【禁聞】公海賭王「無間道」 涉薄谷開來

【新唐人2013年02月27日訊】法外公海上的「海王星號」,是一個隱密而龐大的特殊人際網路樞紐。「公海賭王」連卓釗、和前內地首富黃光裕等,組成超級分利聯盟,進行公海賭船、及洗錢等非法活動。此外,最新調查顯示,重慶前市委書記薄熙來的妻子薄谷開來及她的家人,也與連氏賭廳及地下錢莊網路有關聯。

最新一期的大陸《財經》雜誌封面故事,講述了「公海賭王」連卓釗所演繹的真實版「連氏無間道」事件。

報導指稱,連卓釗、與前內地首富黃光裕、「南粵政法王」陳紹基、深圳市原市長許宗衡、粵浙原省紀委書記王華元、公安部原部長助理鄭少東等在內的政商權力精英,形成超級分利聯盟,並通過公海賭船、洗錢網絡等方式,將贓款聯於貸款、地下錢莊聯於境外銀行,黑道與白道互為利用、商界與政界交相滲透,大量走私、洗錢、行賄。

《財經》報導說,連卓釗先後行賄陳紹基45萬多元、王華元200多萬元、鄭少東784萬多元,另外,他的家族成員至少幫助黃光裕「洗錢」8億元。又因為在涉案商人方面存在交集,此案也串聯深圳市原市長許宗衡。

不過,當這些高官相繼走進「秦城監獄」,連卓釗卻以自由之身重返港澳賭場。

旅居加拿大的中國專欄作家陶短房發表評論文章指出,連卓釗案件涉案時間之長,跨度之廣,膽量之大,以及一系列所謂「大人物」的名字和他密切關聯,不得不讓人們震驚。

旅加中國專欄作家陶短房:「他做賊也好,他貪腐也好,他做黑社會也好,他必然最怕的是甚麼,最怕的是反貪的、管他們的那些勢力,那麼必然對這些勢力的人下功夫,如果沒有、缺乏一個好的制度去維繫,他們當中有一些人(官員)會想辦法,把自己的權力轉化為一種收入,一種不正當的收入。」

時事評論員林子旭表示,中共黨內八大元老家族的資產富可敵國,但權力越大,腐敗問題越嚴重。

時事評論員林子旭:「中共黨內八大老家族的資產可以說富可敵國,只要你有足夠的權力、足夠的籌碼,在中共體制內真的是可以為所慾為,誰不知道江澤民是中國最大的貪腐犯,他們在明目張膽的在海吞民脂民膏。」

中共新任總書記習近平上臺後被指為「不遺餘力」的反腐。而日前,王岐山也強調,要「深入推進反腐倡廉法規制度建設」,「加強反腐敗國家立法」。

不過陶短房認為,「反腐」不光是建立健全的司法系統,還需要輿論的配合,以及公眾的行政參與,對政府的監督,還需要一個民主的制度。

陶短房:「我只能說是拭目以待吧,因為反腐本身應該從制度上來下力氣,從規則上、從法制上去下力氣,而不能指望一個個人,而個人的意志會變,就算他本人不變,畢竟他可能存在人亡政息的問題。」

另外,報導還披露,「新近調查的薄谷開來及其家人的經濟賬目,也與連氏賭廳及其地下錢莊網絡存在交集。」

美國「哥倫比亞大學」政治學博士王軍濤表示,薄熙來的問題可能會淡化處理。

美國哥倫比亞大學政治學博士王軍濤:「其實在薄熙來案子上,原來中紀委手裡,他們要高調處理薄熙來,因為這樣才能達到殺一儆百,現在呢,案子轉到了王岐山手裡,現在他們拿這個案子覺得不好辦,按本意他們不想辦薄熙來,但是呢,前一段時間這個事情搞到這樣,不判又不行。」

不過,美國「喬治梅森大學」教授章天亮博士指出,薄熙來這個案子,如果不在胡錦濤、溫家寶在任期間結束審理,將會是他們的一個心病。章天亮認為,胡錦濤、溫家寶、習近平都希望薄熙來審的越快越好,因為,薄熙來畢竟是要奪習近平的權位,因此,也怕夜長夢多。

“King of Gambling" Plays Infernal Affairs—Bo Family Involved

“Neptune” is a huge extrajudicial secret social network hub

in the high seas.

