【禁聞】中國「疫苗之殤」 每年上千兒童致殘

【新唐人2013年06月26日訊】近年來,中國各地頻頻發生大規模「疫苗事故」,引起輿論聚焦。據統計,中國每年疫苗預防接種次數達到10億,即使按照中共聲稱的疫苗不良反應百萬分之一到二的概率,每年也有超過1千個孩子會留下後遺症。有疫苗專家認為,這是最保守的數字,每年疫苗致殘案例遠不止這個數字。另有專家指出,中國很多疫苗還在使用60年代的技術。

中國《南方都市報》日前刊發八整版,圖文並茂的調查報告——「疫苗之殤」,其中,記錄了50個孩子被劣質國產疫苗致殘、致死的案例。並且披露了造成這些悲劇的原因,主要是生產管理落後、壟斷經營、缺乏監管及官員腐敗等。

據中共當局統計,中國每年疫苗預防接種劑次達10億。報導說,即使按照中國疾控中心主任王宇公布的「疫苗不良反應概率」是百萬分之一到二,那也表示,中國每年有超過1000個孩子,患上各種疫苗後遺症,留下終身殘疾。

「山西省疾控中心信息管理科」原科長陳濤安,在接受《新唐人》採訪時指出,官方公布的概率,是最保守的數字。他說,每年疫苗致殘案例遠不止這個數。

山西省疾控中心信息管理科原科長陳濤安:「因為你只是說,在廠家疫苗的這種科學管理下的前提下這麼多,但是,我們目前的科學管理還達不到,疫苗的存儲、運輸和銷售各方面的管理上,還有很多漏洞,這些漏洞會導致異常反應概率進一步提高。」

報導說,中國開發的疫苗品種多為單價疫苗、減毒活疫苗等傳統疫苗品種,而國外上市的疫苗多以新型疫苗為主,國產疫苗在產能和關鍵技術上與國際先進水平相差巨大。

2010年3月,中國疾控中心主任王宇已經指出,「有些(國產)疫苗的質量,在大規模人群始用中,完全達不到我們現在需要的質量標準」他還表示,監管部門缺少對這些疫苗大規模上市後的系統評價。與進口疫苗相比,質量檔次差很多。

陳濤安說,中國的很多疫苗還在使用西方國家已經淘汰了很多年的技術。「北京大學醫學部」免疫學系副主任王月丹指出:很多疫苗使用的還是60年代的技術。

陳濤安分析,造成中國疫苗技術嚴重落後的主要原因,是國家的壟斷和權大於法。他說,國內的一類疫苗市場,都被官方的6大生物製品研究所、和中國生物技術集團公司壟斷,而且每年招標、投標都是這幾個部門的官員坐下來分配利益,定下價格,按訂單生產,根本談不上優勝劣敗。

陳濤安:「我們國家有反不正當的競爭法、有反壟斷法,你這麼多法它不依,它是權大於法,都是這個原因造成的,保護壟斷壓制住技術的發展了,你把壟斷打破了,它技術必然就會發展,不發展它沒法生存。」

陳濤安指出,其中官商勾結、黑市交易、政府失職等問題也不堪設想,但卻是中國人不得不面對的事實。

陳濤安:「一些疫苗不法商人,可以從官方的廠家中買出疫苗來,這黑市買賣,就會導致疫苗在存儲、運輸鏈條上的風險進一步加大。(官方)為了保護某一批人,說疫苗存儲環境不好也是合格的,官方出來這樣的定義以後,那就導致存儲、運輸環境、生態環境的惡化。」

陳濤安指出,除去冷凍、運輸、保存等環節上的隱患,疫苗本身也是高風險的生物製品,再好的疫苗都會有異常反應的概率。

近年來,大批疫苗受害兒家長走上了艱難的維權之路,但是能得到國家賠償者卻寥寥無幾。此外,這幾年曝光的江蘇宿遷假疫苗案、和大連金港安迪的疫苗違法添加事件、江蘇延申疫苗造假事件,以及,去年山東涉及全國的非法疫苗案都沒有得到真正的解決。

