【禁聞】墨高官稱反腐沒用 勸習近平省口氣

【新唐人2014年04月29日訊】最新一期美國《外交政策》雜誌報導引述墨西哥前駐華大使瓜哈多(Jorge Guajardo)的話表示,中共整個制度都建基於貪污之上,所以中共總書記習近平掀起的反貪腐運動沒有甚麼用。他說,他會告訴習近停止目前的反貪運動,「習慣就好了,認了吧」。

這篇題為《北京的奧斯曼狄斯》的文章指出,中共一黨專政的政權早晚都會垮臺,情況就像獨攬墨西哥政治資源長達71年的PRI黨一樣。

PRI黨於1929年成立起即長期執政,直到2000年選舉慘敗下臺。

瓜哈多2007年出使北京去年回國。他說,他在中國的生活感覺就像活在PRI黨統治下的墨西哥一樣。

他說,中共建黨60週年,他在天安門觀賞閱兵典禮,時任中共黨魁的胡錦濤大聲呼喊「共產黨萬歲」,這讓他憶起PRI黨的執政,當年PRI黨以為會千秋萬世執政下去,但在2000年的大選中被擊敗。

瓜哈多說,2008年時任墨西哥省長的恩里克•佩尼亞•涅托訪問北京,中方一位專門掌管拉美事務的官員問涅托「PRI為甚麼會失去政權?」

涅托回答說:是因為「人民對制度的厭倦,由於我們多年來是唯一的執政黨。」

瓜哈多說,現在中共正嘗試從蘇共垮臺吸取教訓,他們相信蘇聯垮臺是因為官員的貪污,以為只要加強反貪力度,人民就會再度信任共產黨,但從PRI黨的例子來看,再努力也喚不回人民的信心。

北京時政觀察人士華頗:「中共的執政遇到了嚴重危機,可以說已經在蘇聯執政末期狀態了,很相似,說白了,就是民眾對執政黨不信任很牴觸,對當今的政治體制提出了嚴重質疑,所以執政者已經靠著自己的政治優勢,發展為一個權貴階級,官民嚴重對立。」

北京時政觀察人士華頗指出,從最近的浙江蒼南城管打人反被打,以及去年瀋陽小販夏俊峰被殺後引起的民憤,就可以看出中國社會官民對立的狀況。

瓜哈多也舉例說,1985年墨西哥的大地震,就如中國2008年的汶川大地震一樣,完全將執政黨腐敗根子曝露在國民面前,事後PRI黨也曾進行黨內反貪,但已於事無補。

瓜哈多說:「我會告訴習近平停止目前的反貪運動,因為整個制度都建基於貪污之上。習慣就好了,認了吧。」

旅澳原大陸史學教授李元華:「對中共歷史了解的,或對它權鬥了解的,都知道它這個反腐實際是甚麼,一個是撈取民心,一個是打擊政敵,所以真正的腐敗它根治不了,因為今天中共腐敗的官員是它的倍數太多太多倍了。」

中國資深法學專家趙遠明指出,在無官不貪的中共官場,習近平掀起的反腐,雖然拉下一大批大小官員,但只是對內部官員有所遏制,解決不了老百姓的任何問題。

中國資深法學專家趙遠明:「中共政權的特色就是欺壓百姓,攫取民脂民膏,那麼你要反腐的話,是跟它實際政策是相左的,為甚麼?它就是通過統治,通過維持我的政權,讓幹部,在這個制度之下,獲取額外的好處,你貪幾個錢我無所謂,或者說幹部玩多少女人,只要你路線上跟我走,我就不動你。」

原河北人民廣播電臺編輯朱欣欣:「這種反貪從制度上不解決問題的話,可以說是反貪不止,貪污也不停,共產黨這個專制必須得解體。因為它失去絕對權力了,它的專制結束了,才能使真正的使反腐敗實際性的成功,才能從根本上,從制度上來剷除產生腐敗的土壤。」

今年1月,「新公民運動」發起人許志永案進入庭審時,國際人權組織「國際特赦」曾發表聲明,譴責中共當局為了維護執政特權、打擊揭露腐敗的人士,這顯示,中共當局的「反腐」動作實際是「虛偽的反腐」。

Mexico High-Rank Official, Advises Xi Jinping, Stop Current Anti-Corruption Movement in view of its non-effects.

The latest American “Foreign Policy" Magazine, cited sayings

of Mexican Ex-Ambassador to China Jorge Guajardo,

that the Chinese Communist Party (CCP) regime

is entirely built on corruption,so the anti-corruption movement launched by the CCP head Xi Jinping, has no use.He said, he would tell Xi to stop the anti-corruption campaign,and to, “Get used to it, and own up to it."