Lian Zhuozhao—"the king of gambling on the high seas"—

organized a special union with Huang Guangyu, mainland

China’s former richest man, among others.

They run the gambling boat and are involved in

money laundering and other illegal activities.

A latest survey shows that Gu Kailai, the wife of former CCP

Chongqing secretary Bo Xilai, and their family are involved

with Lian’s casino and underground banks.

The cover story of the latest Finance Magazine reported

a real “infernal affair” involving Lian Zhuozhao—known as:

“the king of gambling on the high seas".

Reports say, Lian Zhuozhao and Huang Guangyu along with

Chen Shaoji, the top man in politics and law in Guangdong;

Xu Zongheng, the former Shenzhen mayor; Wang Yuanhua,

the former discipline inspection commission secretary

in Zhengjiang and Guangdong; Zheng Shaodong, the former

assistant minister of the ministry of public security;

and other powerful political and business elites

had organized a special benefit-related union.

They connected stolen money with loans, and underground

banks with foreign banks, through the gambling boat

and the money laundering network.

The underground business works with the public sector

—a lot of smuggling, money laundering and bribery appear

through networks between businessmen and politicians.

Finance Magazine reported that Lian Zhuozhao had given

over 450,000 yuan to Chen Shaoji, over 2-million yuan to

Wang Yuanhua and over 7.8-million to Zheng Shaodong,

as bribes.

His family was also involved in money laundering for

Huang Guangyu—the sum of 800-million—in a complicated

business involving the former mayor Xu Zongheng.

Yet when the senior officials were sent to Qincheng Prison,

Chen Lianzhuo returned to Hong Kong and Macao casinos.

Tao Duanfang, a Chinese columnist living in Canada wrote

a review saying, the length of time the corruption continued,

the extent of people involved and the list of big names,

as well as the guts taken to do it, was shocking.

“Whether you’re a thief or belong to a triad society,

you must be fearful of the anti-corruption force.

That’s why Lian Zhaozhuo dealt with people who belong to

the anti-corruption force.

If a good maintaining system is lacking, some of the officials

will find ways to use their power to gain improper revenue.”

Political commentator Lin Zixu says, the families of the eight

Chinese Communist Party (CCP) veterans are as rich as kings.

The more power one has, the more serious the corruption

they’re involved in gets.

[Lin Zixu, Political commentator]:

“The eight CCP veterans’ families are as rich as kings;

as long as you have enough bargaining chips and power,

you can do anything you want within the CCP system.

Everyone knows Jiang Zemin is China’s largest embezzler;

he brazenly abuses people’s flesh and blood.”

After coming to power, the CCP’s new general secretary

Xi Jinping is seen to spare no effort for anti-corruption.

Recently, Wang also stressed to further promote the making

of anti-corruption laws, regulations and national legislations.

However, Tao Duanfang says the establishment of a solid

judicial system will not be enough to beat corruption.

He says, public opinion, public administrative participation

and government supervision are also needed

—and ultimately, China needs democracy.

“All I can say is, let’s wait and see—the great efforts for

anti-corruption should come from the institution, rules,

and the law, instead of individuals, who may change.

Even if the person does not change,

the policy may be changed after they die.”

The report also mentions accounts of Gu Kailai and family,

also related with Lian’s casinos and underground banks

according to the recent survey.

Political science Ph.D. graduate from Columbia University

Wang Juntao says, Bo Xilai’s case may be downplayed.

[Wang Juntao, Political scientist]:

“Initially the CCP Central Commission of Discipline Inspection

planned to deal with Bo’s case in a high-profile manner;

‘to execute one person to warn a hundred’.

Now that the case belongs to discipline inspection secretary

Wang Qishan, they feel it’s harder to take the case

and intentionally want to avoid dealing with Bo;

but at this point, not sentencing Bo would not work.”

Dr. Zhang Tianliang, a professor at George Mason University

says, Bo’s case will be disastrous if Hu Jintao and Wen Jiabao

do not deal with it during their tenure.

He says, Hu Jintao, Wen Jiabao and Xi Jinping hope to finish

with Bo’s case as soon as possible.

A long delay means many hitches; as Bo Xilai had planned

to take the right hand power of Xi Jinping.
