【禁聞】器官移植供體來源 為何一再改口?

【新唐人2012年11月08日訊】大陸官方媒體聲稱制定了「中國器官分配與共享系統」,將在明年啟用。其中規定,繞開這個系統自行分配人體器官進行移植手術,將可能得到處罰。中共為何從矢口否認使用死刑犯器官進行移植,到慢慢承認,並在最近宣佈停止使用死刑犯人的器官?並成立這個器官分配共享系統。這期間經歷了甚麼?接下來,讓本臺記者以時間為經絡,為您理順這個問題的脈絡。

2001年6月,美國國會舉行了一次摘取死囚器官的聽證會,曾在中國「天津武警總隊醫院」任職的醫生王國齊,在聽證會上作證,說他自己多次參加過從死刑犯身上摘取人體器官的行動。

隨後,中共國務院新聞辦舉行記者招待會,「天津武警總隊醫院」的副院長在會上否認了王國齊的指證。

2005年7月,在「世界肝臟移植大會」上,衛生部副部長黃潔夫首度正式承認,中國大多數移植器官是來自死刑犯。

2006年3月,《大紀元新聞網》首度曝光中共活摘法輪功學員器官。4月,中共衛生部發言人毛群安公開否認:大多數移植器官來自死刑犯。他說,大部份器官是來自中國公民生前的自願捐獻。

時政評論專家橫河:「中共當時需要面對的是國際社會的質疑,因此它要有一個說法,加上當時的高層可能已經有人注意到活摘法輪功學員器官的事情了,而且知道這種事情早晚會曝光,因此有必要對國際社會作一個交代。所以才有了在2005年7月到11月承認器官來自死刑犯的說法。」

2006年11月,英文版《中國日報》報導說,黃潔夫在廣州的外科醫生大會上承認,絕大多數移植器官是來自執行了死刑的犯人,這個說法一直到現在沒有改變。

《全球自由信息網》創辦人 張新宇:「為甚麼改口,基本原因是國際壓力的大小不同,以前壓力更小一點,現在壓力大了,所以從這事看出來,國際上的這種壓力還是很有用的,國際媒體對中共政權還是有所監督的。 」

2006年起,加拿大人權律師大衛•麥塔斯(David Matas)和加拿大前國會議員、也是前亞太司司長的大衛•喬高(David Kilgour)通過深入調查,證明中共摘取法輪功學員器官的指控成立,並且發表了調查報告。2009年11月,他們將調查報告整理成《血腥的器官摘取》一書(Bloody Harvest,The killing of Falun Gong for their organs)。

今年2月,王立軍事件後,王立軍的「錦州公安局現場心理研究中心」再一次引起國際媒體關注;薄熙來在大連遼寧當政期間,大連悄然升起的兩個「屍體塑化工廠」也再次引起議論。

今年5月,美國國務院公布了「2011年年度人權狀況報告」。首度提到了中國有關法輪功學員被活摘器官的案例。

今年7月,《國有器官》(State Organs)這本新書出版發行。不同國家的有關專家,從自己的經歷和角度來談「活摘器官在中國的存在」。

7月25號,在美國國務院的一場記者會上:「我們知道,今年王立軍跑進美國成都領事館,有證據他深陷活摘法輪功學員器官的事,我們想知道他是否提交相關資料給美國政府。」

助理國務卿Michael Posner:「我們從我們的大使館和調查中有足夠的這方面的信息,我們正是據此進行這方面的討論。」

今年8月,中共公安部突然宣佈破獲了28個販賣器官的犯罪團夥。

9月18號,美國資深國會眾議員史密斯,撰寫了一篇題為「中國非法摘取器官」的文章,發表在《華盛頓時報》上;同一天,全球《大紀元》總編郭軍女士在日內瓦「聯合國人權理事會」上發言,曝光及要求調查中共活摘器官的罪行。

10月4號,106位美國國會議員聯名要求美國國務院,公布他們可能已經獲得的有關活摘法輪功學員器官的一切資料。

日前,「香港大學醫學院」教授王海波,在接受世界衛生組織刊物的採訪時表示,中國承認利用死刑犯器官進行移植的做法,是不道德和不可能持久的。

Source of Organ Transplant, Why Changed Repeatedly?