The article entitled “Ozymandias in Beijing" says,the monocratic regime of the CCP will collapsesooner or later,

and this is the same as the PRI of Mexico ( Institutional Revolutionary Party), which monopolised political resources across Mexico for 71 years.

The PRI had remained in power in Mexico since 1929 up till

year 2000, where during the election faced disastrous defeat.

Guajardo took position of Ambassador to Beijing in 2007,

where eventually he returned to his homeland last year.

He says, living in China is much like living in Mexico

under control of the PRI.

He says, at the time of the 60th anniversary of the CCP

taking to power,

he was invited to attend the celebrations of

military reviews.

The then head of CCP Hu Jintao shouted,

“Long live the CCP!".

It was from this Guajardo recalled his past times

of Mexico under the control of PRI.

At the time PRI took it for granted that they would remain

in power forever.

But in fact the PRI was disastrously defeated in

the year 2000.

Guajardo recalls a 2008 meeting in Beijing between Enrique

Peña Nieto, then a state governor of Mexico,

and an official from China’s Communist Party,

who focused on Latin American affairs.

The Chinese official asked, “Why did the PRI lose power? “

Nieto responded, “The tiredness of the system.

Since we were the only single party in power at the time,

we were blamed for everything."

Guajardo says, currently the CCP is attempting to learn some

lessons from the collapse of Russia’s Communist Party.

They believe the collapse of the Soviet Union

is due to the officials’ corruption,

and that, as long as the strengthening of the anti-

corruption campaign continues, then hopefully the people will trust the CCP again.But from the example of the PRI, no matter how much effort

CCP exhorts into this, the people will never fully trust the CCP.

Beijing political commentator Hua Po:

“The CCP regime has encountered serious crisis.

We can say it is what caused the demise t of the Soviet Union,

it is a very similar situation.

That is to say, the people distrust the ruling party and so are

in constant conflict with it,

and they seriously question the current political regime.

So by their own political gains and advantages,

the rulers have developed themselves into an elite class,

causing serious antagonism between the official

and people."

Hua Po also says, from the recent incident of city inspectors

of Changnan City of Zhejiang Province,

whereby they beat the ordinary vendors,

and people’s anger at the death penalty sentence of small business

vendor Xia Junfeng from Shenyang City of Liaoning Province, ,

the antagonism now built up between the government

and people in China, can be seen.

Guajardo gives an example, in the 1985 earthquake of Mexico City,

much like the massive earthquake in Sichuan in 2008,

laid bare the ruling party’s root of all corruption, although the

PRI also undertook the anti-corruption within PRI,

but with no effects.

“I would tell Xi to stop the anti-corruption campaign,"

says Guajardo. “The system is built upon corruption.

Get used to it, own up to it."

Australian Chinese Mainland professor Li Yuanhua:

“Those who understand the CCP’s history

or their fighting for power,

know what the essence of the anti-corruption campaign is about.

The essence of the campaign is to win back

the people’s trust and attack its political enemies.

So the true root of corruption, is impossible to cure.

Because today the number of corrupt CCP officials,

far outweighs the exposed number."

China’s senior legist ( specialist in Law) Zhao Yuanming says,

under the Chinese official field without non-corruptive officials,

the anti-corruption launched by Xi Jinping, merely constrains

the internal official’s actions,

whereby punishing a batch of high-rank and low-rank officials,

yet this is unable to solve any concerns of the people.



Zhao Yuanming: “The key feature of CCP, is to bully

and grab the assets of the people.

So to oppose corruption,actually conflicts with its policies, why?

It is to allow the officials to obtain extra benefits

under such a regime,whereby, remaining the ruling party and maintaining

the current ways of the regime.The extent of the officials corruption, is not of any concern to the leaders as to how many mistresses one has,

but that the official is compliant to the leaders,

then the official will be not punished."

The former Editor of Hebei People’s Broadcast Radio

Zhu Xinxin: “If such an anti-corruption campaign

cannot be secured via the regime’s system,

then it could be said that if anti-corruption is not stopped,

then the corruption is unable to stop too.

The totalitarian regime of CCP must be disintegrated.

Because only when the CCP loses absolute power

and their monocracy ends,does a real anti-corruption campaign begin and thus

able to succeed,and the soil for the corruption can be eradicated

fundamentally and institutionally."

When the case of initiator of “New Citizen Campaign"

Xu Zhiyong was in court this January,

International human rights organization Amnesty International,

gave a statement and denounced the CCP Authorities,

saying, for the sake of maintaining its ruling power, CCP

oppressed those people who exposed their corruption.

This demonstrates that the anti-corruption campaign

is in fact a “false anti-corruption movement".
