【禁聞】劉雲山倒憲三部曲 惹惱習近平?

【新唐人2013年08月09日訊】中共喉舌媒體連續三天,在海外版頭版同一位置,發表署名為馬鍾成的反「憲政」文章,宣稱「憲政」都是所謂的陰謀和陷阱,是一些別有用心的人,有意顛覆中共專政。分析指出,這一系列文章的出爐,背後隱藏的是中共激烈的派系鬥爭。各派都在向習近平喊話,而左派的目的是要置「憲政」於死地,分析認為,掌管宣傳口的劉雲山在背後撐腰。

8月5號至7號,《人民日報》連續三天在海外版,頭條位置「望海樓」欄目發表了署名馬鍾成的三篇倒憲文章。分別為《「憲政」本質上是一種輿論戰武器》、《美國憲政的名不副實》以及《在中國搞所謂憲政只能是緣木求魚》。

馬鍾成是中國社會科學院世界社會主義研究中心特邀研究員。這三篇文章都以批駁西方資本主義憲政所謂的「虛偽性」為主旨,維護中共意識形態安全為目的。文章還指稱,美國在蓄謀搞心理輿論戰,還把蘇聯解體也歸咎於憲政主張。

北京憲政學者陳永苗認為,這些文章是中共黨內在互相警告。反而老百姓真的很希望「憲政是美國設的陷阱」。

陳永苗:「在一個社會矛盾比較激烈,然後,它自己覺得岌岌可危的時候,它就會把這些黨內的真話,說給他們黨內的同志聽,就是說,你們這些人別瞎搞,別搞甚麼憲政,要玩憲政的話,大家都沒有好果子吃,大家都沒特權、沒地位了。」

北京時政觀察人士華頗則認為,文章的目的,主要是向在北戴河的中共總書記習近平喊話。他分析,由於中共內部各派爭鬥不休,習近平上臺後,要求各派要團結在他周圍,不要互相攻擊,因此,右派放低身段,拋出了所謂的「社會主義憲政」。

北京時政觀察人士華頗:「這些文章可以說是一系列的,還是後面有人撐腰,我想這個人非劉雲山莫屬,7月份被習近平敲打以後,我想是惡習不改,還繼續堅持左的一套,還繼續和習近平唱反調。」

在《人民日報》倒憲三部曲出爐前,8月2號,《新華網》刊文《中國若動盪 比蘇聯更慘」﹔8月5號,《環球時報》再刊文宣稱,中國一旦走向動盪、崩潰,將被戰爭和流血一路相伴。分析認為,這兩篇文章是警告習李:不得變天。

8月6號,由中宣部直接主管的《黨建》雜誌——《學習活頁文選》的一篇文章中也在批評,資本主義憲政和社會主義憲政。

北京時政觀察人士華頗:「但是,左派並不買帳,左派就把憲政歸於資本主義,而且左派和既得利益集團結成了聯盟,在即將召開的三中全會之上,讓習所做的一些所謂改革,給劃成一條紅線。」

華頗推測,這些文章的出爐都是中宣部在幕後操縱。習近平上臺後,一再提出所謂的反腐、依法治國等舉措,觸及到了江派人馬的根本利益,因此以劉雲山為代表的左派人物一再公開與習近平唱反調。

華頗:「在習眼裡,左派是有些不識抬舉了,我想在這些會上,習會有一些大的動作,不排除對左派要痛下殺手。」

5月初,左派刻意掀起了新一輪的反對普世價值和民主憲政等左潮,最初由《紅旗》拉開憲政之爭序幕,接著《環球時報》、《黨建》、《人民日報》及《求是》等黨刊紛紛加入,慾置憲政為死地。

Propaganda Indicates Liu Yunshan is Against Constitutional Reform in China

Chinese Communist Party (CCP) state controlled media

has published an article against constitutional reform.

There have been similar articles from the same

angle on the front page of overseas editions

of these media for three consecutive days.

