的軍隊。

張健：「從中共建政以來，軍隊從來沒有國家化，黨指揮槍這條路一直貫徹著。所以軍隊就是黨的一個看門犬，它可以肆意違法亂紀，肆意對老百姓開槍。」

現實中，軍隊與地方發生的衝突也越來越多。

近日，一段「青島城管強拆軍區大院警衛室現場 」的視頻在網上流傳。9月4號下午，上百名城管和防爆警察圍堵青島嶗山區石老人村的「軍區大院」警衛室，要對衛兵崗樓進行強拆，導致城管與軍區警衛大打出手，場面火爆。但最終因城管人數眾多，軍區無法抵抗，崗亭被挖土機強行拆除。

旅美政論家伍凡認為，自從軍隊進入經濟領域後，軍隊就和地方政府的衝突增多。目前，隨著中國的經濟的下滑，雙方都想撈錢，為爭奪資源的衝突就會越來越激烈。

美國中文雜誌《中國事務》總編輯伍凡：「各種各樣的走私啊、販賣啊，過去這20多30年來一直不斷的發生。尤其在江澤民時代，特別讓軍隊可以開各種各樣的餐館、甚至有開地下妓院，商業的樓等等，軍隊成了一個強大的利益集團。」

根據公開的資料顯示，中共軍隊自1985年被允許進入民用領域從事商業活動後，各級軍隊組織的經營實體就以幾何級數擴大。

例如，國家級軍企包括曾經盛極一時的三九集團、新興集團公司屬於總後，保利集團是總參的企業，凱利集團屬於總政，新時代公司屬於國防科工委，長城、長風公司屬於航空航天部等等。

此外，軍車號牌被肆意倒賣，包括茅臺在內的豪奢白酒均設軍方特供，甚至與軍方簽署所謂的戰略合作協議……軍方不務正業的活動更是氾濫無止境。

伍凡表示，在中共的內部鬥爭中，軍隊具有特殊的地位，成了各方拉攏的物件，逐漸把軍隊寵成了割據一方的「土霸王」。伍凡認為，習近平想用一紙條令來擺平軍隊和地方，軍隊與民間的衝突，非常的困難。

Tensions Mount Sharply Between the Military and Local Government – Xi Jinping Sides with the Military

Recently, Xi Jinping, the Chairman of China’s Central Military

Commission signed an order, and published the new

“People’s Liberation Army (PLA) Guard Regulations".

The Regulations empower the Military to mobilize rapidly to

subdue any conflict between the Military and Local

Government.

The outside world has pointed out that the Regulations show

that on one hand conflicts between the Military and Local

Government have increased sharply and the Chinese

Communist Party (CCP) transfers the power to the Military.

On the other hand, it also shows that the CCP is relying on

the Military for its existence. Let’s see the report!

Some of the newly revised PLA Guard Regulations are:

“When the Military and Local Government have any conflicts,

the Garrison Headquarters must react quickly to subdue the

situation, cooperate with the related departments to quell

the conflicts according to the law."

The Regulations empower the Garrison Headquarters

to halt any activity, arrest and transfer the related

soldiers to its Security Department for prosecution

of any Military soldier involved in the crime of faking

any military soldier, fake military vehicles and fake military

units.

that involves profiting by using Military logos for commercial

purposes with others which damages the image of the Military .

Zhang Jian, an independent commentator pointed out that

the CCP’s Military and Local Government are two gangs,

which occupy their respective positions.

When the two positions overlap there must be conflicts and

disputes. Zhang Jian analyzed the Regulations of the Central

Committee of the CCP. The CCP clear-cut stands on the side of the

Military.

Zhang Jian, a Chinese social problems researcher:

“Local Government is a very important part of the fiscal

revenue system of the Central Committee.

Why does the Central Committee abandon Local Government?

Because the CCP don’t have any legitimacy without the military.

If not for the military these Party leaders would

be facing justice."

Zhang Jian said that in other counties, the military can

operate peacefully with Local Government.

But in China the military is an integral part of the CCP’s interest’s

group and is the personal Guard of the CCP. That’s why the CCP

must protect the military who have weapons on hand.

Zhang Jian:"Since the CCP set up its regime, the military has

never been nationalized but has been controlled by the Party.

So the military is like a mad guard dog which is allowed to

do wanton lawlessness and shot people wantonly."

In reality, the conflicts between the military and Local

Government is increasing sharply.

Recently, a live video about “Qingdao Urban Management

demolishing the guard room of a military yard" is very

popular online.

In the afternoon of September 4;

nearly 100 Urban Management Officers and riot police surrounded

the guard room of a military yard in Shilaoren village, Laoshan

district, Qingdao City, and wanted to force demolish the guard

building.

That led to hard fighting between the Urban Management

Officers and Military guards.

Finally, the Military can’t resist because Urban Management

had more people, the guard building was demolished.

Wu Fan, a US based political commentator thinks that since

the military entered the economic field, the conflicts between

the military and local government has been heating up.

Now with the decline of the Chinese economy, both the

military and local government want to earn money. And the

conflicts to grab the resources are getting more and more

fierce.

been done in past 20-30 years.

Especially in Jiang Zemin era, the military was arranged to

operate a variety of restaurants, even brothels, commercial

centers, and so on.

The military was changed into a powerful interest group."

According to public information, since 1985 when the Chinese

military was allowed to enter the civilian field for commercial

purposes its business entities expanded geometrically.

For example, the national military enterprises include:

the General Logistics Department holds the once vibrant

the Sanjiu Group and the Xinxiang Group; the General Staff Dept.

holds the Poly Group;

the General Political Dept. holds the Kelly Group; the

National Defense holds the New Era Company;

the Department of Aerospace holds the Great Wall and

Changfeng Companies; and so on.

In addition, the military vehicle license was wantonly resold;

the luxury alcohols which include Maotai has its special

supply for the military, and even signed a so-called strategic

cooperation agreement with the military……

There is an endless flood of other improper duties carried on

by the military .

Wu Fan said that the military has a special position within the

CCP’s internal struggles and was changed into an actor that

all the gangs want to team up with.

The military was spoiled into a “Land Overlord" which occupies

sites.

Wu Fan thinks that Xi Jinping wants to deal with the conflicts

between the military and local government, between the military

and civil by a once-off order, it’s very difficult.
