【禁聞】中共查禁衛星接收「憲政夢」剩夢

【新唐人2013年04月11日訊】十八大後,習、李有關「憲政夢」、「中國夢」的提法讓人們眼前一亮。可是現實中,中共政府採取的是「集中打擊私裝電視衛星天線的專項行動」,衛星電視接收器在網路上也全線下架。民眾對此表示,「還民眾知情權」已經成為草根民眾「中國夢」的一部分。請看報導。

早在兩會期間,就有網民在微博上爆料,中國各大淘寶網站的衛星電視接收器全線下架。至今,在北京的各購物網站,「衛星電視接收器」是不存在的商品。商城客服人員表示,因為上級不讓賣。

而青海西寧市最近在全市範圍內,開展了衛星電視地面接收設施清理整頓行動。市工商局工作人員開展了拉網式檢查,查處了769套衛星電視接收設施,另外還收繳了高頻頭273個、接收鍋171個、機上盒23臺、遙控器42個以及解碼器等。

4月8號,湖北省丹江口市也採取了收繳商家銷售的衛星接收器行動;另外,江蘇鹽城在此之前收繳了衛星接收器800臺。

大陸資深媒體人高瑜:「他們提出來的,能夠落實憲法,主要就看在老百姓的權力,是不是真正執行憲法,讓老百姓有憲法所保證的一切言論自由、結社自由,還有一些監督政府的自由。這些問題就很多表現在對網路的管理,對媒體的管理。現在還是很差勁的。」

前《中新社》記者高瑜還表示,不用憲政理念來執行法律,法律永遠是空的。

很多網民也在互聯網上對查禁衛星表示不滿。他們認為,讓資訊自由流通,還民眾知情權,允許境外電視節目能夠自由落地,這些訴求已經成為草根民眾「中國夢」的一部分。

高瑜指出,中共想壟斷輿論、歷史、和真理,所以嚴格控制資訊傳播。

高瑜:「最近關於歷史問題不是講了很多嗎,不能用前30年否定後30年,也不能用後30年否定前30年。關於歷史一定要按中共官方的那種歷史去接受,強制人們接受。現在只能是越來越嚴,只能是用封的辦法。如果整天看《新唐人》、看『神韻』,那國內的電視沒有人看了。」

在連續發生自焚事件的藏區,中共當局打擊私裝衛星電視接收器的力度更大。

今年三月,青海省政府發出通告,清理安裝使用衛星接收電視廣播設施。在去年發生連串自焚事件的藏區黃南州,更為嚴格。當局對所有不服從者或抗拒者,處以五千元人民幣的罰款;對所有大鍋衛星電視接收器銷售點的舉報人,獎勵一萬元。

據中共當地媒體的統計,黃南州共收繳和集中銷毀衛星地面接收設施26,984套。

除了青海之外,甘肅藏區也開展了類似的專項行動。

北京律師唐吉田:「從它自己定的這些規則,它這些行為似乎有一定的合法性和合理性。但是從人類社會通行的規則、從相關的人權公約、包括中國大陸的所謂憲法來看,這些行為都是侵犯公民的通信或其他自由的行為。」

北京律師唐吉田認為,中共當局繼續搞愚民政策損人不利己,因為群眾一旦知道真相,引起的反彈會更大。

儘管中共當局禁止民眾銷售和收看衛星電視,可是,據《美國之音》報導,網上遙控器的標價要一百五十多元。而且上面赫然寫著三個大字;「你懂的」。

《美國之音》表示,隨著KU直播通訊衛星技術的發展,最近出現一種電視棒的新事物,往電腦上一插,立即可以收看包括《美國之音》等境外的電視節目。

have brought some hope to people.

However, the CCP has started the “Special Task Force

Against Unauthorized Installation of TV Satellite Antenna.”

Satellite TV receivers on the internet have been removed.

People expressed that “Right to Know” has become

part of the “China Dream" of the grassroots people.

Since the Two Sessions, netizens revealed on Microblog that

satellite TV receivers were taken from the Taobao sites in China.

No satellite TV receivers can be found at Beijing shopping sites.

Shopping center customer service staff said

they are forbidden to sell any by their superiors.

A task force to cleanse ground satellite television receiving

facilities was launched recently in Xining, Qinghai.

Municipal Industrial and Commercial Bureau staff

conducted an intensive inspection.

They found 769 sets of satellite TV reception facilities and

confiscated 273 high-frequency heads along with 171 receiving

dishes, 23 set-top boxes and 42 remote controls and decoders.

On April 8th a task was launched at Danjiangkou City of

Hubei Province to collect satellite receiver merchandise.

At the same time 800 satellite receivers were confiscated

at Yancheng City of Jiangsu Province.

Senior media professional Gao Yu:

“They spoke about implementing the Constitution;

This should actually be granting power to people.

Do they really implement the Constitution and

give people what is guaranteed by the Constitution?

E.g. freedom of speech, freedom of association,

and supervision of the government.

These issues are reflected in network management and

media management. It is still in very bad shape.”

Former China News Service reporter Gao Yu thinks the law

is empty if not implemented with the constitutional concepts.

Many netizens also voiced their dissatisfaction

online about the satellite ban.

They believe it is the “China Dream" to have “right to know”,

freedom of information and allow foreign TV programs.

Gao Yu pointed out the CCP tightly controls communication

in order to monopolize media, history and the truth.

Gao Yu: “There have been many comments on history.

Do not use the previous 30 years to negate

the later 30 years, or vice versa.

People have to accept the official history made by the CCP.

It is getting more and stricter. It can only block.

If people watch NTDTV and “Shen Yun” all day long,

no one would watch the State Chinese TV.”

In the Tibet area, with continuous self-immolation incidents,

with the CCP is against installation of satellite TV receiver.

In March 2013, Qinghau Government announced

a cleanse of installed satellite TV receivers.

It was carried out more strictly in Huangnan County of Tibet,

where there have been a series of self-immolation cases.

Those who disobey are fined 5,000 RMB.

The authorities also issued bonus of 10,000 RMB for

reporting vendors of satellite TV receiver.

According to local CCP media, 26,984 sets of ground satellite

TV receivers were confiscated in Huangnan County.

As well as Qinghai, similar actions have been

carried out in Gangsu and Tibet.

Beijing Lawyer Tang Jitian: “From its own set of rules,

these acts seem to have certain legitimacy and rationality.

But from the universal rules of human society,

human rights conventions,

including the so-called Constitution of China,

these acts violate citizens’ freedoms.

Tang Jitian thinks the CCP continuation of

fooling people does not help itself.

Once people know about the truth,

there will be a huge bounce back.

Although the CCP forbids watching satellite TV

and sales VOA indicates online remote controller is priced at +150 RMB.

It is printed with large characters: “You Understand.”

VOA reports that along with the development of

live communications satellite technology like KU,

a recent product called TV Stick can be plugged

into a computer, and allows one to watch overseas television programs such as VOA.