Mainland state-run medias claim an “organ delegation

and sharing” system for China will come into effect next year.

The provisions include punishment for those who perform

organ transplant surgeries individually, avoiding the system.

So why does the Chinese Communist Party (CCP) now admit

to using death-role prisoners’ organs for transplant after denial?

In June 2001, U.S. Congress had a hearing for death-row

inmates.

Dr. Wang Guoqi, holding a position at General Hospital

of Armed Police Forces in Tianjin testified during the hearing.

He said that he personally participated in

the removal of organs from death-role prisoners.

Afterwards, CCP State Council held a press conference where

the vice-president of General Hospital of Armed Police

Forces in Tianjin denied Dr. Wang Guoqi’s testimony.

At the 9th Congress of International Liver Transplant Society

(ILTS) held in July 2005, Huang Jiefu, Deputy Director of

the Ministry of health officially admitted that a majority of

organs transplanted in China come from death-row inmates.

The Epoch Times website first exposed live organ harvesting

of Falun Gong practitioners by the CCP in March 2006.

A month later, Mao Qunan, spokesman for CCP Ministry of

health publicly denied that most organs transplants come from

death-row prisoners. He said most organs came from donation.

Political Commentator Heng He: “At that time, what the CCP

had to face was inquiries from international communities, so

it needed an excuse.

Also maybe some high level CCP officials already took notice

of the live organ harvesting or Falun Gong practitioners.

They knew sooner or later this will be exposed, so was necessary

to have some kind of response to international communities.

That led to the response of admitting organs come from

death-row prisoners.”

China Daily reported in Nov. 2011 that Huang Jiefu admitted

at a conference for surgeons in Guangzhou that most organs

transplanted came from death-row prisoners,

and he has not changed this statement since then.

Zhang Xinyu, founder of Global Free Information Net , says:

“The fundamental reason why he changed his statement was a

difference in international pressure.

Before, the pressure was lower, now the pressure is greater, so

one can see that international pressures are very useful.

International medias maintain supervision over

CCP political power”

In 2006, David Matas, Canadian human rights lawyer and

David Kilgour, former Canadian Secretary of State and Asia-

Pacific found through thorough investigation that allegations

against CCP harvesting Falun Gong practitioners was true.

They also published investigative reports. They then organized

these reports into book “Bloody Harvest: The killing of Falun

Gong for their organs”.

After Wang Lijun incident in February this year, many looked

at Wang’s Psychological Research Center at Jinzhou Public

Security Bureau, much controversy was also incited over the

Body Factories in Dalian which came about while Bo Xilai was in power.

U.S. Department of State released 2011 Human Rights

Report in May of this year, which mentioned the live organ

harvesting of Falun Gong practitioners for the first time.

After the book “State Organs” was published in July, experts

from different countries started to talk about the existence of

Live Organ Harvesting in China from their own perspectives

and experiences.

今年8月,中共公安部突然宣佈破獲了28個販賣器官的犯罪團夥。

August 2012 the Ministry of Public Security announced

the arrest of 28 groups selling organs illegally.

U.S. Congressman Chris Smith posted an article “China’s Illegal

Organ Harvesting” on Sept. 18th .

The same day, The Epoch Times editor in chief Guo Jun spoke

at U.N.Human Rights Council in Ottowa, exposing the crimes

of the CCP and asking for further investigation.

On Oct. 4th 106 U.S. Congressmen asked the U.S. Department

of State to publish all materials they have gathered concerning

live organ harvesting of Falun Gong practitioners.

Dr. Wang Haibo, head of the Chinese University of Hong

Kong’s Department of Surgery Research, was interviewed by

Bulletin – a World Health Organization Journal.

He said that “…an organ transplantation system relying on

death-row prisoners’ organs is not ethical or sustainable.”