Adverse Reactions to Vaccines in China

In recent years, the frequent occurrence of vaccine accidents all over China have become a public focus. According to statistics, China’s annual vaccination number reached 1 billion, even with the Chinese Communist Party (CCP) claims that adverse reactions are a one or two in a million probability, every year more than one thousand children will have sequelae. Vaccine experts believe this is a most conservative figure. There were many more annual vaccine disability cases than this figure accounts for. Another expert pointed out that in China, many vaccines still use 1960’s technology.

Nanfang Urban Newspaper recently published eight full pages of a survey report —— Vaccine War – due to inferior domestic vaccines. It also disclosed the reasons behind these tragedies —— poor management, monopolies, lack of regulation and official corruption.

According to Chinese authorities’ statistics, China’s annual vaccination doses were up to one billion. It is reported that, even with the vaccine adverse reaction claim being a one or two in a millionth probability, as announced by CDC Director Wang Yu, there are more than 1,000 children suffering from a variety of vaccine complications each year in China, leaving life-long disability.

Former chief of Shanxi CDC Information Management Division, Chen Taoan told NTD that the official announced probability is a very conservative figure. He said that the annual vaccine disability cases were far more than this.

Chen Taoan: “Many premises in the scientific management of the vaccine had not yet been reached. In vaccine storage, transportation, marketing and all aspects of management, there are many loopholes, which lead to further increase the probability of an abnormal reaction."

It is reported that vaccine varieties developed in China are monovalent vaccines, live attenuated vaccines and other traditional vaccines varieties, while in the foreign market it is mainly new vaccines. Domestic vaccine production capacity and key technologies are so far away from the international advanced level.

In March 2010, China CDC Director Wang Yu pointed out that, “The quality of some (domestic) vaccines could not fully reach the standards we need to use now on a large population." He said, systematic reviews are lacking after the listing of these vaccines for the regulatory authorities. Compared with imported vaccines, quality and grades are poor.

Chen Taoan said that China’s vaccines are still being created using techniques which have been eliminated for many years in western world. Wang Yuedan, deputy director of the Department of Immunology in Peking University, said many vaccines are still created using 1960’s technology.

Chen Taoan analyzed that the main reason Chinese vaccine technology is seriously lagging behind is because, in China, the power is above the law. He said that the Class I domestic vaccine market has been monopolized by the six major official Institutes of Biological Products and China National Biotec Corporation, and every year these officials sit down to divide benefits, set prices, and produce according to orders. They play survival of the fittest.

Chen Taoan: “There are anti-unfair competition laws, antitrust laws in China, but they are not followed. This shows that power is above laws.

Protection of the monopoly suppresses the development of technology. If you break the monopoly, technologies will inevitably develop, or else it cannot survive."

Chen Taoan pointed out that collusion of officials and businesses, the black market, state failure and other issues are in a critical situation, but it is the Chinese people who have to face it.

Chen Taoan: “Some unscrupulous vaccine traders buy from the official vaccine manufacturer, and sell on the black market, which increases risks in vaccine storage and transportation. (Officials), in order to protect vested interests, say the vaccine is under qualified storage. Such an official definitions led to deterioration of storage, transportation and ecological environment."

Chen Taoan pointed out that except frozen, transport, storage and other aspects of risks, the vaccine itself is also a high risk of biological products, all vaccines will have a probability of abnormal reactions.

In recent years, a large number of parents of vaccine-injured children embarked on the difficult road for human rights, but few can get state compensation. In addition, in recent years, no vaccine cases were solved, including the fake vaccine cases in Suqian, Jiangsu Province, the illegal addition of vaccines in Jingang, Dalian, the vaccine fraud case in Yanshen, Jiangsu Province, as well as illegal vaccine cases in Shandong involving the country.