They are said to be authored by Ma Zhongcheng, and

claim that constitutional reform is a conspiracy and a trap.

It claims some people with ulterior motives deliberately

subvert the Chinese Communist Party (CCP) regime.

Analysts point out that this series of articles was released

during a time of fierce factional fighting behind the scenes.

Xi Jinping has received signals from all factions,

and leftists aim to stop constitutional reform.

Analysts believe that Liu Yunshan is in

backing this propaganda behind the scenes.

From August 5 to 7, People’s Daily

published anti-constitution articles.

They appeared in the headline column “Wanghailou"

of the “Overseas Edition" for three consecutive days.

The articles were signed by Ma Zhongcheng.

They included “Constitution Is Essentially a Weapon

of Recounter, Unworthy American Constitutionalism and

So-Called Constitutional Government Is Futile In China."

Ma Zhongcheng is a guest researcher of the

Center of the World Socialism of the Chinese

Academy of Social Sciences Research.

These three articles were to refute what they claim

as the hypocrisy of Western capitalist constitution.

It is to maintain the safety of the CCP ideology.

The article also alleged that the United States

is engaged in a premeditated psychological war.

It also attributed the fall of the Soviet

Union to the constitutional reform.

Beijing constitutional scholar Chen Yongmiao believes

that these articles are a warning to everyone in the CCP.

Instead, Chinese people really hope for

the “constitutional traps set by the US".

Chen Yongmiao: “When there are more

intense social conflicts, it feels precarious.

It will tell these truths to comrades within the CCP.

That is, those people should not mess around,

and should not engage in any constitution.

If they do, there won’t be any good outcomes for

them, and they will lose privilege and position."

Hua Po, a Beijing based China political observer believes

the main purpose of the article is to send a message to the

General Secretary Xi Jinping, who is currently in Beidaihe.

He considers that after Xi Jinping came to power, he

demanded the Party’s feuding factions to unite around him.

He did not want them to attack each other.

Therefore, the rightists began to throw

out so-called socialist constitutionalism.

Hua Po: “These articles are in a series, or

someone is backing them behind the scenes.

I think this person is none other than Liu Yunshan.

After being criticized by Xi in July,

I think his bad habits did not change.

He continues to adhere to a faction of leftists,

and continues to be a naysayer to Xi Jinping."

Before these articles were published on People’s Daily,

the Xinhua website published an article on August 2.

It was entitled, “China Will Be Even

Worse Than The Soviet Union In Unrest."

On August 5, the Global Times published another article,

which further claimed that once China went into unrest and

crashes, it will be accompanied with war and bloodshed.

Analysts believe that these two articles are a warning

to Xi and Li to not change the Party system.

On August 6, an article in the loose-leaf anthology

of the Party Construction magazine was published.

It was in the direct supervisory of the Central

Propaganda Department, and also criticized

capitalist and socialist constitutionalism.

Hua Po: “If the leftists won’t accept it,

they will label constitution as capitalism.

The leftists and those groups with vested

interests in the Party will form an alliance.

They will allow Xi to do some reforms at the forthcoming

third plenary meeting, and then they will draw a red line."

Hua Po speculated that these articles are

baked by the Department of Propaganda.

After Xi Jinping came to power, he has

repeatedly raised what he calls anti-corruption,

as well as rule of law, and other initiatives,

This has affected the fundamental

interests of Jiang Zemin’s faction.

The leftists, represented by Liu Yunshan, have

openly and repeatedly been his naysayer.

Hua Po: “In the view of Xi Jinping, the

leftists failed to appreciate kindness.

I think in these meetings, there will be some major

actions, including fierce steps towards the leftists."

In early May, the leftists deliberately

initiated a new round of campaigns.

These were in opposition of universal

values, and democratic constitutionalism.

Initially Red Flag kicked off the dispute on constitution.

This was followed by Global Times, Party Construction,

People’s Daily and Seeking Truth, which are trying

to bring an end to constitutionalism and reform.
